The Ministry of the Interior reported that those who are 24.00 years of age and older, from 65 onwards, and those with chronic illnesses are restricted from going out of their residence and wandering in open spaces such as parks and gardens.

According to the statement made by the Ministry of Internal Affairs, “As of midnight, at 24.00, the citizens aged 65 and over, as well as their citizens who have chronic illnesses to leave their homes, to walk in open spaces such as parks and gardens, are the 11th article of the Provincial Administration Law and the 27th article of the General Sanitary Law. People with 65 years of age and older, who have low immune system, and chronic lung disease, asthma, COPD, cardiovascular disease, kidney, hypertension and liver disease, and citizens who use drugs that disrupt the immune system, leave their homes at 24.00 today, in open areas, They were restricted from walking in the parks and traveling by public transport, and were not allowed to go out on the streets.

* If there is a need, the citizens who are living alone and who do not have relatives to meet their needs are not victimized by citizens aged 65 and over and those with chronic illness; Vefa Social Support Group over 65 years old will be formed under the chairmanship of governors / district governors to meet their basic needs. *

Said Group; It will be composed of provincial / district police chief, provincial / district gendarmerie commander, representatives of public institutions and organizations to be determined by governors / district governors, local administrations, AFAD, Red Crescent and representatives of NGOs that will be needed.

* Necessary measures will be taken by governors in provinces and district governors in districts to meet all basic needs of our citizens, who are 65 years old and above, and health. Our citizens, who have been restricted / banned from leaving their residence, will be able to report their needs on the number 112, 155 and 156. A sufficient number of public officials / teams and vehicles, primarily law enforcement units, will be assigned to answer these calls and produce the necessary services. "

“As in many countries, the loss of life and number of cases continues to increase all over the world due to the new type of Coronavirus (Covid-19) epidemic, which is extremely dangerous for human life in our country.

The main risk factor in the Covid-19 outbreak is the high / rapid infectiousness of the virus in social areas and the immune system with people aged 65 and over, with low immune system, and chronic lung disease, asthma, COPD, cardiovascular disease, kidney, hypertension and liver disease. It threatens human life by creating serious health problems on people using drugs that disrupt it.

Our state takes many precautions with all its institutions, especially in order to prevent the spread of this epidemic and to threaten the lives of our citizens, and to stop the activities of public places at the point of obtaining compulsory needs, and to share them with our citizens by determining the rules to be followed in this context.

It is very important for all our citizens to comply with the measures taken to prevent the epidemic as soon as possible.

However, our citizens aged 65 and over and those with the above chronic conditions are at great risk, although they are at high risk; It comes together in public spaces, parks, and continues to pose a risk to both public and public health by traveling in public transport, although they are not mandatory.

The continuation of this situation, our citizens aged 65 and over, and citizens with chronic conditions, spread the epidemic by creating serious risks in terms of their own lives and public health; By increasing the number of cases and the need for treatment, it will cause serious deterioration in public health and public order with the risk of the loss of our citizens' lives.

The reasons explained above, in line with the recommendations of the Ministry of Health and the Scientific Committee, by the provincial governors, within the scope of Article 11 / C of the Provincial Administration Law and Article 27 and 72 of the General Sanitary Law; After 21.03.2020 on 24.00, the necessary decisions must be taken urgently in order to prohibit our citizens aged 65 and over and those who have chronic illnesses from leaving their residences, traveling in open areas, parks, and traveling by public transport.

After the aforementioned decisions come into force;

“1- If there is a need, our citizens who live alone alone and who do not have relatives to meet their needs, who are 65 years old or older and who have chronic illness are not victimized; To meet the basic needs, Vefa Social Support Group over 65 years old will be formed under the chairmanship of governors / district governors.

3- Necessary measures will be taken by the governors in the provinces and district governors in the districts to meet all basic needs of our citizens, 65 and older, and health. Sufficient public officers / teams and vehicles, primarily law enforcement units, will be assigned to answer these calls and to produce the necessary services.

Taking necessary decisions by Governors / district governors regarding these measures promptly, making necessary coordination with the relevant unit / institution officials in order not to cause any disruption in practice and not to cause victimization, by closely following the implementation by all regular / responsible supervisors of our Ministry, It is strongly requested not to.
