The Ombudsman Institution is a constitutional institution included in Article 74 of our Constitution. Pursuant to Article 6328 of the Law No. 5, “The Institution, upon a complaint about the functioning of the administration, shall; It is tasked with examining, researching and making suggestions to the administration in terms of compliance with law and equity, within the understanding of justice based on human rights.

Our institution, ensuring the rule of law, the implementation of good governance principles and the ring against on the basis of responsibility and equity, Turkey as a control mechanism attached to the National Assembly on its activities from 2013 shows the way to handle the decisions that make the advocate of the people and take.
The Ombudsman Institution, which adopts the principle of "Let the people live so that the State live" with the belief that "the best of people is the most beneficial to people"; It tries to contribute to the improvement of the service quality of the administration, the development of human rights, the rule of law, the spread of the culture of claiming rights, and the formation of a transparent, accountable, people-oriented administration.
9 Assistant Ombudsman Experts will be recruited with an oral exam to serve in the 20th degree positions in the General Administrative Services class in the Ombudsman Institution.
Ombudsman Specialist and Assistant Specialist is in the career profession group and is responsible for performing the duties related to the main function of the institution, especially examining and researching the applications made regarding the functioning of the administration in the context of the execution of the duties of the Ombudsman Institution.
Among the candidates who meet the application requirements, starting from the highest score in the 2020 or 2021 Public Personnel Selection Examination (KPSS) from the score types in the table below, 4 times the number of candidates to be recruited will be entitled to participate in the oral exam.
The education group, number of assistant experts to be recruited, the number of candidates to be called for the oral exam and KPSS score types are given in the table below.
APPLICATION CONDITIONS
1- To carry the general conditions set forth in Article 657 of the Civil Servants Law No. 48.
2- To have participated in the KPSS held in 2020 or 2021 and to have scored a minimum of 70 points or more from the score types specified in the table above,
3- According to the staff and needs of the institution:
a) To graduate from law faculties with at least four years of undergraduate education or from higher education institutions in Turkey or abroad whose equivalence has been accepted by the relevant authorities (for KPSS P4 score Group I),
b) To graduate from political sciences, economics and administrative sciences, economics and business faculties that provide at least 4 years of undergraduate education, or from higher education boards in Turkey or abroad whose equivalence to these faculties has been accepted by the relevant authorities (KPSS P33 or KPSS P38 score Group II. for).
4- Being under the age of thirty-five as of the first day of January of the year in which the entrance exam is held (those born on 01.01.1986 or later can apply.)
APPLICATION AND PLACE FOR THE EXAM
1-Exam applications will start on 15 November 2021 and end on 29 November 2021 at the end of working hours. Applications will be made through e-Government Ombudsman Institution - Career Gate Public Recruitment and Career Gate alimkariyerkapisi.cbiko.gov.tr, applications that do not comply with the conditions specified in the announcement and applications that are not made within the deadline will not be considered.
2- Among those who have applied for the Entrance Exam, those who are found to have made false statements or given documents will not be appointed, as their exam results will be deemed invalid. Even if their appointments are made, they are canceled and a criminal complaint is filed with the Office of the Chief Public Prosecutor in order to apply the relevant provisions of the Turkish Penal Code No. 5237.
