The Minister of National Education, Ziya Selçuk, announced the Ministry's preparations to increase the capacity of e-exam centers and their new plans for measuring Turkish proficiency in four skills to be carried out in these centers.

Reminding that the Ministry launched a new application in 2019 for the first time, Selçuk started a pilot study of Turkish exams in four skills: reading, writing, speaking and listening. Language laboratories were established in 15 pilot provinces, namely Adıyaman, Ankara, Antalya, Aydın, Bursa, Denizli, Erzurum, Gaziantep, Istanbul, Kütahya, Konya, Muğla, Samsun, Trabzon, Şanlıurfa, and the first pilot was implemented in March for 7th grade students. - He told that they did it in April.

Selçuk stated that they shared the results of the pilot application with the public last year as the 11th report of the Ministry of National Education Education Analysis and Evaluation Reports Series under the title "Turkish Language Test in Four Skills: Pilot Study Results".

Reminding that they successfully completed the 4th grade level of Turkish measurement pilot studies in 7 in four skills for primary school 11, middle school 7 and high school 2019th grade students, Selçuk stated that they postponed the phase of the project for 4th and 11th grades due to the new type of coronavirus (Kovid-19) outbreak. “We will implement these studies in 2021 provinces in 81. For this purpose, in 2020, we established 52 e-exam halls to conduct exams in four Turkish skills. Until the end of this year, within the scope of increasing the number of e-exam halls, we will be able to take exams in four Turkish skills in approximately 81 e-exam centers in 400 provinces. Thus, we will have the opportunity to spread this practice in 81 provinces. shared his knowledge.

Four skills for adults measuring Turkish

Minister Selçuk stated that they will do a new study on Turkish assessment exams in four skills.
"As a new application planned within the scope of the study, we have also started test development studies in order to measure the four basic language skill levels of Turkish as the mother tongue of individuals aged 16 and over." Selçuk said that they held a comprehensive workshop in Ankara on February 10-12, 2020 with the participation of expert academics and Ministry experts.

Ziya Selçuk stated that the studies in this scope aim to complete the test applications this year and make them widely applicable in 2022.

Work has been initiated on Turkish language proficiency for foreigners

"We have also started a study to evaluate the Turkish proficiency of foreigners." Sharing his knowledge, Selçuk continued as follows:

“We initiated this study to evaluate Turkish reading, writing, listening and speaking skills of teachers who will be assigned to work in schools in our country from France. In this study, the test will be developed will be deployed to Turkey from any country, we aim to have all the attributes that can be applied to foreign teachers. Thus, we will be able to provide an examination service to determine the level of Turkish proficiency of foreign employees who will work in our country. In this context, the exam will cover all language levels from A1 to C1. This work will be completed in 2021. "

Minister Selçuk, as the Ministry of National Education, aims to provide the necessary support for measuring and improving the Turkish proficiency of his students in four skills, on the one hand, and to be able to conduct a Turkish proficiency test for foreigners, which are recognized by different international organizations such as ALTE (The Association of Language Testers in Europe). said that.

Stating that ALTE encourages member institutions to comply with the assessment standards with the activities it organizes, Selçuk said that the institutions that have been inspected have approved the language exams.

“MEB made a corporate membership application to ALTE in 2019 with its evaluations focusing on language skills, especially the Turkish Test in Four Skills, and as of 9 October 2019, it has been among the corporate members of ALTE. The goal of MEB in 2021 is to make the structure of the Turkish Test in Four Skills fully compliant with ALTE's standards, to obtain ALTE approval (Q-Mark) and to become a full member of ALTE.
