The zoning plans of the 1.7 million square meter land on the shore of Küçükçekmece Lake on the Canal Istanbul route were canceled by the court. The Ministry of Environment and Urbanization prepared a new plan for the unplanned land at the speed of jet, and arrangements were made to build houses, shopping malls and residences on the parcels again.

According to the news of Özlem GÜVEMLİ from SÖZCÜ; “There has been a remarkable development in the zoning plans of the giant land of 1.7 million square meters in Avcılar Firuzköy, on the shore of Küçükçekme Lake, which is the entrance point of Kanal Istanbul from the Marmara Sea. In the Environmental Plan, which was accepted as the “Constitution of Istanbul” in 2009, the status of the parcels with the function of “university, urban and regional green and sports, fair and festival” area was defined as “urban development area and university area” with the amendment made in 2019. .

A protocol was also signed between Istanbul University and TOKİ for the said lands. According to the protocol TOKI; would renew the university's campuses in Cerrahpaşa, Çapa and Avcılar. TOKİ in return for this, the university's Avcılar and HalkalıHe was going to develop a project on his vacant land in .

In 2018 and 2019, zoning plan changes were prepared to build residential and commercial areas on the land with a canal view. Emlak Konut notified the Public Disclosure Platform on September 3, 2020 and announced that they signed a protocol on August 28, 2020 to purchase approximately the said parcels from TOKİ. The land was valued at TL 1.4 billion, excluding VAT. However, with the decision of the Istanbul 7th Administrative Court dated February 12, 2021, the zoning plans were cancelled.

COURT: THE ECOSYSTEM IS NEGATIVELY AFFECTED

In the court decision, it was pointed out that all kinds of planning work to be done should be handled in a holistic structure, since the area in question has natural and cultural values.

It was emphasized that the ecosystem services offered by the natural structure, such as air quality and water cycle, which are extremely critical issues for Istanbul, arising from the area's nature as an "open and green space" in general, will be adversely affected by the plan change in the lawsuit. It was stated that the change in the plan in question brought additional population to the region, led to the reduction of the already insufficient open areas and further exceeded the natural thresholds, which is against the principles of environmental sustainability. It was also stated that the analyzes for archaeological sites within the scope of the planning area and its immediate surroundings are not sufficient.

MINISTRY MADE A NEW PLAN

After the cancellation of the zoning plans for these reasons, the Ministry of Environment and Urbanization prepared a zoning plan for the unplanned parcels and suspended it on 2 August. The parcels within the reserve building area were redefined as urban development and university areas in the Environmental Plan. In the sub-scale plans prepared for the parcels located near Küçükçekmece Lake and archaeological sites, it was foreseen that 629 thousand 187 square meters of construction would be built and 12 thousand new population would settle here. Approximately 60 percent of the planning area was reserved as reinforcement area.

1 thousand square meters of a total area of ​​783 million 726 thousand square meters was arranged for housing, trade, special education and private health facilities. 1 million 56 thousand square meters were reserved for equipment areas such as sports facilities, mosques, parks, schools and administrative service areas. Within the reinforcement areas, an area of ​​10 thousand square meters was determined as a "registered work protection area", approximately 580 thousand square meters were allocated for the park. In residential areas, the height is determined as 5 and 6 floors. Shopping malls, residences and business centers can be built in residential and commercial areas.
