Energy, health and transportation sectors were discussed at the “Role of Public Procurement in Technological Transformation: Domestic and National Production Conference” organized by Ankara Chamber of Commerce (ATO).

Science, Industry and Technology Minister Faruk Concise ATO under the auspices of the Public Procurement Local Content and Commercial Cooperation conference was organized by the Special Commission, Turkey Union of Chambers and Commodity Exchanges (TOBB), was held at the Conference Hall.

In the session titled “Domestic and National Production Move” moderated by TOBB President Rifat Hisarcıklıoğlu, the undersecretaries of five ministries were brought together. Undersecretary of the Ministry of Health Prof. Dr. Eyüp Gümüş stated that they will establish a central procurement system in healthcare and that they will establish a "Health Supply Office" similar to the State Supply Office. Explaining that they will meet the needs of hospitals through the Health Supply Office, Gümüş said, “Health Supply Office means Health Market. Currently, we are trying to buy goods by making tenders with approximately 3 thousand buyers in all our hospitals. We said we should develop a central procurement system. He said, "All hospitals and physicians should not bother with purchasing." Stating that they want to increase the purchase of domestic goods with the Health Supply Office, Gümüş said, “We will check the quality of local products at the quality laboratories in TOBB and Bilkent. If there is a domestic product of the same quality, we will buy it first. "We want to do the same in medical consumption," he said. Stating that the imports of the public sector are subject to the permission of the Ministry of Economy, Şenel added that they support investments that will provide technological transformation.

Fatih Dönmez, Undersecretary of the Ministry of Energy and Natural Resources, emphasized the importance of localization in the energy sector and stated that they will form the Advanced Technology Education Center. Yilmaz Tuna, Deputy Undersecretary of the Ministry of Development, pointed out that the construction materials used in the construction were imported from the door to the hinge and emphasized that the products that lead to the current account deficit should be localized. Noting that one of the most important shortcomings is a lack of coordination, Tuna stated that a public procurement committee should be established, a joint procurement mechanism should be developed between institutions and public procurement plans should be shared with the public.

The moderator of the first session of the conference titled “Public Procurement Mechanisms for Technological Transformation in Domestic Production and Industry” was Kemal Kaya, Advisor to the Ministry of Science, Industry and Technology. Yücel Süzen, Head of the Public Procurement Coordination Department of the Ministry of Finance, General Directorate of Budget and Financial Control, stated that 90 percent of public procurements are made through open tenders, 2 percent directly and 8 percent under confidentiality, and that the state attaches importance to transparency in purchases made. told. - PUBLIC PURCHASES IN ENERGY, HEALTH AND TRANSPORTATION SECTORS

ATO Board Member and Commissioner Ziya Kemal Gazioğlu moderated the second session titled “Public Procurement in Energy, Health and Transportation Sectors”. Züfer Arslan, Head of the Investment Models Department of the General Directorate of Health Investments of the Ministry of Health, stated that they are trying to produce products that are not produced and that serious steps have been taken in the production of local vaccines. Sebahattin Öz, Deputy General Manager of Renewable Energy of the Ministry of Energy and Natural Resources, stated in his speech that they encourage the industrialists in the power plants established and that the ecosystem is important in the sector. Mehmet Şamil Kayalak, Deputy General Manager of Infrastructure Investments of the Ministry of Transport, Maritime Affairs and Communications, stated that sustainability in the sector should be ensured and they plan to increase the current localization figures to 60-65 percent.
