TÜDEMSAŞ Goods and Services Procurement Regulations Changed: Turkey Railway Machines Industry Corporation (TÜDEMSAŞ) made changes to the regulations on purchasing goods and services of the Directorate General.
The Regulation on the Amendment to the Regulation on Purchases of Goods and Services to be Made within the Scope of Sub-paragraph (g) of Article 4734 of the Law No. 3 of TÜDEMSAŞ entered into force after being published in the Official Gazette.
Accordingly, goods and services will not be divided into sections in order to remain below threshold or monetary limits or to avoid the application of other provisions in the regulation. However, the goods and services that are in urgent need will be partially provided, due to the fact that the need cannot be determined in advance, the compulsory project change, the repair and manufacturing process will not be interrupted and similar reasons.
In the tenders, the open tender procedure and the tender procedure will be the basic procedures among certain tenderers. Negotiations can be carried out only through special arrangements specified in this regulation or the Public Procurement Law.
The board of directors, general manager, deputy general managers, trade and marketing department head will be tender and direct procurement officials.
