For the 3-storey Tunnel Project, the Ministry Decides that EIA is Not Necessary: ​​The Environmental Impact Assessment (EIA) Report of the 3-storey tunnel to be built in the Bosphorus was presented to the Ministry of Environment and Urbanization.

As a result of the evaluation made by the Ministry, it was announced that the 17-storey Grand Istanbul Tunnel Project was decided to be 'EIA not required' in accordance with the 3th article of the EIA Regulation. According to the report submitted to the Ministry, a total of 15 thousand meters of rail systems between İncirli Söğütlü will be built, including 3 thousand on the European Side, 6 thousand 500 meters of 9-mat tunnel length and 500 meters on the Asian Side. The project, which will be built with the Build-Operate-Transfer model and the required time including test times, is planned to last 31 years, and during the construction period, a total of 5 people will be employed, and 2 personnel will be employed.

EIA Report of the 3-storey Grand Istanbul Tunnel to be built in Istanbul was submitted to the Ministry of Environment and Urbanization. The highway lines are 2250 m long single-storey (double tube) highway between Hasdal Junction and Seyrantepe, 2 × 2 tunnel, 3350 m long double-story highway between Seyrantepe and Armutlu, 2 × 2 tunnel, 6500 m between Gayrettepe and Küçüksu. 3-storey highway + metro tunnel in length, 1300 m long double-storey highway 2 × 2 tunnel from Küçüksu, to 2750 m. It will consist of a single storey (double tube) highway 2 × 2 tunnel in length.

PROJECT TESTING TIMES INCLUDING 5 YEARS

The planned 14 station station area can be foreseen as areas where construction sites will be built during the construction phase. As a result of the evaluations to be made on these sites, suitable ones will be used as construction site. There will be two main construction sites, one on European and one on the Asian side. Other construction site sites will be smaller capacity construction sites. Within the construction period of the planned project, the total 2 thousand 800 personnel will be employed. With the commissioning of the project, the average number of 800 personnel will be employed. 5 hours are required during the construction phase and 24 hours are scheduled to be delivered during the construction phase.

No blasting will be carried out in the process of creating the tunnel route. Excavation of the route will be made only by drilling method. Excavation will be regularly transported to storage areas. The project will be built with the build-operate-transfer model. The project aims to connect 6,5 different city rail systems, which are used by 9 million passengers a day, and the main arteries integrated with the fast metro. Thanks to the project that will shorten the journey time between Asian and European sides of Istanbul, Söğütlüçeşme from İncirli will be reached in 40 minutes by fast metro; From Hasdal Junction to Ümraniye Çamlık Junction, it will be 14 minutes by car. In tunnel, rail systems, Başakşehir-Bağcılar-Bakırköy Metro, Yenikapı-Aksaray-Airport Metro, Kabataş-Bağcılar Tramway, Topkapı-Sultançifliği Light Metro, Mahmutbey-Mecidiyeköy Metro, Yenikapı-Hacıosman Metro (Taksim Metro), Üsküdar-Ümraniye-Çekmeköy-Sancaktepe Metro, Kadıköy-Kartal Metro will be integrated with Marmaray and Suburban connections. As a result of the evaluation made on the file submitted to the Ministry related to the project, in accordance with the 17th article of the EIA Regulation, the decision of 'Environmental Impact Assessment is not required' was made for the 3-storey Grand Istanbul Tunnel project. Following this decision, the tender process for the project is expected to start in the coming days.

UNDER THE REGULATION, 5 WILL NOT BE STARTED IN THE YEAR

In the 17th article of the Environmental Impact Assessment Regulation, there is a regulation regarding the 'Environmental impact assessment is required or environmental impact assessment is not required decision'. According to the article, the Ministry examines and evaluates the Project Presentation Files within the framework of the Project's Characteristics, Project Location and the Current Environmental Features of the Impact Areas, Environmental Impacts at the Construction and Operation Phase of the Project and Measures to be Taken. The Ministry may ask the institutions / organizations that have been qualified by the Ministry to provide comprehensive information about the project, provide tools and make analyzes, experiments and measurements made by the institutions whose proficiency is acceptable. The Ministry completes its examinations and evaluations within fifteen (15) business days. The decision of “EIA Required” or “EIA Not Required” is made within five (5) working days about the project, and the decision is notified to the Governorate, the project owner and the institutions / organizations that have been qualified by the Ministry. The Governorate announces this decision and announces it to the public through the internet. For the project for which EIA Is Not Necessary decision is made, if the investment is not started within five (5) years without force majeure, the 'EIA Not Necessary' decision will be void.
