While the discussions for the National Rail Systems Research and Test Center (URAYSİM) project, which is planned to be implemented within Anadolu University, in the area covering Bozan, Yeşildon and Çardakbaşı neighborhoods of the Alpu district of Eskişehir, CHP Eskişehir Deputy Utku Çakırözer brought the test center project to the agenda of the Assembly. Çakırözer stated that they are not against making URAYSİM in Eskişehir, and explained why the test routes should be changed with 13 reasons.
Çakırözer called for the test center to be shifted to barren lands in the same region instead of fertile agricultural lands and said, “We are not against such a project in our railroad city, Eskişehir. However, if the rails of the test center are built on our Alpu Plain, the wheat warehouse of Anatolia, agriculture will end there. Livestock will end. "This is against both the Constitution and the decision of the Council of Ministers that declared the Great Plain, that is, an agricultural site," he said.
DO NOT ON FABRIC LANDS, BUT ON RENTAL AREAS
Utku Çakırözer, Deputy of CHP Eskişehir, brought the URAYSİM project, which was planned to be built in the Alpu Plain, which was taken under protection by the decision of the Council of Ministers and declared the Great Plain, to the agenda of the Assembly. Speaking at the Turkish Grand National Assembly, Çakırözer said, “For the test area, rails will be laid on thousands of decares of land including the villages of Bozan, Çardakbaşı and Yeşildon. Agriculture and animal husbandry will end. Our farmers in Eskişehir say 'we are not against the project, the project should not be built on our fertile agricultural lands'. We are not against a project like URAYSİM in our railroad city of Eskişehir. But these rails should not be built on our fertile agricultural lands, ”he said.
13-LETTER LETTER TO RECTOR ERDAL
Çakırözer, Anadolu University Rector Prof. Dr. By sending a letter to Fuat Erdal, he listed the reason why the project should be changed with 13 items. Çakırözer said, “We are aware of the strategic importance of the URAYSİM project for our city and country. However, it is extremely inconvenient to build the test roads of this project on fertile lands in the status of first class agricultural land. With the planned activity, non-agricultural use of agricultural land will be provided, and the agricultural integrity of the Alpu Plain will be disrupted. The first demand of the people of the region is not to cancel this project, but to put it into practice by shifting it to barren areas instead of fertile agricultural lands ”.
Rector Erdal, Anadolu University, which calls for relocating the project on its own initiative Çakıröz is, "A Turkey brand that we are proud of our city with our Anadolu University, our productive farmers in the fertile soil of the Sakha and in line with the legitimate demands of our Eskişehirlilerin itself taking a decision, fertile agricultural land I sincerely believe that it will prevent it from being destroyed ”.
Çakırözer listed the following reasons in his letter to Rector Erdal:
1-Alpu Plain has been declared 'agricultural site area' and taken under protection with the decision of the Council of Ministers taken on 12/12/2016 and published in the Official Gazette. Currently, the area subject to expropriation process within the scope of URAYSİM is located in the Alpu Great Plain.
2- In Article 45 of our Constitution titled 'Agriculture, animal husbandry and the protection of those who work in these branches of production' there is a provision that the state will prevent the misuse and destruction of agricultural lands, meadows and pastures. It is against the Constitution that the project is carried out on fertile agricultural land.
3- While the project is being prepared, initiating expropriation without complying with the provisions of the Law on Soil Conservation and Land Use No. 5403 and the regulation on the conservation, use and planning of agricultural lands, such as 'Non-Purpose Use of Agricultural Lands', 'Protection of Great Plains with High Agricultural Potential' is against the legislation.
4- The fields for which the project is planned have been declared as the Agricultural Reform Application area subject to the Law No. 3083, land consolidation and in-field development projects have been carried out. In this context, in-field roads have been built and the irrigation network has been turned into a closed pipe irrigation system. In this way, fields can be irrigated with sprinkler and drip irrigation methods. According to a letter dated 2017 by the Provincial Directorate of Agriculture, this consolidation project was completed by spending approximately 6 million TL for the project and 2 million TL for the closed system irrigation project. Thanks to this, barley, wheat, alfalfa, beet, corn, as well as tomatoes and potatoes are cultivated in those lands. Our farmers sow crops twice a year and get tons of crops. However, now, when the test roads are passed over these fields, consolidation areas, irrigation system and water wells will remain under these rails.
5- Non-agricultural projects to be built in the Alpu Great Plain have been canceled so far by judicial decisions. In the judicial process, which started with the application of our Metropolitan Municipality and district municipalities and non-governmental organizations regarding the coal-fired power plant project requested by the Ministry of Energy and concluded recently, the courts said, 'The project is against the decision of the Council of Ministers dated 2016 and the public interest as it will disrupt the agricultural integrity of the Alpu Great Plain.' they ruled.
6- Our villagers living in the Bozan, Çardakbaşı, and Yeşildon districts of Alpu, where the project's test center will be implemented, that is, the rails will be laid, have shared their views on the relocation of these rails with many public institutions in the meantime, thinking that they are not against this project but will destroy 1st class agricultural lands.
7- Another issue that the people of the region pays attention to is that the test center, which consists of rails to be laid, will divide the fields into many parts. Rail lines in the project will cut the farmers' fields, pastures, in-field roads, underground piped irrigation channels by breaking the contact. The disconnected fields will be dehydrated and there will be a great loss of yield. Villagers will waste extra energy and time to reach their pastures and fields.
8- It is stated that the area to be expropriated within the scope of URAYSİM project will be 770 decares. However, the expropriation area consists of a total area of 1,965,494 square meters (approximately 2 thousand acres) in Alpu Bozan, Çardakbaşı, Yeşildon and central neighborhoods. It will not be possible to do agriculture in the fields surrounding an agricultural area of approximately 3600 hectares with the outer rail line and between the rails that pass at different intervals.
9- Rail lines will destroy pasture areas as well as fertile agricultural lands and bring animal husbandry in the region to the end. According to the data of Eskişehir Provincial Directorate of Agriculture, approximately 12 thousand animals, including 225 thousand 45 cattle and 327 thousand 60 sheep, are fed in Bozan, Yeşildon and Çardakbaşı neighborhoods where the URAYSİM project is planned to be implemented. 60 percent of the animal husbandry in the region takes place in these three neighborhoods.
10-In addition, the area to be expropriated within the scope of the project and the rails will be laid, in addition to the feature of being an agricultural area to be protected and pasture area in Eskişehir province 1/100000 scale Environmental Plan, DSI irrigation area boundary, natural gas pipeline, industrial area, present urban settlement, Porsuk flood it hits the boundary of the area and the SIT area.
11- In a letter sent by our Eskişehir Provincial Directorate of Food, Agriculture and Livestock to the Alpu District Governorship on 27.02.2017, information was given about the irrigation projects carried out in Bozan, one of the districts to be laid rail, and it was especially emphasized that “There is no demand for non-agricultural use for this area. In other words, when the project decision was taken, it seems that even non-agricultural use permit was not obtained from the Provincial Directorate of Agriculture.
12-It is unclear whether the area for which the expropriation decision was taken within the scope of URAYSİM test roads in Alpu and the URAYSİM project area with investment program number 2011K120210 are the same. The project includes the administrative structure and buildings of the rail systems research center and the construction of test roads. However, the area where the test road foreseen to be built in the project is located is different from the area where the expropriation study is carried out to build a test road in the Alpu Plain today. Whether the URAYSİM project numbered 2011K120210 covers the areas for which the expropriation decision has been taken, should first be determined. Acting without doing this may lead to results contrary to the public interest.
13- According to the information we obtained from our Metropolitan Municipality, it is clear that the relocation of the project area is expropriated in a different area than the planned area of the test route, and the opinions of the institution regarding the new test route where the expropriation process is carried out are not received.
