The Ministry of Foreign Affairs will hire contracted IT personnel

The Ministry of Foreign Affairs issued a new recruitment announcement via DPB. According to the announcement published on 25 December 2019, the Ministry of Foreign Affairs will recruit 10 contracted personnel between 21-2020 February 14 to be employed in the Central organization.

Based on the Annex 375 of the Decree Law No. 6, to be employed in the Central Organization of the Ministry of Foreign Affairs, Regarding the Employment of Contracted Informatics Personnel in the Large Scale Computing Units of the Public Institutions and Organizations published in the Official Gazette dated 31/12/2008 and numbered 27097. Pursuant to Article 8 of the Regulation on Principles and Procedures, 14 (fourteen) contractual IT personnel will be recruited in accordance with the success order that will occur as a result of the oral / practical exam.

Seventy percent (3%) of the KPSSP70 score obtained in the Public Personnel Selection Exam (KPSS) in the last two years and the Foreign Language Proficiency Test (YDS / e-YDS) in the last five years or equivalent to the YDS by the Higher Education Council The candidate will be called to the oral / practical exam which will be held between 30 - 10 February 10, starting from the highest score and up to 21 times the position of each contracted IT personnel announced according to the total of thirty percent (2020%) of the score in YDS. .

Candidates who do not have KPSSP3 score or who do not submit the result document will be evaluated as 3 (seventy), and foreign language score of applicants who do not submit foreign language score or result document will be evaluated as 70 (zero). Contracted IT personnel will be employed in order of success as a result of oral / practical examination.

1. REQUIREMENTS FOR APPLICATION AND QUALIFICATIONS FOR THE EXAM
A-APPLICATION CONDITIONS
a) To have the general conditions stated in Article 657 of the Civil Servants Law No. 48,
b) To be graduated from four-year computer engineering, software engineering, electrical engineering, electronic engineering, electrical and electronic engineering and industrial engineering departments of faculties or higher education institutions whose equivalence is accepted by Higher Education Council,
c) from the engineering departments of the four-year faculties other than those specified in (b), the departments of the faculties of science and literature, education and educational sciences that provide education on computer and technology, and the departments of statistics, mathematics and physics, Graduates of higher education institutions (Higher education graduates mentioned in this paragraph may apply for one of the positions that can be paid up to 2 (two) times the monthly gross contract wage ceiling.)
d) Having at least 3 (three) years and at least 5 (five) years of professional experience for software, software design and development, management of this process or the installation and management of large-scale network systems, (In the determination of professional experience, it is mentioned as information personnel as information personnel in the status of workers as permanent staff by paying premiums to the private sector subject to Law No. 657 or clause (b) of article 4 of the same Law or contract status subject to Decree Law No. 399. documented service times are taken into consideration. 2. FORM OF APPLICATION, PLACE AND DATE
The exam applications will start on Thursday, January 2, 2020 and end at 16 on Thursday, January 2020, 18.00. Applications must be submitted to the Ministry. https://sinav.mfa.gov.tr/ will be made electronically via the website. The information required for the application and samples of the documents to be transmitted electronically are listed in Article 3. Applications that do not meet the conditions stated in the advertisement and applications made by mail, e-mail or in person will not be accepted.

3. DOCUMENTS AND QUALIFICATIONS REQUIRED FOR APPLICATION
a) Photograph (JPG, JPEG - resolution 600 × 800) and CV,
b) KPSSP3 score (if the KPSSP3 score is not available, it will be evaluated as 70 (seventy)),
c) YDS / e-YDS score or equivalent of YDS score of international language exams determined by OSYM
d) Bachelor's or Master's diploma or graduation certificate which can be obtained via e-government (diploma equivalence certificate of those who have completed their education abroad),
e) A document with a verification code from the government indicating that he has done, postponed or exempted his military service for male candidates,
f) A document proving that he / she knows at least two of the current programming languages ​​mentioned in general conditions (e) (Approved transcript, certificate etc.),
g) In the evaluation of professional experience certificates, only the services after bachelor's degree shall be taken into consideration and in addition to the experience certificates, according to the nature of the workplace:
- SGK service breakdown for working hours in the private sector,
- Documents to be obtained from the institution for the periods worked in public institutions will also be uploaded to the system.
- Documents indicating the required professional experience condition will be signed wet, signed and stamped by at least one of the related managers or other human resources units working in the services / projects in this field.
- People who sign the documents showing the required professional experience condition should also have accessible phone, e-mail and address information and position information in the same document. If the application evaluation commission wishes to confirm the accuracy of the information and documents provided, it may be able to contact real and / or legal persons who have approved this information and documents. If the accuracy of the information and documents provided is not confirmed, the candidate's experience in question will not be taken into account.
- At least the documents showing the professional experience condition specified in the special conditions for the applied positions; It should include detailed information about the positions applied, such as area information, services / projects studied, and the scope of these services / projects, technologies used in projects, working hours.
h) All certificates uploaded to the system by the candidates who are entitled to take the oral / practical exam will be verified by our Ministry by the certificate validity inquiry methods determined by the issuing organization. It is the candidate's responsibility to provide information and documents such as certificate number, inquiry and verification addresses, inquiry password for verification of submitted certificates. If the validity of the certificate cannot be confirmed with the information and documents provided, the certificate will not be taken into consideration.

4. EVALUATION OF THE APPLICATIONS AND ANNOUNCEMENT OF THE RESULTS
a) A separate list will be created for each position starting from the highest score, based on the sum of seventy percent of the KPSSP3 score (70%) and thirty percent of the foreign language score (30%) from the applicants who meet the general and special requirements and duly applied.
b) Starting from the highest score, a maximum of 10 times each candidate will be invited to the oral / practical exam.
c) If there are more than one candidate with the same score in the last place among the candidates who are entitled to take the oral / practical exam, all of these candidates will be admitted to the interview.
d) List of candidates who are eligible to take the oral / practical exam www.mfa.gov.t is will be announced on the website and notifications will not be made to the candidates.
e) For any reason, if the positions declared as vacant due to reasons such as not applying to one of the announced positions, not applying as many as the number of declared positions, invalid applications or not having sufficient number of successful candidates as a result of the examination, the Ministry shall be eligible for such positions. has the right to transfer what they see.

5. FORM AND SUBJECTS OF THE EXAM
a) The exam will be held orally / practically. Oral / practical exam subjects are the subjects mentioned in paragraph (e) and paragraph (b) of article 1. A XNUMX. in accordance with the positions applied.
b) In the examination, candidates are required to carry a photo identification document (identity card, driver's license or passport) to be used for identification. Otherwise, candidates will not be admitted to the exam.

6. EXAM PLACE, HISTORY AND EVALUATION
a) The oral / practical exam will be evaluated over 100 (one hundred) full points and the applicants who score 70 (seventy) points or more will be considered successful.
b) Exam success ranking will be established starting with the highest score candidate who is considered successful as a result of oral / practical results.

7. ANNOUNCEMENT OF RESULTS AND STARTING THE JOB
a) List of substitute and substitute candidates to be determined in order of success for each position www.mfa.gov.t is will be announced on the website.
b) Notified candidates will be notified by post within 5 (five) business days from the date of announcement to the addresses stated in the application module of the principal candidates whose names are listed, and the candidates must sign the contract within 10 (ten) business days at the latest from the date of notification, and submit the required documents.
c) The applicant who does not apply within 10 (ten) working days after the notification date, does not start work on the date specified in the contract or does not exceed 15 (fifteen) days as of the expiry of this period and fails to declare a reasonable excuse which is proved by the certificate shall be deemed to have waived his right. .
d) The above-mentioned principles shall apply to the procedures for starting the employment of the substitute candidates who are announced in place of the nominated or renounced candidates.
e) Contracts can be concluded with the applicants who are successful as a result of the oral / practical examination provided that the security investigations are concluded positively and the medical board report received from the full-fledged hospital is submitted.
f) The exams of the applicants who are found to have made false statements in the application documents shall be deemed invalid and no contract shall be concluded. Their contracts are canceled even if they are made. A criminal complaint is filed with the Chief Public Prosecutor's Office.

8. CONTRACT FEES

* Monthly gross contract fee shall be the result of multiplying the contract wage ceiling multiplied by the multiples of the gross contract wage ceiling under the heading of SPECIAL TERMS for those employed in accordance with Article 657 (B) of the Civil Servants Law No. 4. However, the Authority is authorized to issue and make payments under the ceiling fee.
