He said that the zoning plans were arranged as 'Turkish Red Crescent Central Black Sea Region Disaster Logistics Depot and Regional Disaster Management Center' usage area.

Keskin said that with the decision taken by the Metropolitan Municipality Council on May 15, this area was transformed into a market area and some non-residential urban workspace by making changes in the 1/5000 scale master development plan and 1/1000 scale implementation zoning plan. :

“This plan amendment, which was suspended on May 26, 2015, has been objected by the Red Crescent Headquarters and Red Crescent branches of nine provinces, namely Samsun, Sinop, Amasya, Tokat, Ordu, Giresun, Gümüşhane, Trabzon and Rize, and Samsun District and Town Red Crescent. However, all objections were rejected by the metropolitan municipal council with the majority of votes on 14 July 2015. We do not understand why the disaster storage area of ​​the region, which has a very strategic importance, has been removed due to the reason why the Turkish nation in the world adopts such an attitude towards an organization that helps the victims and the needy both abroad and at home. "

Keskin stated that an application was made to Samsun Revenue Office National Real Estate Directorate and the Ministry of Finance National Real Estate General Directorate in April and May for the allocation of the area to the Turkish Red Crescent for 49 years.

“The closest disaster logistics warehouses belonging to the Turkish Red Crescent are located in Erzurum and Düzce. Providing more effective assistance and service in case of any emergency in the region will be very difficult and late under current conditions. This center, which is planned to be built, is strategically important for easy intervention to the 1st degree earthquake fault line passing through Ladik and Havza Districts of Samsun, Tokat, Amasya, Çorum and Çankırı. The said zoning plan amendment was made without the permission and opinion of the Turkish Red Crescent. In accordance with the current law, it is necessary to obtain the approval of the relevant institution or organization in the development plan changes. Moreover, in this renovation regarding the disaster storage area, which is a strategic issue that requires expertise, opinion should be obtained from our organization for both science and ethics. Therefore, we will make an application to Samsun Regional Administrative Court as soon as possible for the cancellation of this zoning plan arrangement. "
