Ministry of Treasury and Finance to Purchase Assistant Specialist

Treasury and Finance Assistant Specialists will be taken to work in Ankara and Istanbul in the fields and numbers listed below by conducting an entrance examination for a total of 100 Treasury and Finance Assistant specialists in the central organization of the Ministry of Treasury and Finance.

The exam areas and task locations are shown in TABLE 1 and TABLE 2. Candidates will make their preferences from a single table and area according to the Province they want to serve. Candidates will be evaluated separately for both tables and fields included in the table.

II- EXAM DATE AND PLACE:

a) Entrance exam will be held in Ankara.

b) The date of the entrance exam, the candidates who are eligible to take the entrance exam and their entrance places will be announced at least 10 days before the exam on the website of the Ministry of Treasury and Finance (www.hmb.gov.tr). Candidates will not be notified separately.

III- EXAMINATION REQUIREMENTS:

The following general and special conditions are required for the candidates who will apply for the entrance exam of the Treasury and Finance Assistant Expert as of the deadline (07/02/2020).

A- General Conditions

a) To meet the general conditions stated in the article 657 of the Civil Servants Law No. 48,

b) Not to have reached the age of thirty-five (35) by the first day of January of the year in which the entrance examination is held (applicants born on 01/01/1985 and later)

c) TABLE of law, political information, economics, business administration, economics and administrative sciences, architecture, engineering, science-literature, communication faculties and other faculties or equivalence of them, accepted by the Higher Education Council 1 and to graduate from the education branches (departments) specified in TABLE 2,

ç) To be valid from the Foreign Language Proficiency Exam (YDS) related to the English language or another document which is accepted by TC Higher Education Council's Assessment, Selection and Placement Center have,

d) To have taken the Public Personnel Selection Exam (KPSS) held by OSYM in 2018 and 2019 and to have a valid score stated in the special conditions section,

e) To have made the application within the deadline.

B- Special Conditions

a) For the field of law;

To be a graduate of the Law Department,

Having at least 4 points in KPSSP-75 score type,

The first 1 applicants in the field of HUK-32,

To be among the first 2 candidates in the field of HUK-8,

b) For the field of economics;

Graduated from the Department of Economics,

Having at least 14 points in KPSSP-75 score type,

The first 1 in the field of OIC-48, among the applicants,

To be among the first 2 candidates in the field of OIC-48,

c) For the business area;

Graduated from Business Administration Department,

Having at least 25 points in KPSSP-75 score type,

The first 1 in the İŞL-44 field,

To be among the first 2 candidates in İŞL-44 field, ç) For the finance field;

Graduated from Finance Department,

Having at least 19 points in KPSSP-75 score type,

According to the rankings among the applicants, the first 1

to be a candidate,

d) For the field of International Relations;

Graduated from the Department of International Relations,

Having at least 34 points in KPSSP-75 score type,

To be among the first 1 candidates in the field of ULI-12 according to the ranking to be made among the applicants,

e) For the field of econometrics;

Graduated from econometrics department,

Having at least 13 points in KPSSP-75 score type,

To be among the first 1 candidates in the field of EKO-40 according to the order to be made among the applicants,

f) For statistical field;

To be a graduate of statistics department,

Having at least 12 points in KPSSP-75 score type,

To be among the first 2 candidates in the IST-8 field according to the rankings to be made among the applicants,

g) For Mechanical Engineering;

Graduated from Mechanical Engineering Department,

Having at least 1 points in KPSSP-75 score type,

To be among the first 1 candidates in the MAK-8 field according to the order to be made among the applicants,

ğ) For Computer Engineering;

Graduated from Computer Engineering Department,

Having at least 1 points in KPSSP-75 score type,

To be among the first 1 candidates in the field of BİL-16 and the first 2 candidates in the field of BİL-4,

h) For Industrial Engineering;

Graduated from Industrial Engineering Department,

Having at least 1 points in KPSSP-75 score type,

To be among the first 1 candidates in the END-28 field and the first 2 candidates in the END-36 field,

is necessary.

IV-EXAM APPLICATION:

a) In TABLE 1, the areas where the duty is Ankara are shown, and in TABLE 2, the areas with the duty place in Istanbul are shown. Candidates may choose only one of the fields included in TABLE 1 or TABLE 2 by specifying the area code.

b) The application for the entrance examination shall be made electronically on the website of the Ministry of Treasury and Finance (www.hmb.gov.tr) from 27/01/2020 until the end of working hours on 07/02/2020 (17:30 hours).

c) The diploma will be loaded at the time of application by scanning the equivalence certificate, if any, and the YDS or other equivalent exam result document. If deemed necessary, the documents to be requested from the applicants will be placed on the application page.

ç) A signed copy of the Application Form and its approved annexes; It is obligatory to hand over to the address specified in the "Contact Information" in this announcement or to be sent by mail. Applications that do not arrive on time due to the delay in mail are not processed.

V- EXAM TYPE:

Entrance exam will be done by oral procedure.

Candidates will be listed for each field included in TABLE 1 and TABLE 2, starting with the highest KPSS score and up to four times the quota of candidates for the entrance exam. Candidates who get the same score as the last candidate will be invited to the entrance exam.

VI- EXAM TOPICS:

The subjects of the entrance exam are listed below.

a) Field of Law: Basic Principles of Law, Administrative Law (General Provisions-Administrative Judiciary),

Civil Law (Except Family Law and Inheritance Provisions), Law of Obligations (General Principles), Commercial Law (Commercial Business, Corporate Law, Negotiable Instruments Law, Insurance Law), Execution and Bankruptcy Law, Labor and Social Security Law,

b) Economic Area: Macroeconomics, Microeconomics, Turkey Economics, International Economics, Money and Banking, Econometrics,

c) Business Area: Basic Business Concepts, Business Management, Production and Finance Management, Business Finance, Financial Statement Analysis, Accounting,

ç) Finance Area: Public Finance (Public Expenditures, Public Revenues, Budget and Public Finance), Fiscal Policy, Accounting,

d) International Relations: Political Science, Political History, Turkish Foreign Policy, International Law,

e) Econometrics: Least Squares Management, Basic Variances of Regression Models, Estimation and Inference Problems in Multiple Regression, Simple Time Series Models, Basic Statistics,

f) Statistics: Probability Calculations, Sampling Techniques, Time Series Analysis, Stochastic Processes,

g) Mechanical Engineering: Strength, Dynamics, Manufacturing, Thermodynamics, Heat Transfer, Fluid Mechanics, Control,

ğ) Computer Engineering: Computer Programming, Mathematics and Engineering Applications, Database Management, Computer Networks, Data Structures and Algorithms, Internet and Information Security, Operating Systems, Software Engineering,

h) Industrial Engineering: Operations Research, System Analysis, Production Management System, Production Planning, Management Information Systems, Financial Accounting.

VIII-ASSESSMENT:

In the entrance exam;

a) Level of knowledge on the subjects of the field in which he / she participated in the examination,

b) Comprehending and summarizing a subject, ability to express and reasoning power,

c) Merit, ability to represent, suitability of behavior and reactions to the profession ç) Self-confidence, persuasiveness and persuasiveness,

d) General ability and general culture,

e) Openness to scientific and technological developments,

will be evaluated by giving points separately.

Candidates are assessed on the basis of fifty points for sub-paragraph (a) and ten points for each of sub-paragraphs (b) to (e).

In order to be considered successful in the entrance exam, the average score given by the chairman and members of the commission over one hundred full points must be at least seventy points.

For each field (by evaluating each field in TABLE 1 and TABLE 2 separately), the candidate will be declared as primary candidate, and at most half of this candidate will be declared as reserve, according to the success order made from the highest score. If the scores are the same, priority will be given to those with a high KPSS score and a foreign language score applied to the entrance exam, respectively.

Seventy or more points in the entrance exam is not a right for the candidates who do not qualify.

VIII-APPOINTMENT:

Candidates who are successful in the entrance examination will be appointed to the service units of the Ministry's central organization to serve in Ankara or Istanbul Province, which they preferred during the application.

IX- OTHER ISSUES:

a) Candidates shall have a valid identification document (identity card, driver's license or passport with Turkish Republic Identity Number) to be used for identification in the examination.

b) The applicants who are found to have made false statements in the application form are not considered to be invalid and their appointments are not made. It is canceled even if it has been assigned. They cannot claim any rights.

c) A criminal complaint shall be filed with the Ankara Chief Public Prosecutor's Office in order to apply the relevant provisions of the Turkish Penal Code no.

ç) As the applications that do not arrive until the end of working hours on 07/02/2020 (17:30) will not be taken into consideration, the applicants should not leave their applications to the last day considering the other problems that may occur or may occur in electronic environment.
