The “Regulation on Procedures and Principles on Increasing Energy Efficiency in Transportation” of the Ministry of Transport and Infrastructure was published in the Official Gazette and entered into force.

According to the regulation determining the principles of increasing energy efficiency in transportation; Modes and modes of transportation required by the Ministry of Transport for efficient use of energy and reducing fuel consumption, logistics centers, divided roads, bridges, tunnels, tube transits, high-speed train and rail networks, ports, industrial zones and logistics centers Investment, supervision will be provided with short, medium and long term plans that provide integration between the companies.

In the hours of heavy traffic congestion in the city, in order to relieve traffic and save energy and time, it will be possible to plan start and finish times provided that the appropriate opinions of the institutions and organizations in the city are taken. Flexible operation and remote operation possibilities will be evaluated.

The Ministry will prioritize the use of environmentally friendly alternative energy sources in lighting, heating and cooling systems at airports, ports, terminals and rail stations.

Municipalities, taxis will stop empty traffic, stop waiting outside the station, taxi management or call center, telephone, walkie-talkie and taxi pockets in the central areas will expand applications. For this purpose, the city will determine the areas where the taxis will be kept in accordance with the traffic.

Purpose, Scope, Basis and Definitions

Purpose and scope

ARTICLE 1 - (1) This Regulation aims to increase energy efficiency in transportation; the procedures for reducing the unit fuel consumption of motor vehicles, increasing the standards of efficiency in the vehicles, promoting the use of environmental alternative fuel, reducing air pollutants and greenhouse gas emissions, disseminating public transport, effective implementation of intelligent transportation systems, improving transportation infrastructures and preparing urban transportation plans covers the principles.


ARTICLE 2 - (1) This Regulation is 18 of the Presidential Decree No. 4 of the Presidential Organization, published in the Official Gazette dated 2007/5627/7 and numbered 10, with the subparagraph (f) of the first paragraph of Article 7 of the Energy Efficiency Law No. 2018 dated 30474/1/486. It has been prepared based on the provisions of subparagraph (b) of the first paragraph of Article.


ARTICLE 3 - (1) In this Regulation;

a) Alternative fuel vehicle: Motor vehicle approved in accordance with the Type Approval Regulation for Motor Vehicles and Trailers (28/6 / EC) published in the Official Gazette dated 2009/27272/2007 (46/XNUMX / EC), providing the engine power partially or completely from alternative fuels,

b) Alternative fuels: Potential to reduce or reduce emissions in the transport sector, which can be used partially or completely instead of petroleum fuels in transportation;

1) On-board mechanical energy source or tank (including waste heat),

2) Biofuels,

3) Natural gas, CNG / LNG,

4) Electrical,

5) Hydrogen,

6) Solar energy,

7) LPG,

fuels or power supplies,

c) Intelligent transportation system (AUS): The application of information and communication technologies in all modes of transport of the transportation sector,

d) AUS architecture: Establishing a common framework for the planning, identification, integration and implementation of intelligent transportation systems,

d) Vehicle: Rail vehicles, T-category agricultural and forestry tractors, L category two, three or four-wheeled motorcycles and motorized bikes (mopeds), except for all machines; Motor vehicle designed for use on highways, with a minimum of four wheels of the category M and N, exceeding the maximum design speed of 25 km / h,

e) Ministry: Ministry of Transport and Infrastructure,

f) Block train: The train, from the station where it was first constructed, to the last arrival station, without changing the locomotives and wagons.

g) Low Emission Area: Areas or routes where entry is restricted, prohibited or charged depending on the traffic density of vehicles classified according to emission class according to national and international standards according to engine technologies and fuel usage situation,

i) Economical driving: Driving techniques to save fuel, minimizing fuel consumption,

h) Electronic road guidance system: Directing the drivers to the most convenient route, reducing the travel time, fuel consumption, air pollution and noise, supporting the human psychology and providing vehicle safety.

ı) Emission class: The classification given in Annex-1 in compliance with national and international standards according to engine technologies and fuel usage status,

i) Mobility management: any vehicle and pedestrian movement; management of traffic flow, security, energy efficiency and environment in a holistic manner,

j) Urban Transportation Master Plan: Taking into account the needs, demands and sustainable development of the city according to the spatial, social and economic characteristics of the city; the transportation system of the city and its surroundings, the transportation network, the distribution of the standard and its capacities to the species, the land, sea and air transportation and the integration of these transportation types, transfer points of these species, storage and transfer centers, commercial cargo corridors and public transportation routes. When necessary, the car park, bicycle and pedestrian roads, accessibility and traffic issues that determine the necessary details, which makes public transport priority and priority, short and long-term transportation problems that offer solutions to problems, if necessary, can be prepared in coordination with the upper and lower stages of the city plan, The plan is a whole with its layout and report,

p) Travel demand management: To organize the travel requests of passengers or cargoes in a way that will enable them to use the existing transportation infrastructure or system more effectively and efficiently;

r) Signaling systems: Light and sound systems that regulate the movements of the driver, vehicle, pedestrian and bicycle within the traffic flow,

s) Full load: The maximum load the locomotive can pull between the output and the arrival station,

ş) Public transportation system: The transportation system which ensures that transportation is provided by transportation vehicles suitable for transporting many passengers,

t) Traffic management: The management of engineering, education, legal requirements, environmental and energy factors, together with the measures of transport, which focus on sustainability and energy efficiency.

u) Turkey Logistics Master Plan: logistics needs of the country's short, medium and long-term planning basic plan,

ü) UKOME: Transportation Coordination Center,

v) National Transport Master Plan: A comprehensive plan that follows a methodological process and aims to establish demand forecasting models with mathematical methods and 15 determines all transport investments in line with the short, medium and long term targets within the year,

ARTICLE 4 - (1) Ministry, relevant Ministries and Municipalities; Horizontal and vertical traffic signs, electronic road guidance and control systems, travel demand management, traffic control and management, traffic information and traffic signaling systems, transportation infrastructure improvement and planning, intermodal transportation, public transport, freight transport, fuel consumption monitoring and environmentally friendly joint measures are taken by providing cooperation on the use of vehicles.

(2) Providing the cooperation between the Ministry and related Ministries, the economic life of fuel consumption in terms of fuel consumption, the withdrawal of vehicles from the traffic risk for the environment, traffic and navigational safety, the renewal of the vehicle fleet with high energy efficiency and low emission emission necessary regulatory measures are taken.

(3) The Ministry attaches importance to the operation of electric trains as long as the freight trains are operated with a block train application, signaled operation and geographical conditions in rail transport are handed over.

(4) Measures are taken by the municipalities to reduce the use of private and commercial vehicles in urban centers and to increase the effective and efficient use of public transportation.

(5) Necessary measures are taken by the Ministry and Municipalities to eliminate and inspect the infrastructure deficiencies that increase fuel consumption and endanger the driving safety.

(6) R & D programs related to alternative fuel vehicle and rail system technologies are given importance.

(7) In cooperation with public institutions and organizations and local administrations, if necessary, incentive measures or measures are taken to ensure that employees use public transportation.

Improvement of transportation infrastructure investments

ARTICLE 5 - (1) The main roads, logistic centers, divided roads, bridges, tunnels, tube transitions, high-speed trains that are necessary for the provision of freight and passenger mobility management in national and international corridors, increasing traffic safety, efficient use of energy and reducing fuel consumption and investments in railways, ports, industrial zones and logistic centers, as well as short-, medium- and long-term plans that provide integration between modes and modes.

(2) The Ministry of National Transport Master Plan infrastructure investments made to Turkey and compliance with the Logistics Master Plan shall prevail.

(3) by the Ministry; data collection, calculation, modeling and reporting practices are developed or improved in order to demonstrate the contribution of transportation infrastructure projects and investments towards reduction of fuel consumption and emission reduction.

(4) Airport, port, terminal and rail system stations; priority is given to the use of environmental alternative energy sources in lighting, heating and cooling systems.

(5) Infrastructural investments are made to ensure the necessary energy needs of the sea and aircraft during their stay in the ports. Green Port and Green Airport applications are expanded.

Urban transportation planning

ARTICLE 6 - (1) Municipalities other than metropolitan municipalities and metropolitan municipalities, whose population is over a hundred thousand, prepare the Urban Transportation Master Plan in accordance with the National Transport Master Plan prepared by the Ministry. These plans are made for 15 annual periods and renewed every five years by reviewing the city's development plans, medium-term plans and spatial plans. Revised plan decisions are reflected in revisions and additions to spatial plans.

a) Under the coordination of the Ministry and in the coordination of the relevant public institutions and organizations and within the framework of sustainable urban transportation approach; Handbook / Guide is prepared for preparation of Transportation Master Plans covering urban and inter-urban transport planning, efficient use of energy, environmental and integrated modes of transport, mobility management, intelligent transportation systems and all other elements of transportation.

b) Urban transport master plans shall be prepared on the basis of the Handbook / Guidance on Preparation of Transportation Master Plans prepared by the Ministry.

c) The plans to be prepared by the municipalities in the cities without transportation master plan shall be approved by the decision of the municipal council in the UKOME General Assembly and other municipalities after the opinion of the Ministry, and an approved copy is submitted to the Ministry for information.

(2) Urban transport plans are planned in a short, medium and long term in accordance with the sustainable transport policies at strategic level, spatial plan decisions of the city, national and local clean air action plans.

(3) The location plans of the new residential areas and the high scale plans that provide the transportation of the settlements to each other are made by the relevant municipalities and included in the transportation plan.

(4) In transportation line plans, the criteria for minimizing the amount of fuel consumed and the amount of fuel consumed in the city are taken into consideration.

(5) Priority shall be given to the environment highway and rail system works in transport plans. In order to encourage public transport, the share of rail system is increased in corridors where passenger demand is sufficient.

(6) in logistics planning, according to the city's location and needs, outside of the city and close to the main transport corridors in the region is Turkey Logistics Master Plan as logistics centers and terminals compatible with the importance given to the creation.

(7) Scaffolding, berth and port capacities are increased in coastal cities and investments are planned for effective use. The fleet that is used in the lines where cargo and passenger demand is sufficient is renewed and the shares of sea and inland waterway transportation are increased.

(8) In the transportation plans, in order to increase the energy efficiency and reduce the fuel consumption, a systematic integration is made for the improvement of the traffic safety and fluency planning for all modes of transportation.

(9) Municipalities, transportation plans, topographic structure of the appropriate routes to encourage the use of bicycles rental bike subscription, special road and parking arrangements are made.

(10) Municipalities shall establish infrastructure plans to ensure that electric vehicles can be charged on parking, streets and streets in order to promote alternative energy systems in transportation, in line with the relevant legislation provisions in the electricity market, and ensure that this infrastructure is established.

Applications to reduce vehicle use in urban centers

ARTICLE 7 - (1) The following implementations are made for municipal public transport by municipalities with a population of over one hundred thousand from municipalities other than metropolitan municipalities and metropolitan municipalities:

a) In the settlement planning and urban transformation projects, parking is provided for parking of motor vehicles in city entrances or in designated centers. Methods for encouraging drivers to park in these car parks are encouraged to use public transport from the car park to the city center and on the return routes.

b) It is ensured that the parks to be made to the city entrances are operated free of charge and with low parking fee which is not free of time limits.

c) Mobile terminal applications are developed in accordance with transportation plans at the city entrances.

d) The squares, shopping areas, historical and touristic places where there is intensive pedestrian traffic in the city centers can be declared as closed or restricted area to the vehicle traffic when necessary.

d) Before city entrances, ring roads are established for transit vehicles and the access roads are connected with the main transport corridors of the city.

e) In urban centers, to prevent the parking of the vehicles on the streets and streets, applications to encourage short-term use of car parks are developed.

f) Commercial vehicles engaged in freight transportation are not allowed to enter the designated lines or to the city centers at certain times.

g) Measures shall be taken to adjust the speed of the vehicles in urban transportation roads.

ğ) Priority shall be given to the establishment of pedestrian and bicycle paths in urban centers and in the district scale, to the extent that facilities permit. Plans and applications for the construction of smart bicycle stations are developed for bicycle parking areas, which will make pedestrians or bicycles attractive.

h) Establishment of a rail system network between the airports, bus stations, ports, intercity rail passenger transfer points and city centers where the passenger and cargo transfer is concentrated, and an efficient and fast public transportation system is established.

ı) Applications are made by metropolitan municipalities in order to reduce the energy losses of waiting period in the vehicles which carry passenger transportation, such as increasing the electronic fare collection, public transportation stall, station and piers and increasing the entry doors.

i) Measures shall be taken to ensure safe, fluent and efficient management of pedestrian and vehicle traffic throughout the urban transportation network, especially where the population is dense, traffic congestion and air pollution occur. Mobility management is supported by intelligent transport systems.

j) Studies are conducted to evaluate and implement passenger requests by establishing a call center where passengers will receive their opinions, suggestions, complaints and requests.

k) The use of common vehicle (vehicle pool, park-and-go-and-like), dissemination of innovative applications, fast (dedicated) line and alternative transportation are encouraged.

(2) Areas where heavy traffic and air pollution are experienced in urban centers and at the district level can be declared as low emission area provided that municipalities receive the appropriate opinion of the Ministry of Environment and Urbanization. The following matters shall be taken into consideration by the Municipalities for the determination and announcement of the low emission area:

a) The Low Emission Area shall be announced by the Municipalities in accordance with the provisions of the Municipal Law No. 9 / 8 / 1983 dated 2872 / 3 / 7 and 2005 dated 5393 / 10 and 7 and in accordance with the Law on 2004 / 5216 / XNUMX and the Metropolitan Municipality Law No. XNUMX.

b) Low emission area is applied based on the number of daily passing vehicles and air quality maps. Low emission plans are designed to comply with all transportation-related plans.

c) Alternative transport facilities and routes are planned for vehicles to be restricted to the area.

d) Electronic vehicle identification systems which do not affect traffic flow are preferred in the detection and identification of vehicles entering low emission area.

d) Limitation and pricing are charged proportionally according to vehicle emission class, road entered, traffic density, region and time zone. Emission classes are included in Annex-1.

e) In the application of low emission area, the transactions shall be performed in accordance with the provisions of the Law No. 2872 for violations.

f) Special purpose vehicles, vehicles used in the units responsible for maintaining the public order and zero emission vehicles defined in the Highways Traffic Regulation published in the Official Gazette dated 18/7/1997 and numbered 23053 are exempted from low emission area applications.

g) Application-related issues related to the declared low emission areas are made available to the public.

Taxi applications

ARTICLE 8 - (1) Municipalities will plan and disseminate applications such as taxi management or call center, telephone, walkie-talkie and taxi pockets in central areas, which will prevent taxis to walk around in the traffic, wait outside the station. For this purpose, it determines the areas where the taxis will be kept in accordance with the city traffic.

Creation of car parks

ARTICLE 9 - (1) The municipalities of the metropolitan municipalities and the metropolitan municipality of the municipality with a population of over a hundred thousand, according to the needs of the city, transportation and spatial plans are prepared in accordance with the Parking Master Plan.

(2) Areas that can be car parked in accordance with city traffic are determined by the municipalities and these areas are operated as a parking lot under the principle of efficiency.

(3) Fast access is provided to the parking garages with suitable capacity by the parking entrance routing systems at the city entrances. For the purpose of promoting park-on-and-go applications, the cost of the parking lots created by the municipalities is kept low or free safe operation is ensured.

(4) In the planning of settlement and urban transformation projects, attention is paid to the planning of parking spaces at the main stops of public transportation. The development potential of the city and its future needs are taken into consideration in planning the parking areas.

(7) In order to support bicycle transportation, public parking spaces are created in areas where bicycles can be safely left.

(8) Parking lots for personnel and service vehicles are created by public institutions and organizations. In cases where facilities and capabilities are limited, necessary measures shall be taken for the allocation of joint parking, starting from the closest public institution and establishment.

Consumer information

ARTICLE 10 - (1) Ministry of Industry and Technology; to allow consumers to make informed choices, new cars offered for sale or rent on the market.2 consumers are informed about their emissions and fuel economy.

(2) The M1 category of new passenger cars' fuel economy and CO2 Fuel Economy and CO of New Passenger Cars, published in the Official Gazette dated 28/12/2003 and numbered 25330, in the organization of labels, guides, posters / impressions, promotional literature and materials showing emission values.2 The principles stated in the Regulation on the Informing of Consumers about Emission are taken as basis.

(3) The Ministry, related institutions / organizations and municipalities organize activities to reduce air pollution, increase energy efficiency, expand the importance of public transportation for livable and sustainable cities and increase awareness.

Training and training of drivers

ARTICLE 11 - (1) Driving license courses are given in the courses of economic driving and environmental pollution.

(2) The subjects related to environment and economic driving techniques are included in the vocational training programs of drivers who carry intercity freight and passenger transportation.

(3) In municipalities, drivers who use public transport are provided with training on environmental and economic driving techniques and they are certified every three years.

Cargo transportation

ARTICLE 12 - (1) Commercial vehicles that will carry out transportation activities on the road are subject to the provisions of the Road Transport Regulation published in the Official Gazette dated 8/1/2018 and numbered 30295. The vehicles within this scope are ensured to continue their activities in an economic, serial, convenient, safe, environmentally friendly manner that will not be adversely affected by the environmental impact.

(2) In freight transport, priority is given to alternative fuel vehicles to minimize energy consumption. The use of regenerative energy recovery system in vehicles and rail systems is supported.

(3) In the case of freight transportation, priority is given to the operation of the trains in full load.

(4) In freight transport, priority is given to increase the share of sea and rail transport in order to ensure integration with other types of transport. Cabotage transport is encouraged.

(5) In the existing railway lines, signalization and electrification systems are established and encouraged to increase capacity, reduce operating costs, reduce carbon emissions, ensure safe transportation, reduce dependence on electricity by using electricity in transportation and save time.

(6) Plans and incentives are developed in order to utilize the public transportation and rail systems outside the working hours in delivering the loads from the centers with high load transfer to the city centers.

Public transport

ARTICLE 13 - (1) Municipalities shall take necessary measures to encourage the use of public transport and to increase passenger capacity. The following practices are carried out for municipal public transport by the municipalities with a population of over one hundred thousand:

a) Public transport systems are operated in such a way as to ensure maximum occupancy. In this context; travel frequency, vehicle capacity and passenger demand.

b) In public transportation, smart card application shall be extended to be valid in all transportation types and throughout the country.

c) Pricing techniques will be applied to ensure the use of public transport and travel demand management; distance based fare tariffs, economic transfer ticket, daily, weekly and monthly ticket applications are developed.

ç) In public transport and at stops; information boards such as departure times, routes, etc. In various central locations of the city, large lighted panels are placed with routing boards showing the routes, lines of stops, transfer points. Smart pauses are facilitated to facilitate public transport.

d) Priority shall be given to the use of environmentally friendly alternative fuel vehicles with high service quality and energy efficiency.

e) Electric motors of electric motor vehicles are preferred for the type of generating electricity from the braking energies.

f) Additional trips shall be arranged in case of increasing the use of public transportation systems such as sports events, rallies, fairs, seminars and examinations.

g) Stripe and road applications for public transport are extended.

ğ) In the main roads and corridors used by public transportation vehicles, a stop system for intermediate transportation vehicles such as minibuses and minibuses is developed, and out-of-station pauses are not allowed.

h) The requirements of the Law on Persons with Disabilities dated 1 / 7 / 2005 and 5378 are fulfilled. For passengers with disabilities to use public transport, these vehicles, passenger stands, lower and overpasses, elevators, slopes and so on are made. Access to transportation vehicles and services is facilitated by AUS.

ı) Passenger-km, vehicle-km, fuel consumption and other data related to public transport services are collected, reported, monitored and necessary improvement studies are carried out to increase energy efficiency and reduce harmful emissions according to the results of the analysis.

i) Planning and investments are made for the integrated and efficient operation of the rail system, road system and maritime system.

j) In tires used for public transportation, high-efficiency tires of fuel efficiency class are used.

Traffic management and information systems

ARTICLE 14 - (1) The following activities shall be carried out by the Ministry, the General Directorate of Security and the Municipalities in order to improve the service quality of transportation systems, to ensure efficiency, efficiency, safety and ease of transportation in transportation:

a) Collaboration in travel demand management, 7 / 24 real-time traffic management, intermodal transportation system, variable message signs, horizontal and vertical traffic markings and monitoring systems applications. Compliance with national and international standards is required.

b) The National Transport Portal developed for the purpose of presenting transportation information from a single point to the needy is kept up-to-date and practices that encourage widespread use are developed.

c) With the routing systems to be installed at the city center entrances, the vehicles are directed to less intensive routes.

ç) The information that will be taken from the weather forecasts and meteorological sensors to be installed / installed on the route will be analyzed and the road users are informed by the driver information systems and the necessary measures are taken.

d) Prior to travel, passengers and drivers are provided with information on alternative means of transport, such as temporary closure or closure of traffic, by means of web and mobile applications, radio and road advice centers.

e) Instant developments in road, traffic and environmental conditions during travel are presented to road users with real-time information systems.

f) Traffic radio, traffic announcement, traffic program, telematics systems, in-car unit and similar AUS methods are used and encouraged to inform drivers.

(2) In cities with a population of over two hundred and fifty thousand and over; Responsible for the roads in the area of ​​responsibility, a suitable Traffic Management Center is established. Through this center it is ensured that the city traffic is monitored and managed in real time. For this, necessary monitoring, detection and information systems are installed.

Signaling systems

ARTICLE 15 - (1) Signalization systems to be established in order to manage traffic flow on city and inter-city highways, to increase traffic safety, to use the capacity of current / planned road and highway elements at maximum levels are made according to the criteria, procedures and technical principles determined / determined by KGM.

(2) Materials used in signaling systems; TS EN 12675 for Traffic Signal Controllers-Functional Safety Rules, TS EN 12368 for Traffic Control Equipment and Signal Lamps and TS EN 50556 standards for Road Traffic Sign Systems are required.

(3) In order to minimize the energy consumption in the signaling systems used to regulate traffic flow in transportation, priority is given to the use of low energy consumption signaling lamps.

(4) Arrangements shall be made in order to give priority passage by taking into consideration the intensities of other traffic branches at the signalized intersections with the special reserved road (tram, metrobus) public transportation systems.

(5) Signal-induced signaling systems are installed to reduce the time loss in signalized intersections.

(6) Green wave signaling systems are established at intersections close to each other and continuous flow corridor is formed.

(7) At the intersections where traffic safety is provided, it is ensured that the systems that allow the controlled passage of the vehicles moving from the right hand side in the direction of traffic will be disseminated.

(8) Priority is given to the vehicles specified in the 141 article of the Highways Traffic Regulation at signalized intersections.

Intelligent transportation systems

ARTICLE 16 - (1) In order to establish an efficient, fast, intelligent, secure and integrated management system in the transportation and communication in accordance with the requirements of the age;

a) AUS architecture is created in accordance with certain terminology and standards. Policies, strategies, procedures and principles are determined for making AUS in a free, fair and sustainable competitive environment in a public interest manner.

b) Development and use of environmentally friendly AUS applications to ensure energy efficiency are encouraged.

c) It is ensured that all necessary structures such as infrastructure, network, software, hardware and services related to electronic payment systems in AUS are established, operated and managed in accordance with the principles of integrated and interoperability across the country.

ç) In electronic payment and vehicle identification systems, high-tech products are preferred, which allow fast transition to vehicles.

d) Establishment and dissemination of AUS systems shall be provided to collect, analyze and report data related to traffic density, vehicle identification, fuel consumption and air pollution monitoring.

Monitoring fuel consumption

ARTICLE 17 - (1) Motor power, fuel type, vehicle category and model year data from the vehicle registration certificate information of the General Directorate of Security for road transport; KGM and Railway Train Operators provide vehicle-km, passenger-km and ton-km information; Energy Market Regulatory Authority informs the Ministry of Energy and Natural Resources about the total fuel sales information on a monthly basis in March according to fuel types.

(2) Municipalities; taxis, private buses, city buses, minibuses, subway, light rail, tram and sea vehicles counts, moved the annual number of passengers, passenger-km and vehicle-km data, the rail and highways used for the operation of the signaling system annual fuel and announces the amount of electricity to the Ministry of Energy and Natural Resources in March every year.

(3) Bus companies operating in cities include bus number, annual fuel consumption information, number of passengers carried over the year, passenger-km information; the number of car shipping companies, the annual fuel consumption information, the payload annually, collects information tonne-km and Energy in March of each year and report to the Ministry of Natural Resources.

(4) Ministry; in accordance with national and international requirements establishes the fuel consumption data recording systems for marine vehicles and monitors the fuel consumption, fuel consumption and measures are taken to reduce emissions.

(5) General Directorate of Civil Aviation; establishes fuel consumption data recording system for airline vehicles and monitors fuel consumption in accordance with international requirements. The General Directorate of Civil Aviation informs the airline carriers about the reduction of emissions.

(6) Ministry, Ministry of Energy and Natural Resources cooperates with municipalities and evaluates the efficiency of public transport systems of the provinces as a whole and separately. In order to make the systems with low efficiency more efficient, solution suggestions are prepared, resources are coordinated for this purpose and improvement processes are followed.

(7) The Ministry and the Ministry of Energy and Natural Resources ensure that data on the amount of fuel consumed in the transportation sector is collected in a systematic or determined format to meet the requirements of international levels. Cooperation with relevant institutions / organizations is provided to share data collected with data requirements.


Miscellaneous and Final Provisions

Urban transportation planning

PROVISIONAL ARTICLE 1 - (1) The Urban Transportation Master Plan in 6 and the Parking Master Plan in the article 9 are prepared by the relevant municipalities within three years following the publication of this Regulation.

(2) Municipalities preparing the Urban Transportation Master Plan prior to the publication date of this Regulation shall revise their plans in accordance with this Regulation at the end of the first five-year renewal period.

Repealed regulation

ARTICLE 18 - (1) The Regulation on the Procedures and Principles on Increasing Energy Efficiency in Transportation, published in the Official Gazette dated 9/6/2008 and numbered 26901, has been repealed.


ARTICLE 19 - (1) This Regulation shall enter into force on the date of its publication.


ARTICLE 20 - (1) The provisions of this Regulation are executed by the Minister of Transport and Infrastructure.
