The new version of the Chinese Family Planning Law officially took effect from August 20. Zhang Guilong, director of the Administrative Law Office of the Legal Affairs Committee of the Standing Committee of the National People's Assembly of China, explained that the change in the family planning law improved the family planning policy and provided legal support to couples regarding their third child.
At the session of the Political Bureau of the Central Committee of the Communist Party of China on May 31, the decision to improve family planning policy, accelerate the long-term and balanced development of the population, and allow couples to have a third child was examined.
It is thought that supportive measures should be taken in various fields such as finance, tax, insurance, education, accommodation and employment regarding the third child, and thus the care and education costs of children should be alleviated. In addition, the service system in state nurseries should be standardized, the legal rights of parents should be effectively protected and some inappropriate practices in this regard should be removed. Zhang Guilong, director of the Administrative Law Office of the Legal Affairs Committee of the Standing Committee of the National People's Assembly of China, said:
“The amendment to the Family Planning Law of China aims at reforming the population area and improving the current family planning policy, providing families with legal assurance regarding the third child. ”
According to the information provided by China's National Bureau of Statistics, the number of newborn babies in China reached 12 million last year. This number decreased by 2019 million 2 thousand compared to 650. The number of newborns has been on the decline since 2016. The amendment to the Chinese Family Planning Law encourages marriage and childbearing at the ideal age. Zhang Guilong, director of the Administrative Law Office of the Legal Affairs Committee of the Standing Committee of the National People's Assembly of China, said:
“Today, late marriage and having children have become an important factor affecting the fertility level in our country. This situation may become more serious in the future. Late marriages also reduce the likelihood of couples having more than one child. For this reason, we encourage marriage and birth at the ideal age and aim to create an environment conducive to this. ”
Once upon a time, the ever-increasing cost of children's nutrition made couples unwilling to have children. The Chinese government has made it possible to take supportive measures in the areas of tax, insurance, accommodation, employment and education for families with children by amending the family planning law to address such problems of citizens. Zhang Guilong had this to say about it:
“The change in the Chinese Family Planning Law obliges local governments at various levels above the district to establish a public nursery service system, and to strengthen accessibility and fairness in nursery services. In addition, the establishment of private kindergartens is encouraged, while the cooperation between public institutions and businesses in establishing a nursery is supported. Thus, the burden of families on the care and education of their children will be alleviated. ”
