Purpose, Scope, Basis and Definitions

Goal

ARTICLE 4 - (1) In this Regulation;

Conditions to be made in appointments without being subject to promotion examinations

ARTICLE 6 - (1) The appointments to be made to internal auditor and legal counsel staff are not subject to promotion examinations. However, the following conditions shall be sought in the appointments for these titles, provided that they have at least the service life specified in subparagraph (B) of Article 657 of the Civil Servants Law No. 68:

a) In order to be assigned to internal auditor staff;

1) To be a graduate of the Faculty or at least 4 annually,

2) Having worked as a de facto officer at the General Directorate for at least two years in civil servant or contracted status,

3) To fulfill the requirements of the General Investment and Finance Program of the State Economic Enterprises and Subsidiaries of the year,

b) In order to be assigned to the legal counsel staff;

General conditions to be searched for the results of the promotion exam

ARTICLE 7 - (1) Appointments to be made in the form of vacant positions provided that the vacancy or position is to be assigned;

a) To have the conditions sought according to the clause (B) of 657 of the Civil Servants Law No. 68,

b) To have worked for at least six months within the Company,

c) To be successful in the written and oral exams,

Special conditions to be searched for the results of the promotion exam

ARTICLE 8 - (1) The following conditions shall be sought in appointments which are not directly related to the center and shall be subject to the examination subject to increase in office:

e) To be appointed as the manager (depot manager);

1) To graduate from the departments of engineering, metallurgy, electrical, electronic, electrical-electronics, energy systems, industry, mechatronics, rail systems of engineering faculties or four-year colleges,

Conditions to be called by the title change

ARTICLE 9 - (1) In addition to the title change exam, the following conditions are required:

a) To be appointed as architect, engineer and statistician;

1) To graduate from related departments of universities,

b) To be assigned to the position of translator;

1) To graduate from related departments of universities,

2) To be graded at the level of (A) of the Foreign Language Test in the last five years as of the application deadline (YDS).

c) To be appointed to the teaching staff;

1) To be a graduate of the Faculty or at least four years of college.

2) At least twelve years of service,

ç) to be appointed to the position of marketer;

1) To be a graduate of the Faculty or at least four years of college.

d) to be assigned to the programmer position;

1) To be graduated from faculties or colleges providing computer programming education,

e) To be appointed as a psychologist;

THIRD PART

Basis of Examinations and Title Change Exam

Announcement and application

ARTICLE 10 - (1) Exams to be held for the promotion or title change shall be made on the dates deemed appropriate by the institution, taking into account the staff status and needs in the central and provincial organization of the institution.

(2) The positions or positions to be assigned by appointment or change of title shall be announced at least thirty days before the written exams. The personnel carrying the qualifications sought as of the last day of the application date specified for the announced cadres may apply for only one of the different title positions or positions with which they meet the application conditions.

(3) Applicants who are using the permits granted under the relevant legislation, including those not included in their monthly track, may also apply.

(4) In the announcement;

a) Unit, title and number of the positions and positions to be assigned,

b) Conditions to be sought in the application,

c) Place and place of application,

ç) Start and end dates of the application and other matters

takes place.

(5) Personnel of other institutions and those who are within the nomination or trial period cannot apply.

(6) Application period is determined as at least five working days. Whether the applicants have the necessary conditions are examined by the Human Resources Department and the requirements are announced on the official website of the institution. Candidates who are eligible for the exam are given the entrance exam.

Written examination

ARTICLE 11 - (1) Headings related to written exams and title changes are determined according to the nature of the task to be assigned and are included in the announcement. (2) Written exam is evaluated over a hundred points. Those who score at least sixty points in the written exam are considered successful.

Oral examination

ARTICLE 12 - (1) Candidates who get at least sixty points in the written exam shall be taken to the oral examination until the five-fold number of the announced number of candidates starting from the candidate who gets the highest score. All of the staff with the same score as the last candidate are taken to the oral exam.

(2) Related personnel, by each member of the examination board;

a) The level of knowledge about exam subjects,

b) Comprehending and summarizing a subject, ability to express and reasoning power,

c) The appropriateness of the qualification, representation ability, attitudes and behaviors for the task,

ç) Self-confidence, persuasiveness and credibility,

d) general culture and general ability,

e) Openness to scientific and technological developments,

Based on the face is evaluated over the full score. The verbal score of the staff is determined by taking the arithmetic average of the points given by each member. Those who have scored at least seventy points in the oral exam are considered successful in the oral examination.

Success ranking

ARTICLE 13 - (1) Achievement score is determined based on the arithmetic average of the written and oral exam scores and announced on the official website of the institution.

(2) If success scores are equal, respectively;

a) Those with a longer service life,

b) Those who have completed their higher education,

c) For those with higher education graduation grades,

by giving priority, the success sequence is determined starting from the highest score.

(3) Although they are successful in the job promotion exam, the number of personnel who cannot be appointed due to the number of positions and positions announced is determined as a substitute in the list of success rankings if required by the General Directorate.

(4) In case of preference by the General Directorate, the appointments are made according to the preferences of the relevant personnel based on the success ranking.

Assignment by appointment or change of title

ARTICLE 14 - (1) Assignment of vacancies or positions shall be made within three months according to the scores of the success ranking determined starting from the highest score following the finalization of the list of the success ranking of the qualified personnel.

(2) Assignments are made according to the preferences of the relevant personnel on the basis of the success ranking, if the General Directorate has been selected for the positions and positions to be assigned in the examination announcement.

(3) announced positions or positions;

a) the exams are invalid or their appointments are canceled because they do not have the conditions of appointment;

b) for the following examination to be held for the same title and positions with the same title, not exceeding six months from the date on which the order of success is finalized, for reasons of retirement, death, withdrawal or expulsion from the civil servant, transfer to another title or positions or to another institution; until the announcement, if it is determined by the General Directorate in accordance with the third paragraph of Article 13 of this Regulation, appointments may be made according to success ranking among the reserves.

(4) Those who fail to participate in the promotion examination for any reason or who have not been appointed until six months after the submission of the next exam within six months or who have waived their right of appointment for any reason are subject to the procedures and principles specified in this Regulation for appointments to the same title or positions. .

Assignments to positions subject to title change

ARTICLE 15 - (1) 5 is subject to the positions subject to the title change mentioned in the second paragraph of the article, the appointment of the personnel who have suffered these titles, according to the success of the title change exam within the framework of the procedures and principles specified in this section.

(2) The title change is made on written exams, the fields of duty and the nature of the assignment.

(3) Those who have completed their doctoral studies within the scope of this Regulation may be assigned to the duties that are subject to education without participation in the title change examination.

(4) Those who score at least sixty points over a hundred points in the written exam are considered successful.

(5) Only the staff of the General Directorate can apply for the tasks under the title change exam.

(6) In this examination; The duty of having a service for a certain period of time is not required for the duties which are not related to the General Directorate or educational status.

Examination Board

ARTICLE 16 - (1) Examination Board is formed with the approval of the General Manager.

(2) An examination board consisting of five members is established to carry out the procedures related to the promotion or change of title. The examination board consists of five people, headed by an Assistant General Manager to be appointed by the General Manager, the Head of Human Resources Department and other members at the branch manager level. In case of need, members or members can be assigned to the committees from among public officials. In addition, five substitute members are elected by the same procedure. The Board convenes with the full number of the members, decisions are taken by majority of votes and no abstaining votes are cast. The substitute member participates in the meeting where the main member is absent.

(3) The members of the examination board cannot be at a lower level than the ones who will be taken for the exam, except for the postgraduate studies, and the titles they are studying and their titles.

(4) If the examinations of the chairman and members of the examination board are found to be accompanied by the blood and relatives of the spouses up to the second degree (including this degree), these members or members shall be removed from the membership of the examination board and replaced by the alternate members.

(5) Secretariat services of the Board are carried out by the Human Resources Department.

Duties of the Examination Board

ARTICLE 17 - (1) The duties of the Examination Board are:

a) To carry out a written examination or to take a written exam for a change in title, or to carry out oral examinations,

b) To determine the topics of written exam, to prepare or prepare the exam questions,

c) To announce the test takers and test results,

ç) Examining the objections to the examination results or examining the exam institution and making a decision,

d) To carry out other procedures related to the examination.

Examinations invalid

ARTICLE 18 - (1) Those who make a copy in the exam, who give a copy, or who give a sign to the exam papers are removed from the examination hall and the exam papers are considered invalid.

(2) In the event that it is understood that another person has taken the exam instead of the candidate to take the exam, the examination of the related person shall be deemed invalid by a written report.

(3) Those who do not take the exam for whatever reason are deemed to have lost their rights.

Disclosure of the results of the examination and appeal

ARTICLE 19 - (1) Exam results will be announced on the official website of the General Directorate within five working days from the date of the exam. The concerned persons can object to the examination results within five working days after the announcement date. Objections are examined by the examination board or examined by the examination institution. The results of the examination shall be notified to the concerned parties in writing within five working days at the latest from the date of the objection to the General Directorate. The decision on the objection is final.

(2) As a result of the objection in the written exams, the questions that are concluded to be inaccurate by the examination committee shall be canceled and accepted by all applicants.

Evaluation and appointment of the test winners

ARTICLE 20 - (1) The right of appointment of those who have not started within the period stipulated by the legislation shall terminate their duties related to the positions or positions they are entitled to be assigned to, including those who are not in their monthly leave.

(2) Persons who have received the examination for the promotion or change of title, but lose their right to be appointed in writing in writing in case they do not want to be appointed for any reason by applying to the competent authority.

(3) Candidates who are successful in the exams and title change exams cannot obtain this title as earned rights unless they are assigned to their positions.

Storage of examination documents

ARTICLE 21 - (1) The documents related to the examination of those who succeed in the exams are kept in the personal files of the relevant persons. The other documents shall be kept in the Human Resources Department for at least one year until the next test to be held.

(2) The examination documents that are subject to the case are kept until the judicial process is finalized.

CHAPTER FOUR

Miscellaneous and Final Provisions

Transitions between task groups

ARTICLE 22 - (1) Transitions between task groups, except those who work in the titles listed in Annex 399 Decree annex X, shall be made within the framework of the following principles:

a) Within the same task group; For the request of the relevant personnel and the staff / position to be assigned for the task and to be fulfilled for the fulfillment of services and services required to have certificates such as the license, other tasks can be appointed without examination.

b) Transitions between sub-groups and upper groups are subject to promotion exams. However, appointments can be made without prior examination in terms of having the necessary certificates and qualifications required for the fulfillment of the education and services sought by this Regulation and the duties and duties that are in the same level with the duties and duties that are at the same level in public institutions and organizations.

c) Transitions between the positions subject to title change and the transitions between these titles are subject to the title change examination for the title. However, those who have completed their doctoral studies from the staff within the scope of this Regulation may be assigned positions related to titles that have been contracted by education without taking the title change examination.

ç) Personnel who complete the doctorate degree and who have completed their doctoral studies, have the total service period for the duty to be appointed and have the necessary certificate, license certificate to fulfill the education and service sought in this Regulation, and sub-tasks can be assigned without examination.

Examinations for people with disabilities

ARTICLE 23 - (1) Necessary measures are taken to carry out the examinations of persons with disabilities who fulfill the required conditions and who can perform the assignment.

Acquired rights

ARTICLE 24 - (1) In the titles within the scope of this Regulation, those who previously served in the titles of the same title shall not be required for the sub-duty requirement and duration of the examination.

Circumstances without provision in the regulation

ARTICLE 25 - (1) In cases where there is no provision in this Regulation, the provisions of the General Regulation on the Principles of Promotion and Title Change in Public Institutions and Institutions shall apply.

Exceptional learning

PROVISIONAL ARTICLE 1 - (1) Those who are employed in 18 / 4 / 1999 and have a two-year higher education degree as of the same date, are considered to be a four-year higher education graduate in terms of the application of 6 and 7 if they have other conditions.

Force

ARTICLE 26 - (1) This Regulation shall enter into force on the date of its publication.

ARTICLE 27 - (1) The provisions of this Regulation Republic of Turkey State Railways Transportation Co. The General Manager executes.
