According to the news of Ogün Akkaya from the newspaper Wall; The Planning and Budget Committee of the Grand National Assembly of Turkey has completed its discussions on the 2022 Central Government Budget Law Proposal, the 2020 Central Government Final Accounts Law Proposal, and the general reports of the Court of Accounts. The proposals were accepted unanimously at the commission meeting on 26 October.

In the commission, there was a discussion between the CHP deputies and the AKP deputies regarding the prices of the highways built within the scope of 'Build-Operate-Transfer' (YIP) projects. Speaking at the commission, Justice and Development Party Aydın Deputy Bekir Güçlü Erim brought up the implementation of the 'Build-Operate-Transfer' model applied in highway, tunnel and bridge projects in railways as well.

At the commission, Erim from AKP made a presentation on Public Private Partnership (PPP). Giving information about the projects also known as Build-Operate-Transfer, Erim said that the projects that will take many years with public investments are realized in a much shorter time by the private sector with the PPP management. Stating that 86 billion dollars have been invested for PPP projects so far, Erim said that 3 kilometers of the 532 kilometers of highway network in Turkey have been implemented with this model. CHP Antalya Deputy Cavit Arı opposed Erim, who counted the projects. Arı's "Do you know how much money is being passed?" Erim answered the question, “There is an alternative way, if you want to pass without money, you will go through the normal way. Other roads are not closed, there is an alternative road next to it," he replied. When Cavit Arı spoke again and said, "You are going for 250 liras," Bekir Güçlü Erim said, "My job will be done quickly, if I want to go fast, if it suits me, I will go there. You go the normal way, go the other way," he said. Stating that Yavuz Sultan Selim Bridge will also serve with the railway in the future, Erim said that other railways should be built with the 'Build-Operate-Transfer' method, with the words “Let it be done as soon as possible”.

OBJECTIVE TO CHANGE STATUS

Reminding that the 'Build-Operate-Transfer' model is currently implemented at the Ankara High Speed ​​​​Train Station with a passenger guarantee, United Transport Employees' Union (BTS) Chairman Murat Oral said that the purpose of applying this model in other railways is to improve the status of the State Railways. wanting to be changed. Oral stated that the works on the railways could be carried out with public cost without the need for Public Private Partnership and said: “The railways had six ports, five of them left. These were the places that brought the biggest income. Privatization, build-operate-transfer, restructuring are all ways and methods that serve capital. Policies that serve the public, not rhetoric. There is no one stronger than the state. These are all distortions, perceptions. Look at the wealthy people who have sprung up lately, people whose names have not been heard of. Before that, there was Cengiz, Limak, Kolin. These are the companies that prospered during this ruling period.”

"THEY WILL BUILD A TRADE CENTER"

Oral stated that one of the purposes of the railways being built with the 'Build-Operate-Transfer' model is a change in status and said, “State Railways have wealth. He has land, property, property. They don't want to be stuck with the Procurement Law. They do not want to enter the audit of the SAI. They want to take away our public service security” and continued his words as follows: “State Railways are strong enough to make all investments. Money leaves the treasury. No one can say they can't! The state that built the high-speed train lines cannot build its station. What can we do that the contractor will do? Their aim is to take away our institution, our wealth. Railways have valuable lands, roads and stations. They took our 70 acres of land in the heart of Ankara and gave it to Medipol University. They wanted to give Haydarpaşa Station to the Archers Foundation, we had it cancelled. Now they are making our way between Yenikapı and Sirkeci alone in order to make a bicycle path. They will sell the lands to the right and left of it. They will build residences and trade centers.”
