Contrary to the statement by the Minister of Transport and Infrastructure Mr. Adil Karaismailoğlu on the Başakşehir - Kayaşehir Line, the construction of this subway was stopped during the period of İBB President Mevlüt Uysal. Although the construction started again, excavations could not be continued in June 2018 due to the insufficient budget. The IMM management, which speeds up the search for financing with the instruction of President Imamoglu, aims to complete the part of the rail system up to Basaksehir City Hospital in the second half of 2021 and the whole in 2022.
Başakşehir - Kayaşehir Metro Line Project was tendered on March 3, 2017. On April 28, 2017, the site was delivered and work started. However, on 29 December 2017, with the letter 131 of the then Mayor of Istanbul Metropolitan Municipality (IMM) Mevlüt Uysal, the contract was ordered to terminate and liquidate and the work was stopped.
Although the termination and liquidation process was later abandoned, all construction works stopped again as of October 2018, since no funding was provided to the project and payment could not be made to the construction contractor.
As of April 2019, manufacturing was resumed only at the City Hospital Station in order to prevent the studies from opening the city hospital. However, no further payments were made to the Contractor company afterwards.
DANGEROUS TUNNELS ARE STRENGTHENED BY IMAMOGLU'S INSTRUCTION
Tunnel production between Onurkent and Metrokent, which may pose a danger to life and property safety, could not be continued after June 2018 due to the insufficient budget.
IMM President Ekrem İmamoğluIn September 2019, the production of these tunnels of Başakşehir - Kayaşehir Metro Line, which poses a risk, was resumed. In order to completely eliminate the risk, work continues to complete the tunnel permanent coating production as soon as possible.
THE PROJECT HAS NO FINANCING
IMM President Ekrem İmamoğlu's team determined that no financing was provided to the project before and after the tender held on March 3, 2017. It was determined that the former administration made no attempt to obtain financing.
A budget of 1,5 billion TL + VAT is needed to complete the line. With the instruction of Imamoglu, the search for internal and external financing for the project has been continuing since September 2019. However, no result has been achieved in terms of credit.
In case of financing, the construction works of Başakşehir - Kayaşehir Metro Line will be accelerated. Thus, it is aimed to put the part of the rail system up to Başakşehir City Hospital into service in the second half of 2021 and the entire line in 2022.
WHAT HAS THE MINISTER KARAİSMAİLOĞLU SAY?
Reminding that the tender of the Başakşehir-Kayaşehir subway was made by the İBB in 2017, Minister Karaismailoğlu said, “Unfortunately, even in the construction of the subway, a nail is not struck, in such a complex where 100 thousand people are expected to move. Construction of 4 subways is currently openly held. This line is entirely within the budget of IMM, it has allowances, contractors, but unfortunately it is not made. I present it to the public's discretion. ”
