“Curfew Restriction Circular” was sent by the Ministry of Interior to 81 provincial governorships in the context of combating the new type of Kovid 19 outbreak.

With the circular, 30 provinces with metropolitan status and Zonguldak provincial borders will be restricted from going out to the streets between 22 on April 24.00 and 26 on April 24.00, except for the exceptions specified.

In the circular sent to the governorates by the Ministry, from the moment of the coronavirus outbreak, the recommendations of the Ministry of Health and the Scientific Committee, in line with the instructions of President Recep Tayyip Erdoğan; It was stated that many precautionary decisions were made in order to manage the risk of the epidemic / transmission in terms of public health and public order, to ensure social isolation, to maintain social distance and to control the speed of its spread.

In order to carry the effect of the measures taken to the reduction of the spread rate of the contamination to the highest level; It was stated that the following additional measures should be taken by the provincial governors in accordance with the Article 30 / C of the Provincial Administration Law and Articles 11 and 27 of the General Sanitary Law, including 72 provinces with metropolitan status and Zonguldak province.

In this context,

1. Our 22.04.2020 provinces with metropolitan status (Adana, Ankara, Antalya, Aydın, Balıkesir, Bursa, Denizli, Diyarbakır, Erzurum, Eskişehir, Gaziantep, Hatay) with the exception of the following exceptions between 24.00 and 26.04.2020, 24.00 and 30 The streets of Istanbul, Izmir, Kahramanmaras, Kayseri, Kocaeli, Konya, Malatya, Manisa, Mardin, Mersin, Mugla, Ordu, Sakarya, Samsun, Sanliurfa, Tekirdag, Trabzon, Van) and Zonguldak provincial borders will be restricted.

2. Will Be Open Office, Business And Institutions

a) In order to minimize the impact of curfews / prohibitions on daily life;
a.1- Since the beginning of the month of Ramadan, before the days when there will be a curfew / prohibition, 21.04.2020 Tuesday ve 22.04.2020 Wednesday working hours of markets and grocery stores 08.00-23.00 Respectively.
a.2- Curfew restriction / prohibition 23.04.2020 Thursday ve Markets and grocery stores will be available on Friday 24.04.2020 between 09.00-14.00.Our citizens will be able to go to the closest grocery stores and grocery stores (except for our disabled citizens), provided that they are limited to meeting their mandatory needs (excluding those aged 65 and over and those aged 20 and under) and not driving. Between the same hours, markets and grocery stores will also be able to sell to houses / addresses.
a.3- Markets and grocery stores will be closed on Saturday, 25.04.2020 and Sunday, 26.04.2020.

b) On 23.04.2020 Thursday, 24.04.2020 Friday, 25.04.2020 Saturday and 26.04.2020 Sunday, bakery and / or bakery-licensed workplaces where bread production is made, only the vendors that sell bread and workplaces where dessert production is made / sold (In these workplaces only bread, bakery and dessert can be sold.) will be open.

On 23.04.2020, Thursday, 24.04.2020, Friday, on the 25.04.2020 Saturday and 26.04.2020 Sunday, the sweet workplaces will only be able to sell to the houses / addresses.

c) Due to the month of Ramadan, restaurants and restaurant-style workplaces, on the days of 23.04.2020, Friday, 24.04.2020, Saturday, 25.04.2020 and Sunday, 26.04.2020, which are the days of curfew / prohibition,

ç) Workplaces that carry out activities related to the production, transportation and sales of medicines, medical devices, medical masks and disinfectants,

d) Public and private health institutions and organizations, pharmacies, veterinary clinics and animal hospitals,

e) Public institutions and organizations and enterprises (Airports, ports, border gates, customs, highways, nursing homes, elderly nursing homes, rehabilitation centers, Emergency Call Centers, AFAD Units, Vefa Social Support Units, Migration Administration, PTT etc. required for the maintenance of compulsory public services. .)

f) Number of fuel stations and tire repairers to be determined by the Governorships / District Governorates, one for every 50.000 inhabitants and one for every 50 km of intercity roads and motorways crossing the provincial borders. method and the markets of the on-call fuel stations will be open.),

g) Large facilities and enterprises operating strategically in the natural gas, electricity, oil sector (such as refinery and petrochemical plants, thermal and natural gas conversion plants),

h) Water, newspaper and kitchen tube distribution companies,

h) Animal shelters, animal farms and animal care centers,

I) Emergency construction, equipment, etc. to increase the capacity of health services. businesses / companies carrying out the activities,

i) Provided that its location is permitted by the Provincial / District Hygiene Board, the facilities where the production of foodstuffs such as pasta, flour and bakery products, milk, meat and fish are produced, and hygiene materials, especially the production of paper and cologne, and the production of raw materials that will be needed for the production of these materials. facilities where it is built,

j) Domestic and foreign transportation (including export / import / transit passes) and logistics companies,

k) Hotels and accommodation,

l) Production facilities that provide packaging to sectors such as food, cleaning and medicine,

m) Large constructions and mines whose construction or work continues by accommodating employees at the construction site located in the construction site / mining area. limited only to the construction site / mining sites.),

n) Newspaper, radio and television organizations and newspaper printing presses,

o) The subject of export, which has been previously contracted / committed and must be grown within the specified period; workplaces and facilities producing goods, materials, products, equipment (exceptions, provided that they prove their current obligations and comply with the mentioned conditions),

3- Persons Under Exception

a) In the title of (2) of this Circular, "The Office to Be Open, Operation and

c) Those who are in charge of ensuring public order and security (including private security officers),

ç) Working in Emergency Call Centers, AFAD, Red Crescent and Vefa Social Support Units,

d) Those who are in charge of funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,

e) Electricity, water, natural gas, telecommunications etc. Those who are in charge of maintaining the transmission and infrastructure systems that should not be interrupted and eliminating their malfunctions,

f) Those who are involved in the transportation or logistics of products and / or materials (including cargo), within the scope of domestic and international transportation, storage and related activities,

g) Elderly nursing home, nursing home, rehabilitation centers, children's homes etc. employees of social protection / care centers,

h) Those with “Special Needs” such as autism, severe mental retardation and down syndrome and their parents / guardians or accompanying persons,

h) Iron-steel, glass, ferrochrome, etc. Those who work in the departments of workplaces operating in sectors that require compulsory operation such as high grade mine / ore melting furnaces and cold storage,

I) Employees of the data processing centers of institutions, organizations and enterprises, which have a widespread service network, especially banks, (with a minimum number),

i) Employees working on the production, processing, marketing and transportation of plant and animal products at risk of spoiling,

j) Those who graze ovine-bovine animals, those who carry out beekeeping activities, who will feed stray animals and will go out to meet the compulsory need of their pets, provided that they are limited to the front of their residence,

k) Veterinarians,

l) Those who work in the distribution of bread and the delivery of markets and groceries to the houses,

m) Those who have mandatory health appointments (including blood and plasma donations to Kızılay),

n) Dormitory, hostel, construction site etc. those who are in charge of meeting the basic needs that those who stay in public places will need,

o) Employees at risk of leaving the workplace due to occupational health and safety (workplace doctor, etc.),

she is) Technical service staff provided that they document that they are outside to provide service,

p) Within the scope of activities such as planting-planting, irrigation-spraying necessary for the continuity of agricultural production, those permitted by Provincial / District Hygiene Boards according to regional characteristics,

r) Staff working on weekend to carry out public transportation, cleaning, solid waste, water and sewerage, disinfection, fire and cemetery services of municipalities,

s) In order to ensure that the supply chain will not be interrupted, between 23.04.2020:24.04.2020 and 06.00:09.00 on Thursday, 26.04.2020 and Friday, 18.00, where there is a curfew / prohibition; Those who are in charge of transportation, storage, acceptance and preparation of goods for markets and vegetable-fruit states (goods cannot be sold in any way under this article). All citizens, except for the specified exceptions, will remain in their homes.

- Travel permit documents will be valid during curfew restriction / ban.

- Necessary measures will be taken by the municipalities to ensure the public transportation of the public officials who are in charge of establishing the public order, especially health and safety.

- For the purpose of regular bread distribution, the commission that will be formed under the chairmanship of the Governors and District Governors, with the participation of bakers' room, local administration, police and gendarmerie representatives, will take the opinion of the muhtar for each neighborhood, and a province / county bread distribution plan will be made urgently and responsible for the workplaces that produce bread in the province / district. distribution regions (neighborhood / street / street scale) where they are located and vehicle lists that will serve for each distribution region will be determined. Apart from planning to be made in this way, only Vefa Social Support Units will be able to distribute bread.

On Friday, 23.04.2020 and Friday, 24.04.2020 with curfews / prohibitions, newspaper distribution / sales will be made through markets and grocery stores. On Saturday, 25.04.2020 and Sunday, 26.04.2020, newspaper distribution will be carried out only through newspaper companies' own distribution vehicles that will work as a ring, drinking water distribution dealers to be determined and Vefa Social Support Units (Newspaper distribution is essential as a home service.).

- Decisions regarding the article (i) of the heading (2) of the “Workplace, Business and Institutions to be Open” numbered (3) of this Circular and the article (p) of the heading (22.04.2020) numbered by the Provincial / District Hygiene Board at the latest. It will be received by Wednesday 22 until 00:XNUMX.

The Ministry asked the Governors / District Governors to take the necessary decisions in accordance with the relevant legislation immediately, to avoid any problems in practice and not to cause grievances.

Necessary judicial proceedings will be initiated within the scope of Article 282 of the Turkish Penal Code regarding the behaviors that constitute a crime in accordance with the condition of the violation, in particular to the administrative fines, in accordance with the article 195 of the Public Sanitation Law, to the citizens who do not comply with the decisions taken.
