As of January 1, 2022, an obligation to issue an "e-Foreign Purchase and e-Currency Sale" document has been introduced for foreign currency purchase and sale documents that have been issued in paper form until today. An announcement was made by the Revenue Administration (GİB) on September 30, 2021, on the address ebelge.gib.gov.tr, that foreign exchange buying and selling transactions will be transferred to the electronic environment in the new year.
Accordingly, the authorized institutions that carry out the business of buying and selling foreign currency throughout our country, will be able to regulate the regulations as of January 213, 509, pursuant to the relevant articles of the Tax Procedure Law No. It was made obligatory to issue foreign currency purchase-sale documents as “e-Currency Purchase Document” and “e-Currency Sale Document”. As of the new year, it has been announced that the penal provisions stipulated in the Law will be applied to taxpayers who do not issue or receive e-currency purchase and sale documents.
The e-Currency Purchase-Sale Document has the same legal qualifications as the paper document.
As in the examples of e-Invoice, e-Archive, e-Ledger and e-Waybill implemented by the Revenue Administration (GİB), the "e-Currency Purchase and Sale" document, which will enter our lives on January 1, 2022, is a new type of document. it has the same legal qualifications as the paper document used until today. Instead of arranging documents on paper with e-Document applications; The process of organizing, storing and presenting in electronic environment is started. Taxpayer institutions that will implement the e-Foreign Exchange Purchase and e-Foreign Exchange Application must be prepared for this electronic process within the next three months. Most of the taxpayers who have implemented e-Document e-Compliance (e-Invoice, e-Ledger, e-Archive, e-Waybill etc.) prefer to work with private integrators, including the leading integrator Uyumsoft Bilgi Sistemleri ve Teknolojileri AŞ.
How will the e-Currency Purchase-Sale Document be delivered to the citizens?
In the new year, authorized taxpayer institutions that will do "e-currency purchase and sale" business will be able to send these documents, which they will arrange electronically, to the citizens who buy or sell foreign currency, via e-mail, according to the request of the citizen, or by taking a paper printout upon their request. The e-Currency Purchase-Sale Document to be issued in paper form must be signed and delivered by the authorized institution with a stamp and wet signature. In addition, it is obligatory to keep the copy of the authorized institution in an electronic environment, signed with an electronic certificate. Another important issue is the statement made by the GİB; It was stated that in order to query and verify documents electronically, it is obligatory to have "data matrix" or "barcode" on the documents. In addition, on September 29, 2021, "e-Foreign Currency Purchase and Sale Document Technical Guide" was published by the GİB.
