Republic of Turkey State Railways (TCDD) Israfil workers Ozhan, collecting old rails worth of results per severed the rope died. It turned out that Özhan was not given a helmet and that the deceased worker was employed without training on occupational safety. Six superiors and officers were sued after this scandal.

According to the news of İsmail Saymaz from SÖZCÜ; “The road repair team of TCDD started to collect the old rails on the side of the railroad at the entrance of tunnel 2 in Kemah district of Erzincan on November 2018, 108. While connecting the rail bars to the vehicle for pulling, the screw came out of place. The loose rope touched the head of İsrafil Özhan, who was standing on the vehicle. Özhan, 28, died two days later.

Road Maintenance Chief Serhat Sağırlı stated in his statement that Özhan submitted a report to his superiors to receive occupational health and safety training. Sağırlı stated that TCDD gave the protective clothing and shoes to the workers, but the institution did not send helmets. In the research conducted, it was understood that the letter that Sağırlı sent on March 1, 2017 for occupational safety training was left unanswered by the 43rd Directorate of Maintenance, saying "No such training was planned".

TCDD 2nd Regional Directorate Human Resources Manager Ahmet Ateş said that even though several letters were written to the Maintenance Directorate for occupational health and occupational safety training, they were answered by saying, “No staff will be given due to the workload”. Ateş stated that Özhan, who died, was also among the workers to be trained.

A lawsuit was filed against six superiors and officers at the Kemah Criminal Court of First Instance for the crime of "causing death by negligence".
