The national testing center for rail systems should be completed: RAYDER Board Member and Secretary General Emel Sakarya: Products manufactured for rail systems have to pass many tests in accordance with international standards with success, but costs are high in overseas test centers. In Turkey for the production of plaster arms National Rail National Testing Center should be established as soon as possible.

Turkey's rail system in line with the strategic objectives until 2023; We had a special interview with Emel Sakarya, who said that the works on 3500 km YHT, 8500 km High Speed Train, 1000 km conventional line construction and reaching 25000 km in total are continuing.

Can you briefly explain RAYDER, its fields of study and service?

RAYDER is the association of industrialists and academicians producing vehicles / products / engineering / services for the railway sector.

Unifi (International Railway Industry Association) is the only member from Turkey.

RAYDER organization of our railway industrialists, solution of problems faced by our country's conditions taking into account the creation of rail standards / development, ensuring members' products certification, is working on introducing their line in Turkey and abroad.

As with all over the world, railways and rail transport system in the new period in Turkey were prioritized, development has been adopted as a state policy. With the support of the current government incentive laws, infrastructure and sectoral investments continue to increase. This is line with policies in Turkey, railways and freight and passenger high-speed train, the Marmaray Project and municipal our metro / tram car was targeted to invest USD approximately 10 billion in the year ahead 50 for rail systems to meet their needs.

for the development of railway technology in Turkey rail infrastructure, equipment and rail vehicles to be given support to be produced by local manufacturers, small number of but further strengthening of advanced rail industry and the creation of the planned effective education system is urgently needed.

In terms of the development of the domestic industry operating in the railway sector, RAYDER creates strategies and policies in line with these objectives, and works to develop the infrastructure and vehicle manufacturing industry in parallel with today's international conditions.

In order to assist the development of rail transport systems for sustainable public transport,

• To support policies to promote rail transportation,

• Promote the establishment of standards for rail transport systems integrated with the EU,

• To support the development of competitive domestic industry through the strengthening of advanced R & D, innovation, creativity, education and quality structures,

• The market regularly informs its members about technical developments, training and related policies.

What are the current developments in rail transport systems industry in Turkey?

While the investment share of the Ministry of Transport in total public expenditures was 2003% in 17, it increased to 2013% in 45. An investment of 11 billion TL has been made by TCDD in the last 20 years and an investment of 2023 billion TL is targeted until 100. In the preparations for the investment program for the 2015-2017 period carried out by the Ministry of Development, 45 percent of the total bid ceiling determined for the next year's appropriations among the State Economic Enterprises (SOE) was allocated to the TCDD General Directorate. A budget of 2015 billion TL for 5, 2016 billion 12 million 154 thousand TL for 786 and 2017 billion 6 million 94 thousand TL for 137 was allocated to TCDD.

Target until 2023; 3500 km YHT, 8500 km High Speed Train, 1000 km Conventional line construction and to reach a total of 25000 km. Ankara-İzmir, Ankara-Sivas, Ankara-Bursa YHT lines are completed and 46 provinces corresponding to 15% of the country's population are connected with YHT.

2023 aims to increase the share of the railroad in freight transport to over% 15 and to increase its share in passenger transport to over% 10.

Also, you know, the General Directorate of Railway Regulation was established and the law on the Liberalization of Railway Transport was enacted. With this law, a new process has been started from the understanding of fierce competition between single-modal transportation and transportation types to the understanding of cooperation between transportation types. Particularly in freight transport, it was taken as a basis to emphasize combined transport, which is based on railways in land transport.

In addition, urban rail systems are developing rapidly; Istanbul Metropolitan Municipality allocated 2015 billion TL to rail system projects to be carried out between 2019 - 21,5. Until 2019, 430 aims to access a network of rail systems with a km length.

Rail System projects in İzmir continue rapidly, the work to extend the İZBAN line to Torbalı after Aliağa-Cumaovası continues. The infrastructure, signalization and vehicle purchase tenders for the 12,6 km Üçkuyular-Halkapınar and 9,7 km Alaybey Mavişehir lines have been completed. .Ankara Metro vehicle purchases continue. Currently, light rail system operations are carried out in 11 provinces in Turkey. However, it is planned that 17 of our provinces will switch to lighter rail system operation, and the project and tender studies are continuing. Within the scope of these projects, 2023 metro, tram and LRV vehicles will be purchased until 7000.

TURKEY NEEDS TO RAILWAY VEHICLES YEAR 2023

  • 7.000 METRO, TRAM, LRV
  • 100 pcs FAST TRAIN SET
  • 350 DIESEL LOCOMOTIVES
  • 250 ELECTRIC LOCOMOTIVES
  • 500 SUITABLE TRAIN SET
  • 350 pcs DMU TRAIN SET
  • 600 passenger wagons
  • 49.000 LOAD CARGO

What is expected from the sector according to the 2023 targets? What are you working on?

In line with the 2023 year, expectations from both the sector and the authorities are constantly shared, and meetings, conferences, public visits and information are frequently held to ensure that the work progresses rapidly.

The most important aim of the 2023 years, Turkey's vision envisaged in the years to reach the 2023 500 billion dollars of exports and enter between 10 advanced country in the world. There are some things that need to be done very quickly to accomplish these goals;

RAYDER provides great support to the studies on the establishment of the General Directorate of Urban Rail Systems under the Ministry of Transport. It is working on the creation of a structure similar to the "Undersecretariat of Defense Industry (SSM)" within the Ministry of Transport, and continues its studies on the grounds that a "Undersecretariat of Transportation Industry (USM)" to be established by law will lead the transportation sector and give a great impetus to its development.

It is working to establish Rail Systems Test Centers, which is one of our most important shortcomings, and it participates and supports the establishment of Rail Systems R&D Center and Test Road to be established in Eskişehir. It is working to open Railway and Rail Systems departments in our universities. It leads the works of domestic production of Metro and Tramway vehicles. It supports the efforts of enacting the New Railway Law as soon as possible, which will accelerate the private sector with the opportunity of liberalization. It is preparing the Turkish Railway Industry Catalogue, both in Turkish and English, which will be published for the first time in Turkey.

Why is localization important in this area? To what extent is the domestic production supported by the state authorities?

2023 year to achieve its targets, 500 is a must for domestic production to export billion dollars and close the foreign trade deficit. As you know, Turkey was declared to be made in the near future the national railway 2013. In Tülomsaş, the national high-speed train production, the national EMU and the DMU set production in Tüvasaş, and the national freight wagon in Tüdemsaş were pressed and the projects continued.

The university, TÜBİTAK, public and private institutions started joint projects. The sector is very excited about this and our companies are increasing their quality for rail system production day by day.

However, we do not have an accredited test center in our country yet. As you know, the life of rail systems is much longer and therefore the products produced have to pass many tests in accordance with international standards. These tests are carried out at accredited test centers abroad at very high costs. This issue should be solved quickly first.

In most of the developed countries, the condition of locality in railroad auctions is determined by law and is followed without any conditions. Tenders in Germany 60, China 70 percent, Russia 70 percent, the United States 65 place the condition of the condition. For the first time in our country, the Ankara Metro Vehicle purchase tender has been placed in the 51 place rate, but the Chinese company has never done any work on the local rate. For the remaining 35 set, which has not yet been delivered together with the pressures of RAYDER and Rail System Clusters, a serious pressure is now being set up on them and the localization rate is to be ensured. Thus, strangers can shake their hands and come without any means of locality.

Therefore, localization rates must be stipulated in tender purchases, and these should be made compulsory by tender documents. As a result of long-time studies of RAYDER and other Rail System Clusters and discussions with state authorities, there has been considerable progress in this regard. Studies continue without any interruption.

What are the products needed in the sector? What is expected of automation systems?

There is a need for products that require more advanced technology in the sector. Vehicle software, traction engines and drivers, door, bogi. (Table2. You can also review the equipment and services required for a vehicle). The products with the highest rates in this table are the products we are talking about. There were other tests we do in Turkey.

One of the most important parts in rail vehicles is bogi, for example. Durmazlar, as well as tram and light subway vehicles, the French company Alstom also produces a hundred percent domestic bogi.

When rail systems combine economy with comfort, it is among the first choices in transportation. But security is also important. What is the cause of the accidents occurring in small numbers? How do you get ahead?

One of the most important features of rail systems is of course safe. Rail systems in our country is developing and developing rapidly. As we have always emphasized, the quality standards of rail systems are very high, so the products to be used must be in compliance with the international standards of the rail systems.

Therefore, in the purchases to be made in rail systems, specifications must be strictly in compliance with the standards related to safety, cheap price should not be sufficient to win the auctions. The existing Railway Infrastructure should be improved and all lines should be electrified and signaled.

In addition to this, personnel training should be given importance, trainings related to railway should be established and certified personnel should be trained immediately. Rail Systems departments should be established and developed in our universities for qualified personnel to be involved in production / operation in rail systems. Anadolu University, Karabuk University and Erzincan University have started to train students by opening departments. Our National Test Center should be completed as soon as possible.

What should be done to increase the use of YHT?

The use of YHT is actually quite common. After Ankara-Eskisehir and Ankara-Konya route, high speed train is also used in Ankara-Istanbul route. It will become more widespread with new lines. As I mentioned above, the construction of new YHT lines continues rapidly. Target 2023 until 3500 km YHT and 8500 km to complete the high-speed train line. Thus, the use of high-speed trains, which are both economical, safe and environmentally friendly, will become widespread.

What would you say about the process and importance of the National Train Project, which is planned to be implemented in 2018?

In the last months of 2013, the Minister of Transport, Maritime Affairs and Communications, Binali Yildirim announced the national train project. TCDD's subsidiaries will take part in the construction of national trains. The high-speed train will be constructed by TÜLOMSAŞ, electric and diesel train sets by TÜVASAŞ and advanced freight wagons by TÜDEMSAŞ. Universities, Aselsan and 153 private sector companies will take place as a solution partner. R & D will work with TUBITAK.

Of course, it does not seem possible to produce a completely domestic train with our current technology. There are components that we can produce, and there are components that require advanced technology that we have not yet produced. Regarding some components that we could not produce, for example, ASELSAN has started important studies: It plans to produce for Rail Systems by establishing a unit under the name of Transportation, Security, Energy and Automation Systems Sector Presidency. It started to work on traction systems for light rail vehicles, traction and power systems for metro vehicles, metro vehicle control and management systems, train control and management systems, rail vehicle signaling and control systems. Companies such as Savronik and Medel, which have been working on these issues for years, producing at international standards and increasing their investments in this field, are working on signaling and energy control systems.

You know; Durmazlar Our first local tram, İpekböceği, was completed last year, a homologated vehicle that complies with international standards and works in Bursa. And also Durmazlar, INNOTRANS 2014 also introduced the Green City LRV. Istanbul tram, which is produced locally by Istanbul Transportation Co. and exhibited at INNOTRANS 2014, attracted great attention. BozankayaWon the purchase of 30 trams in Kayseri tender. Started production of vehicles. So in a nutshell, was never meant to be shrugged studies var.ancak we do at this stage is completely an indigenous car to say we are so able görünmüyor..rayl System in the international arena has proven itself, in agreement with the component producing companies, technology transfers, some of the components partnerships with producing in Turkey provided.

In the table below, you can see the% values of the equipment and services to be used in a vehicle to be manufactured for rail systems.

The development and utilization of rail systems is directly proportional to the development of different sectors such as logistics. What kind of studies are being done about this?

As of today, 28 railway train operations are carried out by the public and private sectors under the rules of free competition in the European Union. "Turkey Liberalization Law of Railway Transport" and the '' single mode of transport '

and bir from the cutting-edge competition between the types of transport tür to a new process of understanding the cooperation between types of transport.

There should be cooperation between transport types rather than competition, the legal and administrative regulations to develop the Combined Transport System should be done urgently. Secondary regulations to be made within the scope of the Railway Law should be concluded quickly and the private sector should be opened as soon as possible with its locomotives, wagons and personnel.

Turkey's exports to reach a billion dollars envisaged in the vision of 2023 years 500 and 10 be among the advanced countries of the world the way, the cost will be to ensure global competitiveness. This would be possible with the transport systems where ”railway transportation“ is the main axis which can minimize transport costs. The main axis of transport will be railway, seaway and inland waterway. The ports connected to railway and cargoes should be transported in the most economical way with combined transportation and multi-mode transportation systems should be developed.

As you know, BALO, which was founded with TOBB-led room, stock exchange, organized industrial zone and International Transportation and Logistics Service Producers Association (UTİKAD), provides railway-weighted intermodal transportation services to the international logistics sector. Now in Europe, the 4 region, where the trade is intense 3 day of the block train services organized BALO, this number is 2015 5 in the day aims to remove. BALO, which has brought the cargo of Anatolia to Europe in a short time such as 4, is increasing demand from abroad.

With this project, products produced in different cities of Anatolia are combined in logistics centers and brought to Bandırma by block trains. The cargoes are transported from here to Tekirdağ by container ships and from there to Europe by scheduled block trains. – Newspartner
