Kürşad Tuzmen was born on October 9, 1958 in Ankara. He graduated from Middle East Technical University Faculty of Economics and Administrative Sciences, Department of Business Administration in 1981. He completed his master's degree in International Business from University of Illinois in 1991 in the USA. Career

Between 1984-1991, he worked as a specialist at the Undersecretariat of State Planning Organization, Free Zones Department.
