İbrahim Kemal Baybura (1890, Bayburt - 1951), Turkish politician.
He entered the Military Academy in 1906. He participated in the Balkan Wars and the War of Independence. After retiring from the army in 1932, the State Maritime Affairs and Port Authority General Directorate, Üsküdar and Kadıköy He served as the Executive Director of the People's Tramways Assembly, Denizbank General Directorate, State Maritime General Directorate, IETT General Directorate.
