İBB subsidiary KİPTAŞ; It laid the first foundation for the transformation of Bağcılar “As Fatih Kent Sitesi”, which was declared a “risky area” in 2017, under the name “Bağcılar Kiraz Evler”. Groundbreaking ceremony, IMM President Ekrem İmamoğlu and Bağcılar Mayor Lokman Çağırıcı. Pointing out that important responsibilities fall on citizens as well as state institutions, İmamoğlu said, “Istanbul cannot be transformed with zoning increases. However, Istanbul will turn into an uninhabitable pile of buildings,” he warned.

“As Fatih Kent Sitesi”, consisting of 7 blocks and 190 residences in Bağcılar Kirazlı Mahallesi, was declared a risky area in 2017. The residents of the site, who have been experiencing the same nightmare for about 4 years, came together at a common table in the works they carried out with the Istanbul Metropolitan Municipality (İBB) affiliate KİPTAŞ. The residents, who achieved a 31/2020 majority on January 3, 2, decided on the “Exemplary On-Site Transformation Model” offered by KİPTAŞ within the scope of urban transformation. Activating the process quickly, KİPTAŞ completed the draft project and pre-feasibility studies in February 2020 and informed the delegation representing the residents of the site. The negotiations and studies, which accelerated as of February 2020, were suspended for 2020 months in March 3 due to the pandemic. With the works that started again on June 19, 2020, the "preliminary architectural project" and project visuals were prepared.

THE BLOCK WAS PLANNED TO BE DESTROYED IN 3 DAYS, DESTROYED IN 8 HOURS

The delegation representing the site received the first presentation from KIPTAS in September 2020. On 190 September 170, 22 of 2020 independent units residing on the site gave a letter of consent (permit) to the institution for the urban transformation of their houses to be carried out by KİPTAŞ. House elections were completed as of January 2021. The first contract was signed on January 22, 2021 by the IMM President. Ekrem İmamoğluIt was signed between KİPTAŞ General Manager Ali Kurt and Hatice Döğer, who played an active role in the negotiations between the committee representing the residents of the complex. After signing; As a result of the joint efforts of İBB, KİPTAŞ and Bağcılar Municipality, the site was demolished. The fact that the demolition, which was determined as 3 days for each block, was completed in 8 hours in a single building, revealed the magnitude of the danger.

THANKS FROM KURT TO IMM AND BAĞCILAR MUNICIPALITY

A groundbreaking ceremony was held for the re-transformation of "As Fatih Kent Sitesi", which was demolished through all stages, under the name "Bağcılar Kiraz Evler". Ceremony; IMM President Ekrem İmamoğlu, Bağcılar Mayor Lokman Çağırıcı, İBB CHP Parliamentary Group Deputy Chairman Doğan Subaşı, IYI Party Parliamentary Group Deputy Chairman İbrahim Özkan, KİPTAŞ A.Ş. It was held with the participation of the Chairman of the Board of Directors, Ertan Yıldız, and the General Manager of KİPTAŞ, Ali Kurt, and the citizens who have rights. Kurt, who made the first speech at the ceremony, shared information about the work done and the real estate to be built. Kurt conveyed his thanks to İBB and Bağcılar Municipality for their contribution to the process.

CALLER: "I AM IN THE PEACE AND HAPPINESS OF GETTING RESULTS"

Stating that Turkey and Istanbul became aware of the earthquake reality with the 17 August 1999 Izmit Earthquake, Bağcılar Mayor Çağırıcı gave information about their work in their districts. Noting that the site in question was included in the "risky building" category in 2017, Çağırıcı said, "While negotiations with KİPTAŞ were still going on at that time, I would like to express that I am in the peace and happiness of getting a result, thank God. Such studies must continue in Istanbul in a rapid process. I hope that if the society acts together, a faster result will be achieved. I would like to take this opportunity to thank those who contributed. Good luck, good luck."

İMAMOĞLU: “OUR CITIZEN WILL REVEAL THE SACRIFICE”

In his speech, İBB President İmamoğlu emphasized that the fact of the earthquake should make all administrators lose their sleep. “God forbid; Imamoglu said: "The tragedy and pain of this will burn our lungs."

“Look, there was talk of taking responsibility. How nice. In harmony, IMM, our KİPTAŞ institution, and our Bağcılar Municipality produced work together. Is it difficult? Not. Even if these institutions work in harmony, it still doesn't work unless something happens. What's that? Our citizens. Look, every citizen living in such houses in Istanbul has an obligation to give priority to finding a solution and seeking a remedy. What's that? There are bad examples of this. 'I want three for my apartment, I want five… The other gave two, you give me three…' Before these negotiations, our citizens have security of life. Our citizens will show their sacrifice. Our citizens will carry their priority here. Istanbul cannot be transformed with zoning increases. However, Istanbul turns into an uninhabitable pile of buildings.”

“LET OUR PEOPLE GET THEIR WARM HOME”

Emphasizing that the transformation of Istanbul is through a total struggle, a joint solution and the transfer of state resources, İmamoğlu said, “The cost of this for Istanbul is not less than 500-600 billion liras. Maybe even higher due to increased costs. If we do this routinely, quickly, we need 80-100 years. It does not end; No way. When we make this mobilization and become a resilient city, we will solve other problems faster; we increase the quality of life, we lead a more enjoyable life. Our children and young people will be hopeful. After that, social problems, questions about education are resolved faster. In this respect, every institution and every person must maintain and manage the process with maximum sacrifice. We encountered different behaviors. Sometimes we encountered institutional conflicts. Sometimes, we encountered groups of citizens trying to manipulate the process with different emotions, although most of them agreed. This is not a B party, C party, or A party. There is none for me. In that respect, we want our people to reach their warm homes by giving our struggle at the highest level, no matter who they are.”

“I WILL COME TO YOU FOR COFFEE”

İmamoğlu thanked all the people, institutions and organizations who contributed to the process and invited Hatice Döğer, who signed the first contract with KİPTAŞ, to the platform where he spoke. Saying “Today is our holiday”, Döğer expressed his feelings, “You are building these beautiful houses for us without facing great difficulties. Your work is great. KIPTAS has a lot of work. KIPTAS showed great interest in us. Whatever had to be done, he did. God bless them. President, God bless you too. I can't find anything to describe my current excitement and happiness. Thank you all very much.” Imamoglu's response to Döğer was "I'll come to you for coffee". Upon this, when the words “Come to us too” were heard from other right holders, İmamoğlu changed his answer to “I will come to you all”.

After the speeches; With the participation of rights holders Döğer, Raif Koyuncu and Özcan Aydın, the buttons were pressed and the first concrete was laid on the foundation of Kiraz Evler Sitesi.
