Adil Karaismailoğlu, Minister of Transport and Infrastructure, pointed out that they built all highways with the Intelligent Transportation System and said, “Traffic safety has been maximized with many different Intelligent Transportation System elements. It has been ensured that the accidents have been minimized.” Stating that they built the Northern Marmara Highway with the Intelligent Transportation System, Karaismailoğlu said that the infrastructure management was done 148 hours a day by 24 personnel at the Main Control Center campus.

Minister of Transport and Infrastructure Adil Karaismailoğlu spoke at the opening ceremony of the Northern Marmara Motorway Main Control Center; “As the AK Party governments, we have left 19 years behind with a clear conscience. In this productive process, we are witnessing together that our country, which we have transformed into a domestic and national production base, has become the world's production and logistics base today.”

Underlining that while the whole world is experiencing problems in the global production and supply chain in recent years, Turkey has been the scene of new investments one after the other, Karaismailoğlu said, “While the increasing urban population all over the world causes problems especially in the field of employment and infrastructure, the Turkish economy continues to grow with planned infrastructure investments. Today; According to the data of the Turkish Statistical Institute; We see that 84 percent of our population approaching 93 million lives in provincial and district centers. Population growth in provincial and district centers naturally creates new needs for new housing projects, transportation and logistics services, effective health and education services and all similar issues. The rapidly changing demands of the increasing population and intensifying on the axis of digitalization necessitate the search for solutions that include advanced technologies. At this point, we see that many cities both in our country and in the world are going through the digital transformation process and trying to adapt to this rapid change. We are now witnessing that even emerging technologies such as artificial intelligence, internet of things and 5G are indispensable infrastructures for humanity. We also need to accelerate our efforts to popularize Intelligent Transportation Systems by using these technologies. I am pleased to say that the Northern Marmara Motorway Main Control Center is one of the most important projects realized in this respect.”

WE DIVIDED THE ROADS, WE CONNECTED THE HEARTS

Karaismailoğlu said, “While vehicle mobility increased by 2003 percent between 2020 and 170, the loss of life per 100 million vehicle-kilometers decreased by 81 percent. Behind this success are the right investments made in the light of scientific studies. We have policies that say 'people first', which form the backbone of all our projects, works and practices. On the other hand, academic studies show that; The share of human errors in the occurrence of traffic accidents is over 90 percent. Therefore, our primary goal is to prevent people from making these mistakes. In order to increase traffic safety, it is necessary to make behavioral changes. We have to ensure that this change spreads throughout our society. Right after that, our second goal is; Even if there are mistakes, it is to take measures that can prevent people from losing their lives. At this point, we have come a long way again during our rule. We divided paths, united hearts. We renewed our roads; Thus, we have made it possible to travel safely, comfortably and in a shorter time. We increased our existing divided road network of 2003 kilometers before 6 to 100 kilometers. We have increased our highway length to 28 kilometers. We increased our bridge and viaduct length to 402 kilometers. We have increased our total tunnel length from 3 kilometers to 532 kilometers.

NOW WE BUILD ALL OUR ROADS WITH INTELLIGENT TRANSPORTATION SYSTEMS

Pointing out that one of the most important measures taken to increase traffic safety is undoubtedly Intelligent Transportation Systems, Minister of Transport Adil Karaismailoğlu continued his speech as follows:

“At this point, we started to put Intelligent Transportation Systems into service in parallel with the developments in information technologies. With our Intelligent Transportation Systems; We aimed to create a structure spread all over the country, starting from the main axes with heavy traffic. Please remember, on 16 December last year, we put the Ankara-Niğde Highway into the service of our people as the smartest road in Turkey; We have completed a strategic part of our uninterrupted road transportation from Edirne to Şanlıurfa, which shortens the travel time. There, road safety is managed at the highest level with 1,3 million meters of fiber optic network and 500 traffic sensors placed along the road through a main control center, as we inaugurated today. Now we are building all our roads with Intelligent Transportation Systems; We are expanding Intelligent Transportation Systems in our entire road network. The Northern Marmara Highway Main Control Center has been a very good and accurate example serving exactly this purpose.”

NORTH MARMARA HIGHWAY; ISTANBUL SIGNIFICANTLY RELAXED ITS URBAN TRAFFIC AND STRONG CROSSING

Karaismailoğlu, “As you know, the Northern Marmara Highway, which starts from the Kınalı location in the west of Istanbul and ends near the Akyazı district in the east of Sakarya; Istanbul significantly relieved the urban traffic and the passage of the Bosphorus. With the opening of Yavuz Sultan Selim Bridge, there has been a 42 percent reduction in travel time in Fatih Sultan Mehmet Bridge traffic. An uninterrupted, safe and comfortable transportation opportunity was offered to national and international land transportation and transportation vehicles. An integral part of our 'people first' approach is of course the protection of nature and the environment, and a sustainable and livable world. In this direction, I would like to proudly express the contribution of our highway to the environment. With the Northern Marmara Highway, a total of 3 billion 518 million TL savings are achieved annually, 3 billion from time and 518 million from fuel. In addition, carbon emissions are reduced by 198 thousand tons, contributing to the elimination of air pollution and environmental problems caused by traffic. The reduction in carbon emissions achieved thanks to our project is worth the amount of carbon dioxide converted into oxygen by 16 thousand trees.”

ROAD USERS' PROBLEMS ARE SOLVED

“In the entire Northern Marmara Highway; There are 3,2 million meters of fiber optic cable infrastructure, 134 variable message signs, 3 thousand 46 cameras, 36 meteorological measurement stations, 275 emergency telephone infrastructures, toll collection, incident detection, traffic safety and communication network infrastructure.” Karaismailoğlu continued his speech as follows:

“The management of all this infrastructure is in this Main Control Center campus, which is built on an area of ​​53 thousand 300 square meters; It is realized through a 24-hour working system and 148 personnel. Thanks to the Intelligent Transportation Systems integrated into the highway; All cameras installed along the highway route are monitored and directed 24 hours a day. In line with the information coming from the meteorological sensors on the route, dynamic management is provided according to the weather conditions of the traffic. Again, along the highway route, variable message signs and variable traffic signs can be displayed to provide desired messages and warnings to drivers. It is controlled by high voltage and generators in the transformer centers located on the highway route. The fog warning system can be operated automatically or manually. Thanks to the event detection cameras that are constantly monitored, an immediate response is made in accidents, stationary vehicles, foreign objects or other situations that may adversely affect traffic. The management and administration of daily traffic patrols are provided. Traffic density and average speed information are tracked with information from traffic sensors. Toll Office Control Centers on the highway are monitored; If necessary, corrective actions can be taken regarding the transitions of the drivers. The problems of road users are resolved through the call center by receiving requests from citizens.

TRAFFIC SAFETY HAS BEEN UPGRADED TO THE HIGHEST LEVEL WITH DIFFERENT INTELLIGENT TRANSPORTATION SYSTEM ELEMENTS

Karaismailoğlu, “Also, with the systems in the tunnels on the highway; pumps, water level, valve status, flow status can be monitored in the water fire extinguishing system. While the information from the luminance meters can be displayed, the lighting stages can be operated automatically or manually. In-tunnel and tunnel front DMI and DTI's can be controlled/controlled automatically or manually according to scenarios. Thanks to the public announcement system, drivers are informed automatically or manually. It is possible to contact with emergency communication phones; If they are removed, it is also possible to view which phone was removed. In addition to all these applications, traffic safety has been maximized with many different Intelligent Transportation System elements. It has been ensured that the accidents have been reduced to the minimum level.

WE AIM TO REDUCE THE ENVIRONMENTAL DAMAGES THROUGH OUR WORK ON SMART TRANSPORTATION SYSTEMS

Reminding that they organized the 12th Transport and Communication Council in October with international participation, Minister Karaismailoğlu said, “We discussed our rapidly developing and changing world, human, freight and data mobility with the focus of 'Logistics-Mobility-Digitalization'. With our work on Intelligent Transportation Systems; We aim to increase traffic safety, reduce travel times, use existing road capacities more effectively and efficiently, increase mobility, increase energy efficiency, contribute to our country's economy and reduce the damage to the environment. Again, we do not slow down in our efforts to ensure efficient, sustainable, smart and integrated mobility that focuses on accessibility. The 'Sustainable and Intelligent Mobility Strategy and Action Plan', which is still in progress, and the 'Accessible Transport Strategy and Action Plan' published on October 1, are the texts of our two important basic policies, in which we have determined our high-level strategy and roadmap. Within the framework of the Sustainable and Smart Mobility Strategy and Action Plan and the mobility, logistics and digitalization vision of our Ministry, strategies and policies will be developed to adapt transportation systems to current and emerging needs.

WE ARE BUILDING A SMART TRANSPORTATION NETWORK THAT IS SAFE, ENVIRONMENTAL, TECHNOLOGICAL, INNOVATIVE AND USING LOCAL RESOURCES

“We are primarily creating a Traffic Accident Database within the scope of the Smart Transportation Systems Strategy Document. We also use the collected transportation data for research and the development of innovative applications. We will expand the green wave applications that provide constant speed passage at successive signalized intersections. Within the scope of the Highway Traffic Safety Strategy, we set targets in accordance with the 'Zero Loss of Life in Traffic Approach'. We are establishing a smart transportation network that is safe, environmentally friendly, technological, innovative and utilizing domestic resources. We bring our citizens together with smart ways that reduce the role of people and provide support on issues such as direction and accident prevention along the way. Most importantly, we save the lives of our citizens thanks to our smart ways.”
