Kuyucuoğlu from the CHP said: lı With the decision of the Council of Ministers which came into force after being published in the Official Gazette dated April 10 in April 2015, the construction of the rail system of Konya has been transferred to the Ministry. The cost allowances of the projects that were approved for their construction were invested in the bank accounts previously provided by the Treasury. Thus, the Treasury was paid immediately. With this decision, the rail system or metro costs, which are covered from the budget, will be met by the acquirer, ie municipal income and transferred to the Undersecretariat of Treasury accounts. Since rail systems and subways are not usually profitable, the Treasury will not be able to get and receive losses. It is clear that the rail systems and metros that many municipalities try to do with their own means bring serious burdens to our municipalities in terms of cost. However, the decision of the Council of Ministers leads to political distinction between our municipalities and leads to the transfer of additional resources to the AKP municipalities by hand.
CHP Mersin Deputy Serdal Kuyucuoğlu, in the light of this information, asked the following questions to Prime Minister Ahmet Davutoglu:
Cilik What is the total cost of the rail systems and metros of the city of Istanbul, Ankara, Antalya, and finally Konya, which were transferred to the Ministry of Transport, Maritime Affairs and Communications, to the Treasury?
What is the number of rail system and subway projects approved by the Ministry of Transport and submitted to the Council of Ministers for construction? How many of them belong to the governing municipalities, how many of the opposition municipalities?
For example, why was the Üçkuyular, Narlıdere and Üçyol, Buca lines, which Izmir Metropolitan Municipality applied to, evaluated in this context and why were they not taken into the program?
Mersin, which has a population of nearly one million, is larger than most of our cities with rail system. If there is a demand of Mersin province, can you approve the transportation by the Ministry of Transport?
Isn't it just an injustice and discrimination against our municipalities and our citizens living in that municipality?
Do you think that the Treasury resources are used only in favor of a political party and that the taxes collected from citizens are fair in their return to the citizens?
What is the amount of payment from the rail system or metro revenues made to the Treasury accounts so far?
Mr. Prime Minister, even in the investments to be made in our country, while considering the distinction of political party, how do you intend to provide an atmosphere of social peace and tranquility? Ir
