The expertise report published by the General Directorate of Domestic Trade included the following statements: "As it is known, in the first paragraph of Article 14 titled" Expertise Report "of the Regulation on the Trade of Second Hand Motor Vehicles, by the enterprise that sells second hand automobiles or land vehicles, except for businesses operating in provinces that do not have a TSE service qualification certificate, the appraisal report will be received within three days prior to the date of sale; in the third paragraph, it is not compulsory to obtain an appraisal report for vehicles over eight years old or over one hundred and sixty thousand kilometers according to the model year; In the fifth paragraph, it is stipulated that the appraisal report will be issued by the appraisal firms that have TSE service competency certificate issued in accordance with the relevant standard.

In this context, within three days before the date of sale of second-hand cars or land vehicles by the enterprises, it is obligatory to obtain an appraisal report from the expertise companies that have TSE service qualification certificate for second-hand cars and land vehicles below the age of eight or sixty thousand kilometers according to the model year. Based on the data sharing integration realized between the Notaries Union of Turkey and the Notaries Union of Turkey, the tracking of vehicle sales information, including whether or not an appraisal report is received by businesses before the sale, can be provided. In this context, in order to ensure that the obligations of obtaining the expertise report imposed by the provisions of the aforementioned Regulation and given in detail above are fulfilled completely and that they are not subject to administrative sanctions, all enterprises engaged in the trade of second hand motor vehicles are informed immediately by the professional chambers of which they are members, I request your need.
