He stated that the project's study, feasibility, engineering, pre-construction tender was made during the MHP period.

Vural first presented evidence in the Official Gazette dated February 15, 2000, regarding his allegations. In the tender announcement document of the Ministry of Transport DLH General Directorate, it is seen that Selçuk Coşkun was signed as the Deputy Undersecretary and Oktay Vural as the Minister of Transport. Reminding that Marmaray, which was initiated during the MHP period, was planned to be completed in 2008, Vural also criticized that it was still unfinished by 2013.

Gebze-Halkalı Improvement of Commuter Lines and Railway Bosphorus Tube Crossing (Marmaray) Project, located on the European side Halkalı It is based on the improvement of the suburban railway system in Istanbul and the construction of the Railway Bosphorus Tube Crossing (Marmaray) in order to connect the districts of Gebze and the Asian side of Istanbul with a continuous, modern and high-capacity suburban rail system.


Surface railway lines on both sides of the Bosphorus will be interconnected by a railway tunnel that will pass under the Bosphorus. The double line on the Bosphorus Crossing Section (Marmaray) will enter the underground at Yedikule after Kazlıçeşme; It will continue along the new underground stations Yenikapı and Sirkeci, pass under the Bosphorus and pass through another new underground station, Üsküdar, to rise to the surface again at Ayrılıkçeşme and reach Söğütlüçeşme. The length of this Section will be approximately 13,5 km.

On both sides of the Bosphorus, Halkalı-In the Suburban Improvement Section between Kazlıçeşme and Söğütlüçeşme-Gebze, the existing 2 lines will be completely removed and a superficial rail network will be established where 3-line High Speed ​​Train and Commuter Trains can work together. The length of this section will be approximately 19 km in total, 44 km in Europe and 63 km in Asia.

The project is currently one of the largest transport infrastructure projects in the world. The entire new and improved railway system will be approximately 76 km long. Main structures and systems, immersed tube tunnel, drilling tunnels, open-close tunnels, level structures, 3 new underground station, 38 + 1 * above ground station (renovation and improvement), operating control center, pitches, workshops, maintenance facilities, built above ground The new line consists of 4 parts, including a new third line, to upgrade existing lines, completely new electrical and mechanical systems and modern rail vehicles to be supplied.

Each section is carried out under a separate contract;
