With the joint signature of Interior Minister Süleyman Soylu and Minister of Environment and Urbanization Murat Kurum, the 'Regulation on the Execution of Vehicle Parking Services (Vale) of Enterprises and Workplaces' was published in the Official Gazette. The regulation will take effect from 1 July 2021.

Valet Service Will Be Processed On The Workplace License

According to the regulation, sanitary workplaces and public recreational and entertainment places will be able to provide this service by themselves or by the valet companies they have signed contracts with. Valet service will be included in the license of the workplace as a secondary activity. Businesses that do not operate valet services for their license will not be able to offer this service.

Valet Service Will Be Covered Within A Maximum 3 Km Radius

Valet service will have to be provided within a maximum radius of 3 kilometers. Valet service fee cannot exceed the price tariff determined by the relevant chamber within the framework of the legislation depending on the tradesman or merchant capacity of the operator.

The Customer Will Not Be Forced To Get Valet Service

Businesses that receive valet service will have to show a place in their own property or in the parking area to be rented to the business providing this service. The customer will not be forced to receive valet service. At the valet points; The sign stating that it is not compulsory to receive valet service will be hung for everyone to see.

Businesses with parking lots in their parcels will use directional signs to guide the driver to free parking areas. Security cameras will be mandatory in parking areas used under valet service. Private areas will not be reserved for valet services in free parking areas, on highways and in public areas.

Contract Will Be Mandatory

Regarding valet services, between the valet establishment and the workplace; A contract will be drawn up including the name, address, scope of the service, number of personnel, service duration and other issues of the person or organization to receive the service.

The information of the employed valet officers will be reported to the competent administration and law enforcement units within fifteen days. Valet attendants will carry the identification card on the collar and wear a valet outfit during their duty.

Valet businesses; It will be mandatory to have a Vale / Garage Insurance Policy and a Third Party Financial Liability Insurance Policy. Businesses and businesses that provide valet service will make the delivery of the vehicle with a receipt. It will cover vehicle damages, traffic fines and vehicle towing fees that occur during the service period.

Valet Officers Will Have Professional Competence Certificate

With the regulation published in the Official Gazette, the conditions to be sought in the valet officers were determined. According to this; The valet officer will have the professional competence certificate and the driver's license appropriate for the type of vehicle to be used.

Those convicted of crimes against the security of the state and the constitutional order, theft, drugs and sexual assault, and those who have been prosecuted for these crimes will not be able to become valet officers.

Again in the last 5 years; Persons who are deliberately involved in a fatal traffic accident, taking drugs or stimulants or driving under alcohol and whose driving license has been withdrawn more than once or permanently canceled because of violating the speeding rules will not be able to become valet officers.

Valet enterprises will be inspected at regular intervals by a commission formed by the governorship or district governorships, consisting of the authorized administration, the police, the gendarmerie, the driver's chamber and the representatives of NGOs operating in the field of valet services.

Valet operators acting in violation of the regulation will be subject to the relevant provisions of the Highways Traffic Law, Articles 22 and 32 of the Law on Misdemeanors, the additional article 3 of the Regulation on Opening a Business and Working Licenses and the provisions of the Municipal Police Regulation.
