Details of the law work on the restructuring of TCDD have been revealed. In the new structure, a “holding” model approach is envisaged; In this context, an umbrella company called “TCDD AŞ” will be established.
According to the news of Olcay Aydilek from Habertürk; "Under the TCDD AŞ," transition period "Infrastructure within the specified time as Inc, Transport Inc, Turkey Rail System Utilities Industry Corporation (TÜRASAŞ) and will take place Technic Inc. companies. In the following stage, 6 companies will operate within the structure of TCDD AŞ within the structure determined as "target". Altyapı AŞ, TÜRASAŞ, Yolcu AŞ (a subsidiary of this company Banliyö AŞ), Lojistik AŞ, Teknik AS and Services AŞ. The legislative work on the aforementioned restructuring is aimed to be completed in the first half of this year. The proposal will become law by the end of the year; Related companies will be established in the first half of 2022. TCDD will get its new structure; It will be out of SEE status and will continue its activities as a company subject to the provisions of the Turkish Commercial Code.
EXEMPTIONS FOR COMPANIES
In the study, some exemptions are foreseen for companies that will operate under TCDD AŞ. Here are those exemptions:
- Court of Accounts audit,
- Income and Corporate tax,
- State Procurement Law,
- Allowance Law.
TCDD EMPLOYEES
The staffing regime is also included in the study. In the companies within the body of TCDD AŞ, it is aimed to switch to the "one type" personnel regime. Some of the staff may retire with incentives. Some of them may be transferred or transferred to another public institution. According to the study, the personnel regime change process will be completed in mid-2025.
