The Ministry of Internal Affairs has sent a "Curfew Restriction Circular" to 81 Provincial Governorships in the context of combating the new type of Kovid 19 outbreak. With the circular, 30 cities with metropolitan status and curfews in Zonguldak will be applied on Thursday, April 30 between 24.00 and May 03, Sunday, 24.00.
In the circular sent by the Ministry to the governorships, from the moment the coronavirus epidemic was seen, in line with the recommendations of the Ministry of Health and the Scientific Committee, on the instructions of President Recep Tayyip Erdoğan; It was reminded that many measures were taken and implemented in order to manage the risk posed by the epidemic in terms of public health and public order and to keep the rate of spread under control.
In the circular, in order to maximize the effect of the measures taken on reducing the rate of spread of the contamination; It was stated that the following additional measures should be taken by the provincial governors in accordance with Article 30 / C of the Provincial Administration Law and Articles 11 and 27 of the General Health Law, covering 72 provinces with metropolitan status and Zonguldak.
In this context, 1- Our 30.04.2020 provinces with metropolitan status (Adana, Ankara, Antalya, Aydın, Balıkesir, Bursa, Denizli, Diyarbakır, Erzurum, Eskişehir, Gaziantep, Hatay, Istanbul, with the exceptions stated below between the dates of 24.00, 03.05.2020 and 24.00, 30. , İzmir, Kahramanmaraş, Kayseri, Kocaeli, Konya, Malatya, Manisa, Mardin, Mersin, Muğla, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van) and all citizens in the provincial borders of Zonguldak will be restricted.
2- THE OPEN BUSINESS, BUSINESS AND INSTITUTIONS
In order to minimize the effects of curfew restrictions on daily life;
A.1 On the occasion of Ramadan, the working hours of markets, grocery stores and greengrocers were determined as 30.04.2020-08.00 on Thursday, 23.00, before the curfew.
A.2 On 01.05.2020, where there is a curfew, markets, grocery stores and greengrocers will be able to operate between 09.00-14.00. Provided that it is limited to meeting the compulsory needs of citizens (except those aged 65 and over and those aged 20 and under) and not driving, (disabled citizens can drive), they will be able to go to the nearest market, grocery store and grocery store. Between the same hours, grocery stores, grocery stores and greengrocers will also be able to sell to homes / addresses.
A.3 On 02.05.2020 Saturday and 03.05.2020 Sunday, markets, grocery and greengrocers will be closed.
b) On 01.05.2020 Friday, 02.05.2020 Saturday and 03.05.2020 Sunday, bakery and / or bakery-licensed workplaces where bread production is made, and only the sellers of these establishments that sell bread, and the workplaces where dessert production is made / sold (Only bread, bakery products in these establishments and dessert can be sold.) will be open.

f) Number of fuel stations and tire repairers to be determined by the Governorships / District Governorates, one for every 50.000 inhabitants and one for every 50 km of intercity roads and motorways crossing the provincial borders. method and the markets of the on-call fuel stations will be open.),
g) Large facilities and enterprises operating strategically in the natural gas, electricity, oil sector (such as refinery and petrochemical plants, thermal and natural gas conversion plants),

I) Emergency construction, equipment, etc. to increase the capacity of health services. businesses / companies carrying out the activities,
i) Provided that its location is permitted by the Provincial / District Hygiene Board, the facilities where the production of basic foodstuffs such as pasta, flour and bakery products, milk, meat, fish are produced, and hygiene materials, especially paper, cologne production, and the raw materials that will be needed for the production of these materials. facilities that are produced,
j) Domestic and foreign transportation (including export / import / transit passes) and logistics companies,
k) Hotels and accommodation,
l) Production facilities that provide packaging to sectors such as food, cleaning and medicine,

or large constructions and mines under construction (This construction is permitted if the construction and accommodation are within the same construction site, employees are not allowed to come from another place and those staying at the construction site are not allowed to go to another place. 3- PERSONS WITHIN THE SCOPE OF EXCEPTION
a) Managers, officers or employees in the “Open Businesses, Businesses and Institutions” in the title (2) of this Circular,
b) Those who are in charge of ensuring public order and security (including private security officers),
c) Emergency Call Centers, Vefa Social Support Units, Red Crescent and AFAD,
ç) Those who are in charge of funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,
d) Electricity, water, natural gas, telecommunications etc. Those who are in charge of maintaining the transmission and infrastructure systems that should not be interrupted and eliminating their malfunctions,
e) Those who are involved in the transportation or logistics of products and / or materials (including cargo), within the scope of domestic and international transportation, storage and related activities,
f) Elderly nursing home, nursing home, rehabilitation centers, children's homes etc. employees of social protection / care centers,
g) Those with “Special Needs” such as autism, severe mental retardation and down syndrome and their parents / guardians or accompanying persons,
h) Iron-steel, glass, ferrochrome, etc. Those who work in the departments of workplaces operating in sectors that require compulsory operation such as high grade mine / ore melting furnaces and cold storage,
h) Employees of the data processing centers of institutions, organizations and enterprises, which have a widespread service network, especially banks, (with a minimum number),
I) Employees working on the production, processing, marketing and transportation of plant and animal products at risk of spoiling,
i) Grazing cattle and bovine animals, carrying out beekeeping activities,
j) Those who will feed the street animals,
k) The mandatory need of pets, limited to the front of their residence.

t) Transportation, acceptance, storage and sale of goods, materials and products in markets and grocery stores between 01.05.2020-06.00 on Friday, 09.00, where there is a curfew in order not to hinder the supply chain, and after 03.05.2020 on Sunday, 18.00. u) Employees in the manufacturing and logistics of explosives used in mining, construction and other large investment projects,
With the exception of the exceptions mentioned, it will be essential for all citizens to stay in their homes.
Travel permit documents will be valid for the curfew.
Who are in charge of establishing public order, especially health and safety
Necessary measures will be taken by the municipalities in order to ensure the public transportation of public officials in the city.
For the regularity of bread distribution, the commission will be formed by the commission of the bakers' chamber, local administration, police and gendarmerie under the chairmanship of the Governors and District Governors, and a provincial / district bread distribution plan will be made immediately, and the workplaces in the province / district are responsible for this plan. distribution areas (neighborhood / street / street scale) and vehicle lists that will serve for each distribution region will be determined. Apart from planning to be made in this way, only Vefa Social Support Units will be able to distribute bread.
On Friday, 01.05.2020, where there is a curfew, newspaper distribution / sales will be made through markets and grocery stores. On the dates of 02.05.2020 Saturday and 03.05.2020 Sunday, newspaper distribution will be done only through newspaper companies' own distribution vehicles that will work as a ring, drinking water distribution dealers to be determined and Vefa Social Support Units (It is essential that the newspaper is distributed to the houses.)
Decisions regarding the article (i) of the heading (2) of the “Workplace, Enterprises and Institutions to Be Open” and (p) numbered (3) of this Circular by the Provincial / District Hygiene Boards latest, 30.04.2020 Thursday day will be taken until 22:00.
The Ministry asked the Governors / District Governors to take the necessary decisions urgently in accordance with the relevant legislation, not to cause any problems in practice and not to cause grievances. Citizens who do not comply with the decisions taken will be subject to administrative fines in accordance with Article 282 of the General Hygiene Law, and in accordance with the relevant articles of the Law, in accordance with the relevant articles of the Law, the necessary judicial proceedings will be initiated within the scope of Article 195 of the Turkish Criminal Code.
