İBB subsidiary KİPTAŞ started the urban transformation process by 2017% agreeing with the rights holders of the 'Doğakent Site' in Göngören, which was declared a risky structure in 100. Speaking at the groundbreaking ceremony of the newly named 'Doğakent Houses', İBB President Ekrem İmamoğlumade a call to the citizens living in Istanbul and living in risky buildings to participate in the “Istanbul is Renewed” campaign. Addressing the citizens as "Please reconcile," İmamoğlu said, "Some political brokers are doing their best to prevent certain things from happening. There are examples that I live and know. It is shameful. As a mayor in Istanbul who wishes to transform, I do not demand that our people vote for me because we are transforming. Don't let my people's nose bleed. My people's life is not in danger. This is not a matter of votes. Let's get that into our minds. Please let's support and help each other." Thanks to the revisions made in the project, KİPTAŞ will not reflect any additional cost increase to the beneficiaries.

Istanbul Metropolitan Municipality (IMM) President Ekrem İmamoğlulaid the foundation of “Doğakent Houses”, which will be built by KİPTAŞ, a subsidiary of the institution, within the scope of urban transformation in Güngören Gençosman Mahallesi. Speaking at the groundbreaking ceremony, İmamoğlu stated that about 14 years of his work and home life passed in Güngören and said, “I know what Güngören went through and his troubles from that time period to the present. In that respect, I would like to express that I will be with you in every good work to be done here, every step to be taken, not as a Metropolitan Mayor, but as a fellow citizen, a brother, and I will support the people of Güngören in every aspect”.

CRITICISM TO GÜNGÖREN MUNICIPALITY, THANKS TO MINISTRY OF ENVIRONMENT

Emphasizing that Güngören Municipality's lack of foresight is in question during the urban transformation process of “Doğakent Houses”, İmamoğlu said, “The process; could not manage rationally, conscientiously and justly. But thanks to the wisdom of our citizens and our KİPTAŞ institution's timely intervention and follow-up, and frankly, thanks to the Ministry of Urbanization's contribution to the process by making the right interventions in this sense, this work has come to this time, this moment," he said. Repeating his view that urban transformation is a supra-political issue, İmamoğlu warned:

“This city needs to be transformed. Unfortunately, our structures that are not strong and durable must quickly become strong and durable. In order for our struggle for transformation in this sense to achieve its purpose, each institution must think above politics, contribute to each other, and support each other. Is that enough? not enough. At the same time, our citizens must be reconciled. So conversion on a site is not primarily a monetization mechanism; I can't be. The primary consideration and priority issue of each of our citizens should be to ensure the transformation of their building through reconciliation.”

“KIPTAŞ ATTENDS ISTANBUL”

Emphasizing that KİPTAŞ is at the disposal of the whole of Istanbul in this sense, İmamoğlu called on the citizens to participate and support the “Istanbul is Renewed” campaign. Addressing the citizens as "Please reconcile," İmamoğlu said, "God forbid, when an earthquake occurs, nothing is more valuable than our lives. I see this on some sites. In other words, because of the incomprehensible and stubborn attitudes of 50, 8, 10 people in a place with 15 flats, some structures cannot be transformed. Some political brokers do their best to prevent certain things from happening. There are examples that I live and know.” Emphasizing that the urban transformation process cannot be imposed on KIPTAS alone, it can be solved with the total struggle of institutions and individuals, İmamoğlu said:

“I KNOW HOW POLITICAL MEDICATION IS DONE”

“In this regard, I invite all Istanbulites to this process. Our Mayor of Beylikdüzü is here. I know how you struggled in Gürpınar. And I know how many years ago we started this struggle. I also know that the Metropolitan Municipality prevented this work at that time. I also know how political brokerage is done and how it continues even now. I listened to the audio recordings. It is shameful. As a mayor in Istanbul who wishes to transform, let our nation vote for me because we are transforming; I have no demands. Don't let my people's nose bleed. My people's life is not in danger. This is not a matter of votes. Let's get that into our minds. Please let's support and help each other."

“MANAGERS SHOULD NOT LOSE TRUST”

Emphasizing the importance of "trust" in the urban transformation process, as in every other issue, İmamoğlu said, "Trust is valuable for a political administration. The district municipality here has experienced a breach of trust. Unnecessarily, he suffered a senseless loss of trust. I am calling out to all politicians and all municipalities on this issue. Please, please, if you do the same, you will lose trust.” Sharing the knowledge that the material used by the construction industry is based on imports at a rate of 80 percent, İmamoğlu said:

“Unfortunately, we are in an economy system dependent on foreign currency. We've been living for a few months about how the currency capsized us. So let's be sad that it's 17; Are we glad you're down to 13? There is no such economy. Of course our economy is good. May our economy be good, anyone who does not applaud today's government until my hands crack is a coward. Because there is nothing before the bread of these people. As our people earn their bread, they become happy and peaceful. Everywhere in the world is like that. The fact that our Turkish Lira, with the word 'Turkish' written in front of it, capsizes and depreciates in this way does not make any of our 84 million people happy. It makes you unhappy. We are losing our existence, we are losing our value. Our necks are bent, so to speak. For this reason, managers should not lose confidence," he said.

“TRUST IS LIKE THE SOUL; NEVER GO BACK TO THE BODY IT HAS LEFT"

Expressing his thanks to KİPTAŞ and every institution, organization and person who contributed to the facility in the eyes of the citizens, İmamoğlu said, “Trust is important. It's a beautiful saying: Trust is like a soul; He never returns to the body he left. For this reason, I wish all administrators, all managers, to manage processes in a way that people do not lose their trust. These are delicate jobs. In this respect, I care about today's process. Once again, I would like to thank our rights holders for their trust. Good luck to them. I will be following the 18 months carefully. So, in May-June of 2023, maybe on the 4th of June, on my birthday, I will come and hand over your keys.”

KURT: “THE BILL OF 7 MONTHS WAS HEAVY”

Ali Kurt, General Manager of KİPTAŞ, also gave place to the urban transformation process of Doğakent Evleri, the foundation of which will be laid. "We have put up a very serious struggle here, together with our beneficiaries," said Kurt. Underlining that the construction sector, which is based on imports at a rate of 80 percent, is adversely affected by the excessive fluctuations in the foreign exchange rate, Kurt said that the 7-month delay due to the delays in different institutions of the state has a heavy bill. Sharing the information that only the increase in iron is 162 percent, Kurt said, “The citizens were confused just so we could waste time in this process. They are already in debt. It's already a difficult process. Our citizen said, 'Will other institutions enter here? He lost time wondering if there could be an improvement in prices. And today we had to compromise our project to cover the cost of 7 months here.”

After the speeches, the group consisting of CHP Istanbul deputies Turan Aydoğan, Gökan Zeybek, Beylikdüzü Mayor Mehmet Murat Çalık and rightful citizens poured the first mortar of the construction together with İmamoğlu. İmamoğlu pressed the button that poured the first mortar, together with the young child of one of the entitled citizens.

KİPTAŞ WILL NOT INCREASES ADDITIONAL COSTS TO RIGHT OWNERS

Doğakent Site, which was declared a risky structure in 2017; 4 blocks consisted of 136 independent units. Doğakent Sitesi was demolished in June 2020. The search for a solution by the rights holders whose houses were destroyed continued for years. On March 17, 2021, the beneficiaries applied to KIPTAS for the reconstruction of their sites by obtaining a 3/2 majority. As of November 22, 2021, agreement has been reached with 100 percent of the beneficiaries.
