CHP Deputy Chairman Ahmet Akın, pointing out that the projects for which vehicle pass and income guarantee within the scope of the build-operate-transfer project should always be disclosed in a transparent way, not just one day, said, "Disclosure of data for only one day will innocent the guarantees, which are a big burden on the public budget. is an initiative. Those who could not explain the bill of the 17-day full closure, where highways and bridges were empty, now want to innocent the guarantees that have turned into a black hole in the public budget,” he said.

CHP Deputy Chairman Ahmet Akın evaluated the Minister of Transport and Infrastructure Adil Karaismailoğlu's statements about transit guarantees. Akın from CHP said:

Minister of Transport and Infrastructure Adil Karaismailoğlu stated that 24 thousand 2021 vehicles passed through Osmangazi Bridge on July 64, 406; He announced on social media that the realization rate of 40 vehicle pass guarantees broke a record. On the same date, Mr. Karaismailoğlu also announced to the public the realization rates in different parts of the Izmir-Istanbul highway and stated that build-operate-state projects broke records.

EXPLAIN 365 DAYS, NOT A SINGLE DAY

First of all, this statement about the guarantees, which has turned into a black hole in the public budget, is completely intended to mislead the public. In order to understand whether the BOT projects in question broke the record, it is necessary to look at all 365 days, not just a single day. The date of July 24, 2021, when Mr. Karaismailoğlu stated that he broke the record, and that the pandemic restrictions were not applied months later; It also coincides with the end of the Eid-al-Adha holiday, which lasts for 9 days. It would be an erroneous view to evaluate BOT projects over a period when the traffic on intercity roads will reach its peak.

ATTEMPT TO MAKE WARRANTIES

Apart from the Osmangazi Bridge and the Izmir-Istanbul Highway, there are many highways and bridges in Turkey with vehicle and income guarantees. Ministry of Transport and Infrastructure; Until now, it has remained silent by not responding to questions about these projects, for which vehicle and income guarantees are given, on the grounds of trade secrets. Disclosure of data for only one day is an attempt to neutralize guarantees, which are a huge burden on the public budget.

THEY FAIL TO ANNOUNCE THE INVOICE FOR 17 DAYS

It is partially prohibited in intercity travel during the full closure period implemented between 29 April – 17 May 2021 in Turkey. The guarantees given on highways and bridges that were empty at that time continued to be paid. When this situation is taken into consideration, the guarantee amount given only to Osmangazi Bridge and Yavuz Sultan Selim Bridge for 17 days is 36 million 210 thousand dollars in total. The Ministry of Transport and Infrastructure left our questions unanswered as to what the realization rates were between these dates. The Ministry of Transport and Infrastructure should transparently explain the realization rates of all projects for which vehicle pass and income guarantee are given within the scope of BOT, rather than revealing the data of a single day.
