Contrary to the claim of the Minister of Transport and Infrastructure Mehmet Cahit Turan, it turned out that the Istanbul Metropolitan Municipality (IMM) President, who stopped the construction of the Basaksehir-Kayasehir subway in connection with the city hospital, was not Ekrem Imamoglu but Mevlut Uysal.
Mehmet Cahit Turan, Minister of Transport and Infrastructure, said in a TV program he attended yesterday, referring to IMM President Ekrem İmamoğlu: but the previous administration has stopped the construction of the subway system and the road infrastructure that will reach this hospital. ” Minister Turan said that the Minister of Health passed on this information to stop construction.
However, contrary to these words of Minister Turan, Başakşehir-Kayaşehir metro line was stopped by the previous IMM President Mevlüt Uysal understood. Ekrem İmamoğlu under the direction of the IMMoğlu city hospital to serve this line as soon as possible to start each work, the station's excavation work from 3 percent to 25 percent. IMM also continues to finance the line to be put into service in 2022.
The process related to the construction of Başakşehir-Kayaşehir metro developed by Minister Turan within the framework of false information developed as follows:
The project started in 2017 and stopped with Uysal's article
Başakşehir - Kayaşehir Metro Line Project was awarded on March 3, 2017. The works were delivered on 28 April 2017. On December 29, 2017, all the works on the line were stopped with the letter 131 of Mevlana Uysal, the President of IMM. In order to inform the contractors of the cancellation of the tender and to terminate the contract with the Contracting Entity regarding the legal security and administrative stability principle in order to observe the principle of legal security and administrative stability in the context of the use of public resources, it is necessary to do the necessary transactions ”. The activities were resumed with the Presidential Consent dated March 13, 2018 and numbered 9; however, since the project could not be financed and the construction contractor could not be paid, all works stopped again in October 2018. As of April 2019, the manufacturing activities in that region were resumed to be ready for the opening of the city hospital.
Physical progress increased to 2019 percent in 25
In order not to hinder the targeted 2020 opening of the city hospital, the city hospital station excavations were resumed as of April 2019, and the physical advance level of 3 percent was increased to 25 percent.
Late post from the Ministry
On 10 June 2019, IMM requested landscaping projects from the Ministry of Health within the scope of city hospital station construction. In spite of this demand, the projects, which could not be communicated to IMM despite the demand, were integrated with the metro station structure, which was an obstacle for the finalization of the design works, but were sent to the IMM on 04 December 2019 and the station was constructed in accordance with the architectural, electro-mechanical and static projects. In order to complete the final design, the works could not be started as of December 2019 due to this delay caused by the Ministry.
Metro will be operational in 2022 if finance is provided
In addition, in September 2018, the production of half-finished tunnels between Onurkent and Metrokent, which had been discontinued since June 2019, threatened the life and property safety of citizens, especially in densely populated areas. In the shaft-1 tunnels, approximately 1 m on the Line-194 and approximately 2 m NATM tunnel excavations were made on the Line-200. In order to eliminate the risk completely, the works to ensure the completion of tunnel permanent coating production in the shortest time is continuing.
As of today, due to financial problems, excavations have slowed down to a halt. The budget required for the completion of this station production is 200 million TL and if this budget is provided, it will be possible to complete the city hospital station structure in the second half of 2020. In addition, a budget of 1,5 billion TL + VAT is needed for the completion of the line. If this finance is provided, construction works will be accelerated and subway operation will be started in the first half of 2022.
Transportation to the hospital is a priority for IMM
On the other hand, the following brief information was given on the statement made by IMM:
“Our Agency has a high level of sensitivity in providing quick and comfortable transportation to the city hospitals, which are planned to serve a significant part of Istanbul residents. With the same sensitivity, Sarıgazi (Hospital) - Taşdelen - Yenidoğan Metro Line, which will serve to the City Hospital planned to be built in the Anatolian Side, was requested by the Municipality to be included in the investment program, but this request was not approved by the central government and construction works could not be started because the required financing could not be provided. ”
