In the social media account managed by the families of those injured and lost their lives in the Çorlu Train Massacre, drawing attention to the period when Elvan was minister, he said, “He was the Minister of Transport between 2013 and 2015. 25 of our lives were killed in Çorlu, on the Trakya Railways line, for which he had so-called renovation work… Let aside accountability, from his chief to his manager, the General Manager. All of them were promoted, from assistant to minister ”.

Mother Mısra Öz, who lost her 9-year-old son Oğuz Arda Sel in the Çorlu Train Massacre, was among those who reacted to the appointment. Quoting the post of Çorlu Train Massacre Families, Öz said, “People should die. After all, with this system of merit, one can look somewhere. He dies of recklessness, he dies of starvation, he dies of murder. Looks at transport. It looks at the economy. Justice looks. They only look at the minister's names like that. Elvan said at a press conference in 2015: “We will strengthen our border gates both in terms of railways and roads. Our road, railway connection with Bulgaria and Greece, our connection in Habur, our connection with Georgia. We want to further strengthen our infrastructure connection with the countries located on our border. In this framework, we will connect Istanbul via Edirne to Kapıkule by high speed train. We aim to bid for this in 2015. We will have provided Kapıkule with high-speed train connection to the Bulgarian border. "
