In addition to the written exam, an oral exam requirement was introduced to the cadres appointed through the change of title.

The situation and some administrative supervisors may disagree with certain members of a given union or their personal intimacy. As such, everything in the public, especially in the public hierarchy will be shaken fundamentally. Because where there is injustice, nothing can walk properly. In this case, officials can neither do their jobs nor do the public expect their future expectations. Without merit, the public is not expected to progress and develop. In order to solve the problem, the oral exam requirement must be abolished as soon as possible, and in the oral examination, the notes given in the oral examination; It should be limited to not exceed the maximum score of ± 5 from the grade received in the written examination such as the restriction on oral examination grades in the public procurement.
