UTİKAD, the International Transport and Logistics Service Providers Association, came together with members of the press. UTİKAD Chairman Emre Eldener, Vice Presidents Turgut Erkeskin and Cihan Yusufi, Board Members Ayşem Ulusoy, Berna Akyıldız, Cihan Özkal, Ekin Tırman, Nil Tunaşar, Rıdvan Haliloğlu, Serkan Eren and Cavit General Manager at the press conference held at InterContinental Istanbul Hotel Uğur joined.

At the meeting, where important agenda items about the Turkish logistics industry were shared, UTİKAD Chairman Emre Eldener evaluated the logistics industry in line with international indexes. President Eldener, as well as Turkey's foreign trade target, developments in the sector occurred in 2018, UTIKAD's initiatives and share their expectations for the logistics sector in 2019.

Expressing that there were significant developments in foreign trade and logistics sector in 2018, UTİKAD Chairman Emre Eldener stated that the most striking point here was the radical decrease in the volume of imports within the scope of foreign trade, and said, “Our imports in foreign trade decreased to 170 billion dollars and the import and export figures were almost equalized. . What was pleasing here was that we reached the highest rates in export figures so far. Turkey has the largest export destination and NGOs, exporters, manufacturers, focused on trying to get better results in all organs of the public. It is seen that it will reach much higher figures in the next 4-5 years. This situation is very promising. ”

THE SIZE OF THE LOGISTICS SECTOR 372 BILLION TL

Following the Eldener speech, “The size of the Turkish logistics industry was 2017 billion TL in 300. According to the evaluations made by PwC (PricewaterhouseCoopers), the size of the sector in 2018 is 372 billion TL. This figure corresponds to 12 percent of GDP. This shows that the logistics sector is a sine qua non for Turkey's economy.

When the transport method according to the value of goods In the 2018 examined 65 percent of transport by sea, transport by airline percent 12, 22 percent of transport by road, while transport by rail was recorded rate 1 percent. However, looking at the transportation method made in terms of tonnage percentages 89 sea transportation, overland transportation 9 percent, air transport and rail transport 1 percent took place as 1 percent.

In import and export total container handling, there was a significant decrease in TEU basis compared to the previous year. While more than 2007 percent increase was observed in the 2017-year period from 10 to 60, when we added the figures of the last two months of 2018, there was a decline approaching the value in 2015. The most important reason for this was the decrease in imports. This decrease in imports has also significantly affected the number of seaway imports. 24 percent of export containers handled in ports of Turkey imports 48 percent, 15 percent of transit, if we see that 13 percent of cabotage. Turkey, the number of containers due to its geographic location and port infrastructure in particular has the potential for much higher figures in the transit transport interests. With simplification in customs processes, we can use Turkish ports as a very serious transfer port for transportation between third countries.

After 2012, there has been a serious decrease in the transportation of railways in tons / km. This decline actually shows us our losses in the Middle East. Due to the closed lines, railway was less preferred in European transports. However, I think this will change in the coming period.

In terms of Turkey's railway it is seen as an important potential and our infrastructure we're improving with each passing day. It is possible to reach with very suitable numbers. Because this is a goal that the public has set. On the other hand, the railway is the most cost-effective means of transportation after the seaway.

On the other hand, 2018 percent of export transports and 22 percent of import transports were made by foreign vehicles in 34. These foreign plates have a significant share in Turkish road transport. Our cost per ton in exports is very low compared to that in imports. We sell cheap goods and buy expensive goods. Imports fell and we are carrying empty vehicles due to the decline in imports from Europe. Therefore, we need to give importance to the export of high value added goods.

With serious breakthroughs from THY, we are in a considerable place in airline cargo transportation. In fact, THY's goal is to become one of the top five cargo transportation companies in the world in the short term. It is a goal that can be achieved with the introduction of Istanbul Airport. I believe that the tonnage figures that dropped last year will increase again in 2019 ”.

TURKEY logistics performance index # 47

Emre Eldener, "Logistics Performance Index (LPI), which # 2007 by Turkey in 34, but moved up to 2012 in 27. There was a decline after this year. Turkey ranks 2018 in 47. Turkey was in 2012 that the best moment, but we're behind it too. It is not impossible to restore it. The public has also made a re-uptrend into a state policy and determined our place in LPI as a key performance criterion. This means total struggle related to the fall back.

At LPI, customs criteria are the leading factors that bring us down. Factors such as congestion at customs and costs affect this. However, studies on the problems experienced in the customs processes continue. We are good as infrastructure, but unfortunately, there are regressions in international shipping criteria. The quality of logistics services is also one of the headlines that have experienced a decline. There is an increase in the tracking and traceability criteria of the shipments. We attribute this to the industry's rapid adaptation to technology and its accurate assessment of technology's advantages.

An action plan was created in a workshop to raise our place in the Logistics Performance Index. We also brought additional suggestions to the topics identified in that workshop. These;

• Transportation Organizers firms through services of customs brokers, can offer their customers domestic and overseas customs services as a complement to other services
• Changing risk analysis criteria to speed up the process, especially in transit loads
• Establishment of dual education system in logistics sector
• Automatic delivery of summary declaration warehouse approvals via EDI system following the arrival of the cargoes. •

SERVICE EXPORTERS 42 FIRM MEMBER

TIM by Eldener stating that each year determined by Turkey's 500 largest service UTIKAD member of 42 from exporters, "that five years later exporter of services from 150 billion dollars forecast said and Services Exporters in one of the sectors most will develop within the sectors covered by Union de Transport and logistics industry. Currently, the total service export of 500 major service exporters is approximately 23 billion dollars and 2,4 billion dollars of this is provided by 42 UTIKAD companies. This figure does not fall, it increases after that. We also take an active role in the management of the Service Exporters Association. ”

COST OF TIR TAILS IN KAPIKULE MORE THAN 35 MILLION EUROS ANNUAL

Stating that the problems in Kapıkule are discussed every year, but still not reached the desired stage, Eldener said that they were talking about this issue during their meeting with Vice President Fuat Oktay last year and continued as follows; “We, the logistics, talk to the TIR queues at Kapıkule. In fact, when the issue is solved, the most relaxed are exporters. The average waiting time of each vehicle is two days on weekends. The daily delay of a vehicle costs 150 Euros. 2 thousand 450 vehicles pass through Kapıkule per day. If it goes weekly due to waiting, 735 thousand Euros. This results in an annual cost of more than 35 million Euros. This is the loss of all of us, loss of national income. But the issue is beyond that. Customers in Europe cannot be guaranteed on time delivery. Service is provided in the quality of the service received in Kapıkule, that is, the quality of service decreases. This also causes loss of customers, investors and competition. ”

Mentioning the airport, which is planned to be moved on March 3, President Eldener stated that the rents received per square meter are 100 Euros and that the fees are very high and rents should be determined in TL and that they are in negotiation with the authorities on this matter.

TİO REGULATIONS

In the continuation of his speech, Eldener said, “The way of carrying out the organizers of the Transport Affairs Organizations was put into a framework with the Regulation on Transport Affairs Organization. The framework for how the work will be done was drawn up by the public, and it was determined by legislation that it will become operational on January 1. However, a one-time authorization certificate fee was requested to obtain this document. After that, we asked the Ministry of Transport and Infrastructure to postpone the entry into force of the Regulation on Transport Affairs, due to the difficulties that our small and medium-sized companies will face in paying the high authorization fee of 150 thousand TL, and our request was deferred for six months. However, we continue to convey our requests to the public to reduce this high document fee to a symbolic figure, which will disrupt the financial balance of thousands of companies. ”

PREVIOUSLY TRANSFORMATION SUMMIT WILL BE IN SEPTEMBER

Stating that the logistics sector is a sector that is close to technology, Eldener said that the “Future Logistics Summit” held in September 2018 was highly demanded from the sector and stakeholders and said, “Next year, in September, it will be the 'Transformation to the Forward Summit'. I give you ”.

ER WE THINK THAT WE NEED CREATING SYNERGY WITH STAKEHOLDERS “

Underlining that UTİKAD paid great attention to meeting with industry stakeholders in 2018, Emre Eldener said, “We think that the synergy created with our industry stakeholders has contributed positively to our country's economy. Especially Chamber Turkey created by customers of the logistics industry and Commodity Exchanges (TOBB), Istanbul Chamber of Commerce (ITO), Foreign Economic Relations Board (DEIK), the Association of Independent Industrialists' and Businessmen's Association (MUSIAD) our relationships with institutions such as very important for us. Because we believe that we will go hand in hand, shoulder to shoulder with our exporters, importers and business people carrying out foreign trade activities both in our country and in the world. ”

EXPECTATIONS IN 2019

Eldener ended his speech by explaining his expectations of 2019 and listed these expectations as follows:
• Improvement of logistics and customs processes to improve LPI criteria
• Transit trade is facilitated and Turkey gets the share it deserves
• Enactment of the new Customs Law to speed up customs processes and reduce bureaucracy.
