As a result of the objections made to the first Havaray tender of Istanbul, a total of 2 companies, including Alsim Alarko and Doğuş İnşaat, which made the lowest 4 bids, were out of order.
Istanbul Metropolitan Municipality (IMM), 15 kilometers long Sefaköy-HalkalıIt was put out to tender for the construction of Başakşehir Havaray Line on January 12, 2017. Alarko Alsim, Doğuş İnşaat, Yapı Merkezi, KMB-Çeçiler, Cengiz İnşaat, Gülermak – Nurol, Güryapı entered the tender. 7 companies participated in the tender, 6 companies submitted bids, Güryapı withdrew.
Alsim Alarko submitted the lowest bid with 1 billion 292 million TL for the construction of the line and the purchase of vehicles. The second lowest bid came from Doğuş Construction company with 1 billion 369 million TL. Alarko Alsim, who submitted the tender with the lowest bid, kazanit was announced. However, appeal applications were made to the Public Procurement Board (KİK) regarding the tender.
KMB Metro İnşaat-Çelikler İnşaat İş Ortaklığı argued that the economically most advantageous first and second tenderers' extremely low bid descriptions were not suitable. It has been suggested that wages are below the minimum wage. Evaluating the claims of the appealing partnership, the JCC did not find the allegations regarding excessively low bid disclosures. In the examination made within the scope of the principle of “equal treatment”, when the information in the Trade Registry Gazette that Alsim Alarko has a total of 10 shareholders and submitted within the scope of the proposal file, it was stated that this proposal should be excluded from the evaluation in accordance with the legislation.
ONLY TWO COMPANIES
The Authority concluded that Cengiz İnşaat A.Ş.'s offer should be excluded, as it does not provide the minimum amount of work experience. Judging that the listed violations of the legislation can be eliminated with corrective action, KİK, Alsim Alarko, KMB Metro İnşaat- Çelikler İnşaat Joint Venture decided that the offers of Cengiz İnşaat A.Ş should be excluded from the evaluation and the tender procedures after this stage should be carried out again in accordance with the legislation. Doğuş İnşaat, one of the companies that made an objection, also applied to the GCC.
The KİK determined that Doğuş İnşaat, who made the objection, used a lower amount than the required exchange rate, and that the analysis price would exceed the bid when appropriate currency conversion was made. Thus, Doğuş İnşaat was excluded from the evaluation with the decision of the GCC. It was decided that the tender procedures after this stage should be carried out again in accordance with the legislation.
As a result of the GCC decisions, a total of 2 companies, including the 4 companies that submitted the best two bids, were excluded from the tender. The offers of Gülermak + Nurol and Yapı Merkezi remained.
