The 2019 Audit Report of the Ministry of Transport and Infrastructure, submitted by the TCA to the Turkish Grand National Assembly, included a scandal regarding the passage guarantee on highways and bridges, which caused public debate.

In the report, which was determined that the guarantees given for the Eurasia Tunnel were accounted incorrectly by the ministry, it was determined that the demand guarantees given by the ministry regarding the Eurasia Tunnel realized with the build-operate-transfer model were not fully, accurately and truthfully recorded in the accounting records.

25 MILLION VEHICLES

In the report, in the 23rd article titled 'Guaranteed Vehicle Number' of the Implementation Agreement regarding the Eurasia Tunnel project, the company assigned by the administration was given 25 million vehicle pass guarantee in two directions in the first year of operation and this number will be calculated with a coefficient of 0.5 percent increase in the following years. It was arranged ”.

In the Court of Account report; It was emphasized that the calculations estimated to be paid by the public administration should be included in the accounting of the contracts regarding the public private partnership model.

Accordingly, in the report, which points out that the calculated amounts that are likely to be paid from the demand guarantees given by the ministry within the scope of the Eurasia Tunnel project should be made at the end of each year, it was noted that the amounts recorded in the financial statements of the ministry under the heading "Guarantees Given" are seen as 31 million 27 thousand TL.

In the report of the Court of Accounts, it was stated that the estimation in the notification form regarding the public-private cooperation projects prepared by the Ministry of Transport as a basis for the accounting records for the Eurasia Tunnel was not reflected in the financial records.

In the report, it was stated that "Although it is predicted that the number of guaranteed vehicles will be reached as of 2026 and that a total of 2019 million 2025 thousand 963 TL guarantee payment will be made for the 167-225 period, the estimates in the notification form are not included in the accounting records."

In other words, the ministry transferred the guarantee payment of 963 million TL to the financial records as 32 million TL. Requesting the correction of the aforementioned mistake, the Court of Accounts also determined that the ministry, which did not fulfill its responsibility for illegal crossings through the tunnel, made an additional guarantee payment of more than 2019 million TL in 10.

'SKIRT FALLED, BUT WAS APPEARED'

CHP Deputy Chairman Ahmet Akın, responsible for energy and infrastructure projects, pointed out that the Ministry of Transport is attempting to hide the extent of the income guarantees given for the Eurasia Tunnel. Noting that the burden of income guarantees should be re-examined every year and the burden that it will bring to the public should be calculated according to the legislation, CHP's Akın said, “When the Ministry of Transport made the accounting update in May 2019, not 2020, it seemed bald. It has been revealed that within the scope of the income guarantee given for the Eurasia Tunnel, the payment to be made by the treasury by the end of 2025 is estimated as 963 million TL by the Ministry ”.

Noting that the Ministry of Transport made a similar initiative in 2018, Akın said, “When the guarantee payment of 2017 million TL for the 2018-278 period was added to the 2019 million TL guarantee payment paid in 2025-963; It appears that even the Eurasia Tunnel, which is the project that meets the guarantee given in transportation projects with the PPP model, will bring an extra cost of 1,25 billion TL to the public.
