Minister Arslan: We have no luxury to waste our resources

Minister of Transport, Maritime Affairs and Communications Ahmet Arslan stated that effective transportation planning is an important issue that combines short-term requirements within the framework of a long-term perspective. Arslan spoke at a panel on global connectivity with transport ministers at the International Transport Form (ITF) 2017 Annual Summit in Leipzig, Germany.

Minister Arslan stated that effective planning is essential for the establishment of the common goal of sustainable transportation systems.

Emphasizing that effective transportation planning is an important issue that combines short-term requirements within the framework of long-term perspective, Arslan said, “These plans have to be handled by discussing and developing an effective planning model for the whole world. Because we do not have the luxury of wasting our resources neither nationally nor internationally. ” he spoke.

“Transportation planning should be considered as a whole”

Stating that social, environmental and economic development should be handled as a whole while making transportation planning, Arslan said:

“As the ministers who have a voice in the world transportation system, I believe we should be inclusive in every respect. Although it is difficult, we should consider social, environmental and economic development as a whole while making our transportation planning. In this sense, we should establish common international and regional policy standards that encourage multimodal and environmentally friendly transportation systems, support technological developments and new generation practices, ensure fair competition conditions, and prioritize safety and security in transportation. ”

Minister Arslan, for the establishment of these standards, regional and international sharing of good practices, uninterrupted access to the areas of cooperation and the continuation of the connection for the continuation of the expansion of good technologies and national and international data sharing is important, he noted.

“In the field of transportation, there are different structures from country to country”

Arslan expressed that there are different structures in the field of transportation from country to country and continued as follows:

“So much so that even the name of the ministry responsible for transportation varies significantly in each country, and the scope and duties of institutions change.
Therefore, the relationship of the ministry responsible for transport within a country to other ministries differs in this context. As a result, there may be political differences in the integration of transnational transportation policies. However, what is certain in every country is the difficulties in co-ordinating the relations of each minister of transport with local administrations. ”

“There is an important role for civil society organizations”

Arslan stated that a new understanding and a new modeling is needed for effective international governance in the field of transportation in the world and that an important role has been played by non-governmental organizations in this interface.

Minister Arslan also added that it is of utmost importance that all other areas interacting with the transport sector in local and regional terms should be handled together and the boundaries of responsibility and authority sharing between the relevant authorities and functional and efficient transportation policies are formed.
