Contrary to the claim of the Minister of Transport and Infrastructure, Mehmet Cahit Turan, the President of the IMM, who stopped the construction of the Başakşehir - Kayaşehir metro connected with the city hospital, Ekrem İmamoğlu turned out to be not Mevlüt Uysal.

Minister of Transport and Infrastructure Mehmet Cahit Turan, in a TV program he attended yesterday, IMM President Ekrem İmamoğlu“We will open the hospital we built in Başakşehir, Kayaşehir in June; But the previous administration stopped the construction of the subway system and highway infrastructure that will reach this hospital,” he said. Minister Turan also stated that the Minister of Health conveyed this information about stopping the construction to him.

However, contrary to these words of Minister Turan, it was understood that it was the previous İBB President Mevlüt Uysal who stopped the construction of the Başakşehir-Kayaşehir metro line. Ekrem İmamoğlu On the other hand, IMM under the management of IMM started every work to put this line, which will serve the city hospital, into service as soon as possible, and increased the excavation work of the station from 3 percent to 25 percent. IMM also continues its financing studies for the line to be put into service in 2022.

The process regarding the Başakşehir - Kayaşehir subway construction, which was discussed by Minister Turan within the framework of false information, developed as follows:

The project started in 2017 and stopped with Uysal's article

Başakşehir - Kayaşehir Metro Line Project was tendered on March 3, 2017. The site was delivered on April 28, 2017 and the work started. On December 29, 2017, with the letter number 131 of the IMM President Mevlüt Uysal, all work on the line was stopped. In the letter signed by Uysal, it was deemed appropriate by me to cancel the relevant decision and to inform the contractors of the cancellation of the tender, and for the mutual termination of the contract with our administration in order to observe the legal security and administrative stability principle in the face of this obligation arising from the service requirements in the context of the use of public resources. It was observed that the necessary actions are required. With the Presidency Approval No. 13 dated March 2018, 9, studies were resumed; However, all works stopped again as of October 2018, as no financing for the project and payment to the construction contractor could not be made. As of April 2019, the manufacturing in that region has been resumed in order to be ready for the opening of the city hospital, so as not to prevent the opening of the city hospital.

Physical progress increased to 2019 percent in 25

In order not to hinder the targeted 2020 opening of the city hospital, the city hospital station excavations were resumed as of April 2019, and the physical advance level of 3 percent was increased to 25 percent.

Late post from the Ministry

IMM requested landscape projects from the Ministry of Health on June 10, 2019, within the scope of the city hospital station construction. Despite this request, the projects that could not be transmitted to IMM and the metro station structure, which is an obstacle to the termination of the design works, was only sent to IMM by the Ministry on 04 December 2019 and in accordance with these projects, the station was architectural, electro-mechanical and static. The works to complete the final design could only be started as of December 2019 due to this delay caused by the Ministry.

Metro will be operational in 2022 if finance is provided

In addition, the construction of the tunnels between Onurkent and Metrokent, which had been suspended since June 2018, was resumed in September 2019, especially in the regions with dense settlements, incomplete tunnel construction that threatens the life and property safety of citizens. Approximately 1 m of NATM tunnel excavation was performed on Line-1 in Shaft-194 tunnels and approximately 2 m on Line-200. In order to completely eliminate the risk, work is underway to ensure that the tunnel permanent coating production is completed as soon as possible.

As of today, due to financial problems, excavations have slowed down to a halt. The budget required for the completion of this station production is 200 million TL and if this budget is provided, it will be possible to complete the city hospital station structure in the second half of 2020. In addition, a budget of 1,5 billion TL + VAT is needed for the completion of the line. If this finance is provided, construction works will be accelerated and subway operation will be started in the first half of 2022.

Transportation to the hospital is a priority for IMM

On the other hand, the following brief information was given on the statement made by IMM:

“The sensitivity of our Agency to ensure the rapid and comfortable transportation of citizens to the city hospitals, which are planned to serve an important part of Istanbul, in particular, is extremely high. With the same sensitivity, it has been requested by our municipality to include the Sarıgazi (Hospital) - Taşdelen - Neonatal Metro Line, which will serve the City Hospital, which is planned to be built in the Anatolian Side region, but construction work has not been initiated by the central government due to the lack of necessary financing. ”
