Recently, it has been seen that purposeful and false news accusing the Mayor of Ankara Metropolitan Municipality, Mr. Mansur Yavaş, regarding the subway constructions has been published in some media outlets, websites and social media accounts. Regarding the news in question, it has been deemed essential to share with our citizens the information and documents related to the works carried out by our Municipality so far regarding the metro construction processes.

HOW IS THE CONSTRUCTION OF THE SUBWAYS, WHICH ARE IN THE DUTIES, AUTHORITIES AND RESPONSIBILITIES OF THE METROPOLITAN MUNICIPALITY WITH THE LAW NO. 5216, TRANSFERRED TO THE MINISTRY OF TRANSPORTATION AND INFRASTRUCTURE?

According to subparagraph (p) of article 5216 of Law No. 7 Although the rail system constructions are within the duties, powers and responsibilities of the Metropolitan Municipalities, the Çayyolu (2001), Sincan (2002), Keçiören (2003) lines, which were started to be built by the Ankara Metropolitan Municipality, could not be completed until 2010.

Ankara Metropolitan Municipality has applied in writing to the Ministry of Transport and Infrastructure for the construction of Çayyolu, Sincan, Keçiören lines and Council of Ministers Decision No. 2010/1115 It is envisaged that these lines will be completed by the Ministry of Transport and Infrastructure. These lines, whose constructions have been completed by the Ministry, have been transferred to our Municipality to be operated.

WHAT ADDITIONAL LINES DOES ANKARA METROPOLITAN MUNICIPALITY REQUEST FROM THE MINISTRY OF TRANSPORT AND INFRASTRUCTURE?

Likewise, the construction of the following lines was requested by the Ankara Metropolitan Municipality to be undertaken by the Ministry of Transport and Infrastructure within the framework of the relevant decisions in the previous periods.

No work was done by the Ministry. It was requested in writing from the Ministry on 30.01.2020; Our request was approved on 09.03.2020. The project tender was made and the contract was signed with the contractor company on 12.10.2020. After the completion of the project, the construction tender will be made immediately.

An investigation has been initiated by the Ministry regarding the requests made with the following letters for other lines, and the project constructions for those who are found positive as a result of this examination are included in the Investment Program of the Ministry of Transport and Infrastructure.

From the lines requested to be constructed from the Ministry of Transport Gar-Etlik-Ovacik line 2018 in the year, Koru-Bağlıca-Xinjiang line In 2020 As a Study Project, Esenboğa Airport line was included in the investment program in 2019 as a construction work.

As a matter of fact, in the meeting held with the Ministry AYGM (30 January 2020), it was clearly stated that the Airport Line will be tendered in 2020 and that the Gar-Etlik-Ovacık Line, which is the continuation of this line, will be designed and built by the Ministry.

The inclusion of these lines in the Investment Programs means that the lines will be constructed by the Ministry of Transport and Infrastructure. If we go against the concept, it is clear that no savings can be made by our Organization regarding the lines in question.

In this context, there are two lines in the Transportation Master Plan, which are beneficial in the construction of a rail system considering the current and near future urban mobility, and no work has been carried out by the Ministry:

  • From these lines Dikimevi-Natoyolu line It was stated that it could be undertaken by us, upon which a request was made by writing to the Ministry. Following the approval of our request by the Ministry, our Institution started to work. If our request had not been approved by the Ministry, it would not have been possible for us to conduct a repetitive study on this line. Following the preparation of the pre-feasibility for the line in question, the final project tender for the implementation was made. After the completion of the project, which is the basis for the implementation, the construction process will begin immediately.
  • Secondly, pre-feasibility studies have been started for Dikmen-Gar Line. According to the results of these studies, the final project tender will be made.

HOW IS THE REFUND OF THE CONSTRUCTION FEES OF CAYYOLU, SİNCAN, KEÇİÖREN METRO LINES WITHOUT CONSTRUCTION?

Although the Çayyolu and Sincan metros, which were built and delivered by the Ministry of Transport and Infrastructure, were completed in 2014 and the Keçiören metro was completed in 2017, the repayment of these lines was not started until 2019. According to the Council of Ministers Decision No. 2010/1115, to deduct 15% of the metro construction costs from the revenues of the lines built. was to be repaid. But one month after the local elections released With the Presidential Decision No. 1014, the repayment conditions are 5% from the Municipal General Budget tax revenues. changed to cutoff.

According to these changed conditions, metro cuts started to be made as of May 2019. (Table.1).

As can be seen from the table below, 21 times more deductions are made in these new payment terms. (Table.2).

In addition, the remaining debts of ANKARAY (AŞTİ-Dikimevi-1996) and Batıkent metro (Batikent-Kızılay-1997) lines, which were built in the past, were paid by our Municipality. (Table.3).

The total of metro payments made from the date we started to work until today 800 million TL and the amount written to our debt section is 2 billion 249 million TL. (Table.4).

If we had not been forced to pay the debts of the metro lines that were not built by us, it would have been possible to easily realize a metro line with our Municipality's own resources.

HOW IS A PROCESS REQUIRED FOR THE CONSTRUCTION OF A METRO PROJECT?

Metro projects are not projects that are decided to be built today and started tomorrow. The shortest construction period in the metro lines built in Turkey so far has been realized as A1 AŞTİ-Dikimevi (1992-1996), M1 Batıkent-Kızılay (1993-1997), carried out by our Ankara Metropolitan Municipality. However, although the construction of these projects was completed in 4 years, In 1, for the start of the A1989 AŞTİ-Dikimevi line.In 1, for the start of the M1987 Batıkent-Kızılay line. work has begun. Only the construction of the Çayyolu (2001-2014), Sincan (2002-2014), Keçiören (2003-2017) metro lines, which were started later, took 12-14 years.

Today, it is not enough for our Metropolitan Municipality to decide to start the construction of a metro line. Presidential Decree No. 10.07.2018 published in the Official Gazette dated 30474 and numbered 1 Accordingly, the project must also be approved by the Ministry of Transport and Infrastructure.

Since 2010:

  1. Desperately handing over the construction of all lines to the Ministry of Transport and Infrastructure,
  2. Not doing any work on rail system project,
  3. Not able to lay even one meter of rail,
  4. A mentality that terminates the memory, capacity and experience of the Institution in this regard,
