Samsun Metropolitan Municipality Project Transportation İmar İnşaat Yat. Singing. ve Tic. A.Ş. (SAMULAŞ) 20 million TL additional capital demand proposal was accepted by majority vote and transferred to the parliament.
Metropolitan Municipality Commission Meeting was held in the Metropolitan Municipality Building Assembly Meeting Hall under the chairmanship of the Deputy Speaker of the Assembly Nihat Soğuk. The items transferred from the assembly to the commissions were discussed by the commission members. İlhan Bayram, the Secretary General of Samsun Metropolitan Municipality, who spoke in the article of the first article of the Assembly “Samsun Metropolitan Municipality 2020-2024 Strategic Plan Proposal”, said that they will work to reach Samsun to the desired level by making a long presentation about the strategic plan.
An additional 20 million TL of capital comes to SAMULAŞ
The second agenda item of the commission was "The proposal to increase the current capital of SAMULAŞ from 2 million TL to 50 million TL with an additional 20 million TL". All groups expressed their opinions in the article spoken for more than 70 hour.
Explaining that they want a capital increase, SAMULAŞ General Manager Enver Sedat Tamgacı said, “Currently, we carry an average of 53 thousand passengers daily in trams. This number increased to 75 thousand with the opening of schools on weekdays. It means that 1 million 620 thousand people move monthly. 45 percent of these passengers are full tickets, 30 percent are discounts, 6,5 percent are extra discounts we provide to institutions, 15 percent are passengers that we carry legally for free, and 3 percent are passengers that we carry with ultralite magnetic cards. There is an electricity expense of 750 thousand TL per month of the tram. We have an electricity consumption of 3 TL per km. Our monthly income is 3 million TL, and our expense is 3 million 800 thousand TL. For the bus, we carry about 25 thousand passengers a day. 10 percent of this is free, and 15 percent are discounted passengers. We carry 750 thousand passengers a month. We have 1 million 200 thousand TL fuel expenses every month. This corresponds to 3 TL per km. These include expenses such as personnel and spare parts. Monthly income from buses is 1 million 150 thousand TL, and monthly expense is approximately 1 million 770 thousand TL. In other words, approximately 600 thousand are being damaged every month. ”
“Annual income is 31 million, and expense is 33,5 million TL”
Providing information about SAMULAŞ's debts and forward-looking economic situation in the previous year, Tamgacı said, “The income from the tram in 2017 is about 31 million TL. Annual expense is more than 33,5 million TL. In 2017, only 3 million TL was damaged by tram. Among the reasons for this are factors such as the absence of a raise since 2016, an increase in electricity and fuel. For the ring and express buses, there was approximately 3,5 million TL loss. 750 thousand TL was damaged from the Tram Newspaper. In 2018, there was a loss of nearly 2017 million TL compared to 6. Tramvay Newspaper has had 2018 thousand TL in 850. In 2019, we had an estimated loss of 30 million TL. In 2017, SAMULAŞ bought 8 trams with its own structure. For this, approximately 50 million credits were withdrawn and paid. This has financing expenses, ”he said.
Touching on the capital increase made to transportation companies in other provinces, Tamgacı said: “If you want to make a profit in transportation, there are 2-3 issues you can do. 1 is done with a raise. This is not something that is highly approved. Transportation is also one of our main services such as road and water. Apart from this, municipalities support transportation. Bursa Metropolitan Municipality has made a capital increase of 2019 million TL only to its company for 240. Kayseri Metropolitan Municipality 38,5 million TL, Gaziantep Metropolitan Municipality 15 million TL, Malatya Metropolitan Municipality 24 million TL only reinforced their companies by increasing their capital in 2019. We will continue in certain periods from now on. After Tamgacı's speech, the group vice presidents of all parties expressed their views and concerns. In the subsequent voting, the proposal was accepted by the majority of votes and transferred to the parliament again.
If the article in question is approved by Samsun Metropolitan Municipality Council, a capital increase of 20 million TL will be provided to SAMULAŞ.
