Freedom of Transportation and Freedom in Railways will Fall: Investments will increase with the widespread use of railways, and transport costs will decrease in parallel.
Hakan Orduhan, Member of the Board of Istanbul Chamber of Commerce (ITO), said, “After the liberalization of the railways, investments will increase with the spread of rail use, and transportation costs will decrease in parallel. We are looking forward to the steps for the liberalization of rail transport as a trade community. ”
The sector officials discussed the future of railways in the panel titled “Relief of Railways, Evaluation of Transport and Insurance Law” organized by ITO, International Transport and Logistics Service Providers Association (UTIKAD) and Istanbul Bar Association Logistics and Transport Law Commission.
UTİKAD Vice President Emre Eldener and Istanbul Bar Association Logistics and Transportation Law Commission Chairman Egemen Gürsel Ankaralı hosted the meeting, together with the development of road vehicles and road networks in Europe after the Second World War. Recalling that transportation has improved, he said:
“The share of railways in the European Union (EU), which was 1960 percent in 60, dropped to 1970 percent in 20,1 and 2000 percent in 8,1. When the transportation policies of the last 30 years in the world and the EU are analyzed, it is seen that radical changes have been experienced and the importance given to the railways has been brought to the fore again in this context. Among the primary objectives of the EU transport policies is to increase the railway share to balance the modes of transport. It was concluded that efforts to increase the level of railway transportation should be brought to the forefront in our country, and the highway-based transportation policy was changed and other types of transportation, especially railways, started to be developed. ”

I would also like to remind you that the '64th Government Action Plan for 2016' announced by our Prime Minister also included the completion of the restructuring of TCDD and the liberalization of railway management among the reforms aimed to be implemented within 6 months. ”
Emphasizing that the basis of insurance is important in the liberalization of railways, Orduhan also noted that the significant improvement achieved after the liberalization of air transport would be a good example for the liberalization of railways.
As part of the meeting, the member of the commission that prepared the Turkish Commercial Code. Dr. In his presentation, Kerim Atamer gave information about the provisions to be applied to railways and the need for reform.

In his presentation on the panel, Adem Kayış, Head of the Human Resources Department of TCDD, stated that they have been working on railways for 35 years, and that they have been excited about the liberalization and restructuring since the first expression of the issues on railways.
Commenting on the fact that this study will take place within 64 months in the 2016th Government Action Plan for 6, Kayış expressed his satisfaction for the restructuring and liberalization planned to be completed by June.
In his presentation, Adem Kayış gave information to the participants about the historical development of the railroads and the infrastructure. In the framework of the 2023 vision of the railways, he explained his goals as follows:
“To provide more effective and quality service with affordable cost, to increase the competitiveness of railways, to establish balance in transportation in favor of railways, to increase the share of rail to 10 percent in passenger transport, to 15 percent in freight transport, to provide legal and structural harmony with the EU, within the global railway sector. We want to ensure that the Turkish railway supplier industry is involved, developed and becomes an effective actor. Again, within the framework of our 2023 vision, an investment of approximately 2023 billion dollars is planned until 50. ”
In his presentation, İbrahim Yiğit, Head of the Department of Security and Authorization at the General Directorate of Rail Regulatory Affairs of the Ministry of Transport, gave information about the aim of the liberalization of the railways, the arrangements to be made, the institutional structure of the sector, legal arrangements and the arrangements to be made in the near future.
Stating that the reforms to be made should not be taken only as a liberalization process, Yiğit said, “The aim of liberalization in railways is to provide more effective and quality service with reasonable cost, to increase the competitiveness of railways, to create an independent structure that regulates and controls the sector, and to ensure legal and structural harmony with the EU.
