For the enlargement of Derince Port, the Governorship did not even see the need for EIA.

For the enlargement of Derince Port, the Governorship did not even require the EIA: 39 thousand square meters of filling will be made to the sea to enlarge Derince Port, whose operating rights have been transferred to a private company for $ 543 million for 400 years. The Governorship of Kocaeli decided that 'Environmental Impact Assessment (EIA) is not required' for the project prepared for filling and bottom scanning.
The Republic of Turkey State Railways (TCDD) bünyesindeyk customized Derince Port name 'Safi Port' has been changed. The Governorship of Kocaeli, on the other hand, decided that "Environmental Impact Assessment (EIA) is not required" for the project prepared for 400 thousand square meters of filling and bottom scanning to the port. In the area in front of the port, a total of 2 thousand square meters of filling will be made, including 212 thousand square meters, then 188 thousand square meters, in 400 years.
Safi Holding, which leased Derince Port for 39 years, took over the management of the port since March last year. Reconstruction started at the port on the D-100 Highway, through which the railway passes. A project was prepared for filling in Safi Port. The 'Safi Port Derince Port Additional Filling and Dredging Project' was submitted to the Governorship of Kocaeli on February 2. In the announcement made on the site of Kocaeli Governorship Provincial Directorate of Environment and Urbanization, it was emphasized that the EIA report was not required for the project.

In accordance with the 17th article of the EIA Regulation, our Governorship has decided that 'EIA is not required' for the Safi Port Derince Port Additional Filling Construction and Dredging Project. 'EIA positive report required'
Hayri Altunok, President of Hereke Environment Association, claimed that it is against the law not to require an EIA report for a huge project. Altunok said: “There is a need for a 'EIA is positive' document for each filling over 10 thousand square meters. A new legislation came out, supposedly that some projects could be exempted from EIA. But these are for public investments. "
