The IMM Assembly approved the 2022 Budget of the General Directorate of İSKİ. Explaining the investments and services, İSKİ General Manager Raif Mermutlu said that they will continue 2022 projects in 10 with a budget of 364 billion 36 million liras, complete 22 of them and start 51 new investments. Stating that they continue their investments despite the increase in exchange rates, Mermutlu said, “We have prevented flooding and overflows at 83 points and wastewater entry into the sea at 104 points so far. We built 1.026 km of wastewater collection line and rehabilitated 41 km of streams. We opened 165 living valleys of 2 thousand square meters for use.”
Istanbul Metropolitan Municipality (IMM) Assembly discussed the 2022 Budget and Performance and Investment Program of the General Directorate of İSKİ at its November meetings. At the meeting held in the Rumeli Hall of the Lütfi Kırdar Congress Palace in Harbiye, the 2022 budget submitted to the vote after the speeches; It was approved by 184 votes in favor and 11 against. İSKİ General Manager Raif Mermutlu, who presented the budget to the IMM Assembly, said that they gave Istanbul over 1 billion cubic meters of water annually and that there was no water shortage in the city.
2022 BUDGET 10.3 BILLION LIRA
Mermutlu stated that in 2021, the expenditure budget has been realized as 73 percent and the investments have been realized at the rate of 65 percent, and at the end of the year, they estimate that the expenditure budget will be realized at the level of 93 percent and the investments will be realized at the level of 85 percent, adding, “Our 2022 expenditure budget will be 10 billion 364 million liras, and our income budget will be at the level of 9%. We determined it as 754 billion XNUMX million liras,” he said.
36 PROJECTS ARE BEING DONE, 51 PROJECTS ARE STARTING
Noting that 48 percent of the budget is allocated to investments, 33 percent to goods and services purchases, 13 percent to personnel expenses, and 6 percent to other expenses, Mermutlu said, “36 projects will continue from drinking water and wastewater investments in the next year. 22 projects are targeted to be completed. In addition, 51 projects are expected to be started,” he said.
FLOOD AT 83 POINTS, WASTEWATER PREVENTED AT 104 POINTS
Emphasizing that with the infrastructure investments realized by İSKİ, the works were completed at 83 different points where floods and floods were experienced in Istanbul, Mermutlu said:
“Thus, the problem of flooding in many squares and streets has completely vanished into history. Work continues at 21 different points. Thanks to the investments made by İSKİ to further improve the water quality of Istanbul's seas, works were completed at 104 different points with direct wastewater inflows into the Marmara Sea and the Bosphorus, and wastewater entry into the sea was prevented. Work continues at 26 different locations. Considering the Marmara Sea in particular, work continues at 16 more points. Wastewater entry into the Sea of Marmara and the Bosphorus will be completely prevented by 2025.”
712 KM OF DRINKING WATER INFRASTRUCTURE FURNISHED
Mermutlu, in the last 2 years, in order to meet the water needs of the increasing population in Istanbul and to renew the lines that have completed their economic life; He said that a total of 493 km of drinking water infrastructure has been laid, including 212 km of drinking water network, 7.5 km of transmission lines and 712,5 km of drinking water tunnels.
TARGET PERCENT PERCENT BIOLOGICAL TREATMENT
Underlining that İSKİ works with the target of 100% biological and advanced biological treatment, Mermutlu continued his words as follows: In this context, Baltalimanı Biological Wastewater Treatment Plant and Tuzla Advanced Biological Wastewater Treatment Plant are nearing completion. Work continues for the Yenikapı Biological Wastewater Treatment Plant. On the other hand, the preparation processes for the construction tender for Ambarlı 2nd Stage, Paşaköy 3.Kilyos, Riva, Koçullu, Reşadiye and Bozhane Advanced Biological Wastewater Treatment Plants are continuing.”
HUMANITARIAN RIGHT TO USE WATER IS OBSTRUCTED BY THE TCA
Reminding that the Presidency of Turkish Court of Accounts stated in the İSKİ Audit Report for the year 2020 that the “Humanitarian Right to Water” practice is against the legislation and requires legal regulation, Mermutlu gave the following information:
“For this reason, we have decided to continue the Humanitarian Right to Water implementation by the IMM Assembly, by obtaining the necessary opinions and permissions from the institutions. Our institution has taken the necessary initiatives before the Ministry of Environment and Urbanization. İSKİ Board of Directors has decided to stop the said practice until a legal regulation is made by the Ministry of Environment and Urbanization.”
MELEN DAM CANNOT BE FINISHED
Reminding that the Melen Dam, which was built by DSI with a fee from İSKİ, will be commissioned in December 2016 according to official statements, but the construction of the dam could not be completed despite the intervening 5 years, Mermutlu said:
“We cannot give an exact date for when the dam will be put into operation. If we apply the electricity price of November to the amount of water we have promoted from the Melen regulators in the last 5 years, a total of 460 million lira corporate damage has occurred due to the delay of the Melen Dam.”
EXCHANGE INCREASE AFFECTED THE BUDGET
According to the data of İSKİ General Directorate; The 2022 expenditure budget, which was prepared by taking into account the increases in the exchange rate, increased by 30 percent and the investment budget by 27 percent compared to the previous year. In addition, due to the increases in electricity, natural gas and fuel prices, the allowances foreseen for energy purchases were increased by 41 percent.
İSKİ INVESTMENT AND SERVICES IN NUMBERS
The important investments and services included in the presentation of İSKİ General Manager Raif Mermutlu are as follows:
- A total of 2021 meters of stream improvement in 24 streams was completed by our Administration throughout Istanbul in 9. Within the scope of the ongoing and planned works in 225, 2022 thousand 28 meters of stream improvement will be produced in 26 streams.
- In the last 2 years; A total of 915 km of wastewater collection lines were built, including 100 km of wastewater network, 5.1 km of wastewater collectors, 6.1 km of wastewater tunnels, 1.026 km of stormwater tunnels. In addition, 41 km of creek rehabilitation was carried out.
- With the aim of 100% biological and advanced biological wastewater treatment in Istanbul, environmental protection investments made by İSKİ in order to protect the Marmara Sea continue. In this direction; Tuzla 3rd Stage Advanced Biological Wastewater Treatment Plant and Baltalimanı Biological Wastewater Treatment Plant will be put into service in the first half of 2022. After the Ataköy and Ambarlı Wastewater Tunnels are put into service at the end of 2022, the Küçükçekmece Wastewater Pre-Treatment Plant will be out of service.
- Life Valleys are being built on a total area of 611 thousand square meters throughout Istanbul. Manufacturing was completed on a total area of 3 thousand 130 square meters, 1 thousand square meters in Beylikdüzü Kavaklıdere Yaşam Vadisi 35 Stage and 600 thousand 165 square meters in Tuzla Hacet Creek Life Valley 600st Stage, and the living valleys were put into use.
- An 84 thousand 300 meter long collector and tunnel and an advanced biological wastewater treatment plant will be built in order to collect the wastewater coming from the Melen Basin to the Melen River with interception collectors, to be treated at the Treatment plant and to be removed through the Discharge tunnel after it has been rendered harmless to the environment. So far, 1 thousand 35 meters of collector construction has been completed. 200% of the construction of the Advanced Biological Wastewater Treatment Plant has been completed. Its total cost is 10 million lira. When the Melen Dam is finished, Istanbul will not be afraid of running out of water.
- Between January and October in 2021; A total of 119 km of creeks were cleaned in 256 different streams, and 871 thousand m3 of soil was removed.
- In order to protect water basins from illegal structures; Between January and October 2021, 182 illegal structures were demolished.
- Within the scope of afforestation works; Between January – October 2021; In an area of 1 million 196 thousand square meters, 2 thousand 61 trees were planted. In addition, 675 thousand 1 more trees are planned to be planted in an area of 820 million 72 thousand cubic meters by the end of the year.
- 14 separate wastewater, storm water and treated 64 meters wastewater tunnels are planned.
- It is planned to establish the water network of the new settlements on the European Side that do not have a water network, to improve the existing network, to construct the transmission lines and to renew the transmission lines that have completed their useful life. Its approximate cost is 110 million liras.
- It includes the establishment of the water network of the new settlements on the Asian Side that do not have a water network, the improvement of the existing network, the construction of the transmission lines and the renewal of the transmission lines that have completed their useful life. The approximate cost is 50 million lira.
- On the Asian Side; Drinking water reservoirs are planned in Maltepe Gülsuyu, Kartal Soğanlık, Kartal Esentepe and Yüz Konutlar, and Ömerli and Şile regions. The approximate cost of the work is 75 million lira.
