The Ministry of Internal Affairs has sent a "Curfew Restriction Circular" to 81 Provincial Governorships in the context of combating the new type of Kovid 19 outbreak. With the circular, 30 cities with metropolitan status and curfews in Zonguldak will be applied on Thursday, April 30 between 24.00 and May 03, Sunday, 24.00.
In the circular sent by the Ministry to the governorships, from the moment the coronavirus epidemic was seen, in line with the recommendations of the Ministry of Health and the Scientific Committee, on the instructions of President Recep Tayyip Erdoğan; It was reminded that many measures were taken and implemented in order to manage the risk posed by the epidemic in terms of public health and public order and to keep the rate of spread under control.
In the circular, in order to maximize the effect of the measures taken on reducing the rate of spread of the contamination; It was stated that the following additional measures should be taken by the provincial governors in accordance with Article 30 / C of the Provincial Administration Law and Articles 11 and 27 of the General Health Law, covering 72 provinces with metropolitan status and Zonguldak.
In this context,
1- Our 30.04.2020 provinces with metropolitan status (Adana, Ankara, Antalya, Aydın, Balıkesir, Bursa, Denizli, Diyarbakır, Erzurum, Eskişehir, Gaziantep, Hatay, Istanbul, with the exceptions stated below between the dates of 24.00, 03.05.2020 and 24.00, 30. , İzmir, Kahramanmaraş, Kayseri, Kocaeli, Konya, Malatya, Manisa, Mardin, Mersin, Muğla, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van) and all citizens in the provincial borders of Zonguldak will be restricted.

2- THE OPEN BUSINESS, BUSINESS AND INSTITUTIONS

In order to minimize the effects of curfew restrictions on daily life;
A.1 On the occasion of Ramadan, the working hours of markets, grocery stores and greengrocers were determined as 30.04.2020-08.00 on Thursday, 23.00, before the curfew.
A.2 On 01.05.2020, where there is a curfew, markets, grocery stores and greengrocers will be able to operate between 09.00-14.00. Provided that it is limited to meeting the compulsory needs of citizens (except those aged 65 and over and those aged 20 and under) and not driving, (disabled citizens can drive), they will be able to go to the nearest market, grocery store and grocery store. Between the same hours, grocery stores, grocery stores and greengrocers will also be able to sell to homes / addresses.
A.3 On 02.05.2020 Saturday and 03.05.2020 Sunday, markets, grocery and greengrocers will be closed.

j) Domestic and foreign transportation (including export / import / transit passes) and logistics companies,

3- PERSONS WITHIN THE SCOPE OF EXCEPTION
a) Managers, officers or employees in the “Open Businesses, Businesses and Institutions” in the title (2) of this Circular,
b) Those who are in charge of ensuring public order and security (including private security officers),
c) Emergency Call Centers, Vefa Social Support Units, Red Crescent and AFAD,
ç) Those who are in charge of funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,
d) Electricity, water, natural gas, telecommunications etc. Those who are in charge of maintaining the transmission and infrastructure systems that should not be interrupted and eliminating their malfunctions,
e) Those who are involved in the transportation or logistics of products and / or materials (including cargo), within the scope of domestic and international transportation, storage and related activities,
f) Elderly nursing home, nursing home, rehabilitation centers, children's homes etc. employees of social protection / care centers,
g) Those with “Special Needs” such as autism, severe mental retardation and down syndrome and their parents / guardians or accompanying persons,
h) Iron-steel, glass, ferrochrome, etc. Those who work in the departments of workplaces operating in sectors that require compulsory operation such as high grade mine / ore melting furnaces and cold storage,
h) Employees of the data processing centers of institutions, organizations and enterprises, which have a widespread service network, especially banks, (with a minimum number),
I) Employees working on the production, processing, marketing and transportation of plant and animal products at risk of spoiling,

t) Transportation, acceptance, storage and sale of goods, materials and products in markets and grocery stores between 01.05.2020-06.00 on Friday, 09.00, where there is a curfew in order not to hinder the supply chain, and after 03.05.2020 on Sunday, 18.00. u) Employees in the manufacturing and logistics of explosives used in mining, construction and other large investment projects,
  • With the exception of the exceptions mentioned, it will be essential for all citizens to stay in their homes.

On the dates of 02.05.2020 Saturday and 03.05.2020 Sunday, newspaper distribution will be done only through newspaper companies' own distribution vehicles that will work as a ring, drinking water distribution dealers to be determined and Vefa Social Support Units (It is essential that the newspaper is distributed to the houses.)
  • Decisions regarding the article (i) of the heading (2) of the “Workplace, Enterprises and Institutions to Be Open” and (p) numbered (3) of this Circular by the Provincial / District Hygiene Boards latest, 30.04.2020 Thursday day will be taken until 22:00.
The Ministry asked the Governors / District Governors to take the necessary decisions urgently in accordance with the relevant legislation, not to cause any problems in practice and not to cause grievances. Citizens who do not comply with the decisions taken will be subject to administrative fines in accordance with Article 282 of the General Hygiene Law, and in accordance with the relevant articles of the Law, in accordance with the relevant articles of the Law, the necessary judicial proceedings will be initiated within the scope of Article 195 of the Turkish Criminal Code.
