• Infrastructure Targets and Recommendations: 10.000 Km new high-speed railway line, 4.000 Km new conventional railway line is planned to be constructed.

• Business and superstructure targets and recommendations:

Renewal of the vehicle park: 180 YHT Set, 300 Locomotive, 120 EMU, 24 DMU, ​​8.000 Wagon will be supplied. The development of the rail vehicle industry will be ensured. In this context, it is envisaged that state aids for entrepreneurs will be increased by introducing at least% 51 indigenous content requirements for the development of street train, subway, light metro, monorail, high-speed train set, tunnel technologies and magnetic train technologies. For this purpose, design and product development, increasing the proportion of domestic parts, design-development in new projects-prototype-mold will be ensured at all stages of production before production.

• R & D Targets and Recommendations: Railroad Institute and Test and Certification Center will be established within the Ministry, University or TUBITAK. Projects will be developed to produce locomotives that can work with alternative energy systems. Projects will be developed for the development of tilting train sets that can operate on conventional lines that will be used instead of classical locomotive + wagon-shaped passenger trains.

Within the scope of these targets and recommendations, our university has presented a project to the State Planning Organization in 2010 for the establishment of National Rail Systems Center of Excellence in Eskişehir and the first part of the project with the budget of 241 million TL with the budget of 150 million TL in the 2012 investment program. Center has been named with the name.

• Construction of test paths with a total length of approximately 100 km to reach 10 km / h for the tests of city rail transport vehicles,

• Establishing workshops and laboratories for static, dynamic and electro-mechanical testing, certification and R & D of towing and towing vehicles,

• Raising scientists, researchers, test and certification personnel in the field of rail systems.

• In Eskişehir, it is planned to establish a campus in the area of ​​rail systems with an education and social facilities.

With the completion of the establishment of the center, the railway systems that will be designed and produced in our country will be fully tested domestically at the international standards, and the activities of the General Directorate of Railway Regulation (DDGM) will be supported, foreign exchange outflow will be prevented.

With the liberalization move in our railways, the conformity and international roadworthiness controls and the roadworthiness of the vehicles, which can be imported and imported from abroad, in terms of life and property safety of our citizens will be tested domestically. As the only test center in the world can reach the 400 km / h speed, service exports can also be carried out by testing service to foreign manufacturers, especially as high speed trains produced in Europe will allow for more detailed tests on the test path instead of the active road.
