CHP's Bekaroğlu Ask the Minister about İyidere Logistics Center

CHP Istanbul Deputy Mehmet Bekaroglu, Rize Iyidere Logistics Center, what is the fate of the Transport, Maritime Affairs and Communications Minister Ahmet Arslan asked.

The question presented by Bekaroğlu to the Presidency of the Parliament is as follows:


I would like to answer the following questions in writing by the Minister of Transport, Maritime Affairs and Communications, Ahmet Arslan.

Rize Iyidere Logistics Upper Center Project, which has been expressed by the ministers and MPs of the AKP Government since 2013, has not been able to reach a consensus since the first day. Expressed as Turkey's largest logistics center project, the Eastern Black Sea was called in 2014 Industrial Center. It was stated by Hasan Karal, Rize deputy of the period, that the project was approved by the Council of Ministers and that the İyidere valley was declared as a logistics area and a commercial port was on the agenda in front of the logistics area. In the same year, the cabinet was modified, and the harbor, which extends from Iyidere Bridge to Iyidere center, as well as the Logistics Center project, was claimed to be cost-effective by the new Customs and Trade Minister.

In another statement made in 2015 about the project, it was noted that the project was called the Eastern Black Sea Industrial Center, the sea would be filled for the project and the expropriations should be done as soon as possible.

In the 2016 year, the tender was changed to Iyidere Logistics Center by AKP Rize Deputy Hasan Karal. In the same statement ere İyidere Logistics Center until this time; 257.500,00 / 800 scale verse and 310 / 1 scale application zoning plan proposal, Eastern Black Sea industrial development region feasibility report, geological-geotechnical study report and ground study reports were prepared. The projects to be carried out with the finalized project tender are as follows; draft general plan preparation, preparation of numerical modeling report, preparation of geotechnical survey report based on drilled engineering calculations, final projects, preparation of technical specifications and approximate costs, preparation of 5000 / 1 scale and 1000 / 1 scale implementation zoning plan and EIA research . 5000 is the day of work, iş he said.

Prime Minister Binali Yildirim, who attended a ceremony on the Ovit Tunnel in January 2017, mentioned the project for which the name was called, but not his, even the tender was made. On March 2018, Minister of Youth and Sports Osman Aşkın Bak, AKP Deputy Chairman Hayati Yazıcı, Rize Governor Erdoğan Bektaş, AKP Rize Deputies Hasan Karal and Hikmet Ayar met with Minister of Transport, Maritime Affairs and Communications Ahmet Arslan in Ankara. As a result of the meeting, it has been stated that the 800 turning sea fill will be done by the AKP Rize Deputy Hasan Karal for the logistics center.

In April 2018 history, it is stated that Denar, which was alleged to have taken the project previously for the project mentioned earlier by the AKP Rize Deputy Hasan Karal, did not deliver the project in 2017, therefore it will be re-tendered in October and November. In the statement stating that the works will be started after the tender, the first tender price of the project is also expressed as 450 trillion.

In the 2015, 2016, 2017, 2018 investment programs, Rize Governorship 2018 investment program and the Ministry of Transport, Maritime Affairs and Communication, the project was not mentioned in any way. Among the investments of the Ministry of Transport, Maritime Affairs and Communications, the only investment for Rize İyidere appears to be Rize İyidere Logistics Port Survey-Project works.

In this context;

1-May 2016 is the tender given by the Rize Iyidere Logistics Center, or Eastern Black Sea Industrial Center Project? If the tender is really made, how has the tender been; How many firms have joined? Now it is claimed that the tender has been canceled and the new tender date is given. If so, who, by what, and with what grounds has it been canceled?

Does 2-Rize Iyidere Logistics Center or Eastern Black Sea Industrial Center project really exist? If so, what are the details of the project? Will the project not be included in the 2018 Investment Program will be included in the Investment Program for the year 2019?

3-What do you think about the allegations for the project which has been on the agenda for a long time? Will the project really be implemented, or is it constantly on the agenda to conserve the electorate before the election?
