Speaking at the meeting on the European Conference of Ministers of Transport (UBAK), the multilateral quota system and the quality requirement, Minister Karaismailoğlu said, “In order to gradually liberalize the road freight transport, which is the main goal of the UBAK System, in equal competition conditions, the solution of visa problems faced by professional drivers and It is very important to remove it,” he said.
Adil Karaismailoğlu, Minister of Transport and Infrastructure, attended the International Transport Forum (ITF) Ministerial Summit via video conferencing. Karaismailoğlu, emphasizing the importance of digitalization; He stated that the service has been transferred to the electronic environment and that they support electronic transition document projects such as e-TIR and E-CMR in road transportation. Karaismailoğlu noted that they also support the work on transferring UBAK documents to electronic media.
In his speech, Minister Karaismailoğlu noted that with the "Quality Charter" adopted in 2015, an important step towards the development of the "Multilateral Quota System" was taken, and stated that since 2015, serious efforts have been made by the member countries to ensure compliance with the "Quality Charter"; He also noted that important steps were taken to ensure that all transporters operating within the scope of the Quota System compete on equal terms.
Karaismailoğlu said, “Unfortunately, our expectation that the Quality Charter will equalize the market conditions for the carriers of all member countries has not been realized. I regret to observe that no serious progress has been made regarding the removal of the restrictions and reserves in the system. In this context, in order to ensure the development of the UBAK Quota System, I believe that it is very important that we take a Ministerial decision on the removal of restrictions and reserves and direct the Road Working Group.”
Minister Karaismailoğlu, underlining the importance of the gradual liberalization of road freight transport, which is the main objective of the UBAK System, under equal competition conditions, is of great importance to solve the visa problems faced by professional drivers and to abolish the toll fees.
“Within the scope of our climate change targets, studies on electric and autonomous vehicles constitute another important process. In order to encourage electric vehicles, we, as Turkey, have implemented regulations for facilitating transporters using electric vehicles in passenger and goods transportation. Similarly, I believe that we should develop a structure that will encourage the use of electric vehicles in the UBAK System. For example, I think that exempting transit transports with electric vehicles from the permit document in the first stage will be beneficial for our goals.”
