October 5, 1908 Bulgaria declared independence. With the protocol dated April 19, 1909, he agreed to pay 42 million Frank compensation to the Ottoman State for the part of Rumeli Railways that remained on its side and also for the Belova-Vakarel line. 21 million 500 thousand Frank of this figure was paid to the Eastern Railways Company.
