Experts Explained the Natural Disaster in Izmir

Prof. DEU Institute of Marine Sciences and Technology. Dr. Şükrü Beşiktepe and Prof. Dr. Gökdeniz Neşer evaluated the “sea swell” in İzmir. The experts said that the incident is a result of climate change and said that the intensity of such floods can be reduced by the circulation and navigation channels to be opened in cooperation with the Metropolitan Municipality and TCDD.

The severe storm in Izmir last Thursday and the subsequent sea swell attracted all attention to global warming. While the wavelength of 4 meters and the wind power up to 103.3 kilometers brought the heart of the people of Izmir, a surprise solution came from the experts: Circulation and navigation channels to be opened in the bay can prevent the rise at sea level.

Water entering the bay can not come
Stating that sea blistering, which negatively affects urban life, is a result of global climate change, Dokuz Eylül University, Institute of Marine Sciences, Faculty Member. Dr. Şükrü Beşiktepe stated that they have started to observe an event observed in Izmir every 20 years recently every 5 years. Pointing out that a similar incident occurred in 2012, Beşiktepe said, “Severe winds accumulate the Aegean Sea waters into the Gulf and thus raise the sea level. However, atmospheric pressure dropped from 20 milibars in 30 hours that day. This drop caused the sea level to rise. With IZSU, we reach this information with the data we receive from the meteorological measurement stations we have installed at 5 points of the Gulf. This event is a result of climate change. ”
Stating that methods such as embankment on the seashore or reduction of the water stay time in the bay can be considered as a solution. Şükrü Beşiktepe said, “But it is not logical to draw a wall to Kordon. We discussed many issues at the 'Global Climate Change' symposium organized by IZSU. The circulation and navigation channel that İzmir Metropolitan Municipality wants to open in cooperation with TCDD is very important in this sense. When these channels are opened, the residence time of the waters in Izmir Bay will decrease. This can prevent floods. Because of the structure of the Izmir Bay, the water that comes in cannot come out. For this reason, the threshold between the inner Gulf and the middle Gulf must be lifted. Izmir will start to see such events frequently due to climate change. The circulation and navigation channels to be opened can be a solution against the floods caused by the swelling of the sea. ”

Unity against climate change
Dokuz Eylül University, Institute of Marine Sciences and Technology. Dr. Gökdeniz Neşer stated that efforts for adaptation to climate change primarily depend on a good understanding and correct definition of the rapidly changing dynamics in the region and added:
“İZSU also showed its sensitivity to this issue in the international congress titled 'The Effects of Climate Change in Coastal Cities' in 2014. It continues its works on this subject with the projects it has put into practice. We are developing models that instantly interpret the data obtained from 5 different stations that instantly measure the weather and sea conditions we have established around the Gulf. It is useful to emphasize the importance of dredging works to prevent excessive shallowness of the Inner Gulf and to direct the incoming water to the water rapidly by strengthening the currents that slow down due to this shallowness. At this point, the works of both İZSU and TCDD will produce great benefits. Adaptation to climate change requires cooperation. Everyone should do their best. For example, the projects and investments of the Metropolitan Municipality to reduce carbon emissions are very important in this respect. ”

Two channels will be opened in the bay
The Izmir Bay and Harbor Rehabilitation Project, carried out together with the Izmir Harbor operator of the Izmir Metropolitan Municipality, TCDD, which wants to prevent shallowness in the Gulf and make it “swimable” again, envisages two separate channels.

İzmir Metropolitan Municipality İZSU General Directorate is preparing to open a circulation channel at 13.5 kilometers long and 8 meters deep on the northern axis of the Gulf. According to the project, the TCDD will scan a navigation (port approach) channel with 12 kilometers length and 17 meter depth on the southern axis of the bay. Through the canal along the southern axis, clean water access to the Gulf will increase. Circulation channel to be formed on the north axis will also increase the flow rates in this region. Water quality and biodiversity will be improved. At the same time, the capacity of the Port of Izmir will increase and the new generation will begin to serve the ships.

What does Izmir Metropolitan Municipality do against the negative effects of global climate change?

Rainwater line against flood risk
Izmir Metropolitan Municipality, 2004 - 2017 250 million pounds investment between the 443 mile long rain water line was laid. In 2018, a new rainwater line of 100 kilometers was planned. The main objective of these works carried out by the General Directorate of İZSU is summarized as m reducing the increasing load of wastewater lines in extreme precipitation İZ. With the “second line taşın works concentrated in the ayr flood risk su areas of the city, the waste water and rain water carried with the“ unified system “are separated so far in order to bring the rain water accumulated in the low streets and streets to the sea or creeks in a short time. Channel waters are transferred to collector lines and rain water is transferred directly to the sea or streams with the new line. In this way, the load in the main line is mitigated to prevent congestion and flooding in excessive rainfall.

5 station established in the Gulf
Izmir Metropolitan Municipality İZSU General Directorate signed a contract for the modeling project in 2011 with DEU Institute of Marine Sciences and Technology; Karaburun, Bostanlı, Foça, Passport and taban automatic meteorological measurement stations ına to the shores of Guzelbahce have installed Pas current measurement devices çe into the sea floor. While the study provided scientific data about the Gulf, the model was the basis for coastal design and engineering applications.

2050 plan ready
İZSU has prepared a hazırla Drinking Water Master Plan “to prepare the city against global climate change and to create a new road map against possible water shortages in these districts. According to the population of 2050 year, the existing underground and surface water sources were determined and their potentials were determined. In the following years, the economic and technical conditions of the new facilities, which need to be established, were determined by determining the water demand that might occur. Within the framework of the i Drinking Water Master Plan “, water transfer facilities were explored from the center of Izmir to the surrounding settlements and the locations where new dam investment could be made were determined.

International Symposium on Climate Change
Izmir Metropolitan Municipality IZSU General Directorate organized an international symposium on “The Effects of Climate Change on Coastal Cities” in 2014. In the final declaration published after the symposium, the following views were summarized: “When designing sea and coastal structures, sea-coastal structures-coastal city infrastructure components should be considered together, wind and wave statistics should be made. Possible floodplains and areas where floods are likely to be used should take advantage of geographic information systems based on historical data. A life culture that will prevent climate change should be developed. Public transport should be preferred over private vehicles. Energy and water savings should be adopted and implemented. Studies should be carried out to understand the behaviors of nature with scientific observations and models ”.

Reduced carbon emissions in the city
Izmir Metropolitan Municipality became a party to the European Union Mayors' Convention to reduce carbon emissions in the city until 2020, and in this context, investments in renewable energy resources were focused on. Rail system lines have been activated, which will greatly reduce exhaust emissions. New buses and steamers with green green engines were purchased. Electric buses joined to Izmir transportation. Karşıyaka The tram was put into service; Konak Tram works came to the last stage. In 2004, the 11 mileage was increased to the rail system network 165 mileage. Until 2020, the city's rail network is targeted to reach 250 kilometers. In addition, the new passenger ship 15 and 3 ferries, which have a minimum emission of exhaust gas for maritime transport, were purchased.

Izmir Metropolitan Municipality also completed the Izmir Transportation Master Plan for 2030. With the plan, despite the increasing population and number of vehicles, it is aimed to reduce the carbon emission in peak hours by 18 percent. According to the plan, the city's rail system network is expected to increase to 12 km in the next 465 years.

Against flood risk
Izmir Metropolitan Municipality ranked first among 2020 international projects within the scope of X HORIZON 39 UM which is the highest budgeted grant program of the European Union.

“HORIZON 2020-Smart Cities and Communities Program”, for the solution of problems such as climate change in cities, uncontrolled urban growth, flood-flood risk, food and water security, loss of biodiversity, deterioration of urban natural environment, rehabilitation of dirty-abandoned-idle urban areas. aims to develop "nature based solutions".

Green mobilization
Izmir Metropolitan Municipality, the city's most important water resource to protect the Tahtalı Dam and Basin and the city's lungs to increase the green mobilization launched by 1 million 70 thousand seedlings reached. With the work of Izmir Metropolitan Municipality and İZSU, over 14 years, 15.4 has gained more than one million square meters of green space. The amount of green space maintained in 2017 has exceeded 16.3 million square meters.
